Umrah firms challenge decision to impose fines

MAKKAH — About 40 Haj and Umrah companies have challenged a decision by the Ministry of Haj to impose fines against them in a lawsuit filed at the Administrative Court of the Board of Grievances.

The companies serving domestic pilgrims claim that measures taken by the ministerial committee that looked into complaints against them were illegal, as the committee did not follow proper procedures. They argue that the committee did not have qualified Shariah and judicial experts and did not follow Shariah norms stipulated by the Council of Ministers while reaching its decision.

The Ministry of Haj has slapped fines on 34 Haj and Umrah companies due to violations. It has also ordered eight other companies to compensate injured pilgrims due to negligence in addition to repaying the the full amount levied for services that were not delivered.

Haj Minister Bandar Hajjar said, “The committee for ensuring adequate Haj service to pilgrims that was formed by a royal decree has verified many instances of violations by some companies during the Haj season last year and issued many decisions.”

Saad Jameel Al-Qurashi, former chairman of the National Committee for Haj and Umrah, described the decision as “unfair, arbitrary and hasty.”

Informed sources say the company owners have formed a bloc to unify their efforts to challenge the ministry’s decision in court. They will submit their objections in the court within 60 days.

Hajjar said a total of 106 violations had been detected by regulatory authorities following pilgrims’ complaints, which resulted in the action. The amount of fines slapped against the companies ranged from SR10,000 to SR100,000, which is the maximum limit.

The committee also looked into 46 cases against unlicensed companies that did not comply with the regulations and fined them between SR10,000 and SR100,000 based on the nature of the violation and the damage caused. Hajjar thanked outstanding efforts by the Control and Investigation Committee to uncover the violations.

The 27-day 12th Aramco Summer Cultural Program kicked off opening day Thursday at the Saudi Aramco Recreational Center with nearly 7,000 visitors at Saudi Aramco Recreational Center Jeddah on Thursday.

The Aramco Summer Cultural Program, with more than 80 activities and competitions, is part of the summer festival, which is organized to spread awareness and education on safety and security, entertainment and cultural social programs to encourage volunteerism in youth.

Five major tents for science, kids island, heritage, theater and awareness cover 100,000 sq.meters.

The heritage tent features displays on local architecture including a museum of Two Holy Mosques, museum on King Abdul Aziz, museum on King Fahd Academy for Quran publishing, photography workshop, arts workshop, calligraphy workshop, crafts gallery, historical photo gallery and a model of Old Jeddah.

Al-Haramain High Speed Rail project set to enter 2nd phase

JEDDAH — The second phase of the Al-Haramain High Speed Rail project will start soon with the establishment of the new Briman flyover. Sources told Okaz daily that the Al-Rajhi Alliance, entrusted with the civil works for the project, will begin construction work of the flyover next week.

Technicians expect the flyover to be completed within nine months, after which work will begin in the demolition of Prince Mohammed Bin Abdul Aziz or Al-Tahlia flyover and later the King Abdullah flyover.

The new link will extend to East Jeddah and will be linked to the new 100 KM ring road being built by the Ministry of Transport, stretching from the south, east and north of Jeddah to Dhahban.

Abdul Aziz Al-Hokail, President of Saudi Railways Organization, said that the first phase of the project is underway, which includes reclamation and demolition of a number of flyovers.

“The intersection of the Haj terminal with the air base is completed, and is open for traffic, while work is underway on the intersection of the air defense base, and is expected to be completed within a few months.

The pre-cast concrete phase of the Tahlia-Briman intersection has began, and the second phase includes the construction of four passenger stations in Makkah, Jeddah, Madinah, and King Abdullah Economic City in Rabigh,” he said.

Al-Hokail pointed out that completed sites will be handed over to the second phase contractor for the implementation of Phase II, which deals with the upper infrastructure, signaling and communications systems, electrification of lines, supply of passenger trains, and maintenance equipment, including the operation and maintenance of the project for the 12-year duration of the contract.

Makkah cracks down on street peddlers

MAKKAH — The Makkah municipality recently intensified its crackdown on street peddlers. The general supervisor of municipal branches in Makkah, Saud Al-Hazzani, said that the move was aimed at ensuring public safety. He said the Municipality has joined forces with several government departments to fight street peddlers in areas with high density of visitors and pilgrims. Since the beginning of this year, more than 4,000 street peddlers have been arrested, of which more than 2,700 were expatriates.

JEDDAH: The Presidency of Meteorology and Environment (PME) stressed today that there is no truth to reports about the rise of temperatures this summer above "70 degrees" or more.

In a statement, the PME said the reports attributed to statements by non-specialists in meteorology "does not conform with reality, meteorological information, warning systems and world alerts in this regard."

Climatic reports indicate that most of temperatures in this summer season in the Kingdom's regions range from 44-49 degrees, while in Ahsa, Hafr Al-Baten and Jeddah, temperature recorded "51-52 ° C in the month of June, 2010, said the PME.

MADINAH — The city of Madinah is famous for its dates and it is the home of the highly sought-after Ajwa date, which was a favorite of the Prophet (peace be upon him). Rising temperatures mark the beginning of the summer harvest and date lovers in the Kingdom and abroad eagerly anticipate this time of year. One of the main products of Madinah, a kilogram of dates is currently retailing at an average price of SR20. As dates continue to flood the market, prices are expected to drop.

However, several rare and famous types of dates such as Ajwa retail for significantly higher prices. Some of the most common and popular dates from Madinah include the Baid, Al-Rabea, Al-Sukkari and Al-Helwa types. With Ramadan nearly a month away, date farmers are reporting brisk business.

Naif Saleh, an owner of a date farm in the city, said a date wholesaler purchased his entire harvest for SR450,000, which is significantly higher than what he was paid last year. “Farming dates is a profitable business and every year we are earning more and more money,” said Saleh who plans on adding additional date plants to his farm. Hamed Al-Sahli, a date wholesaler who has contracts with several farmers in Madinah, said wholesalers now control the production of many farms. According to Al-Sahli, 40 percent of the date harvest in Madinah is transported on trucks to different parts of the Kingdom. Khalaf Al-Madwi is a Saudi truck driver who said the season creates job opportunities for Saudis. “Many Saudis are working in this seasonal industry every year. They can work in transporting dates from farms to the market, loading date boxes to and from trucks and even selling the boxes to customers.

I have already been hired by a date wholesaler to transport dates to Jeddah and earn SR400 per trip, which is good money for this season,” he said. As Madinah dates begin to make their way to all parts of the Kingdom, consumers are eagerly buying them and stocking up for Ramadan. Sami Badr said he is buying his favorite dates before they become more expensive.

“I love Rothana and I’m buying it at whatever price I can find and stocking it in my house. There are other dates that cost between SR70 and SR100 a kilo but prices for these dates will rise as they become harder to find in the market.” Hamed Al-Mullah owns several date shops and he expects average prices to fall. “Prices are high now because the market is not yet filled with dates.

With the exception of extremely popular dates, most date prices will decrease. The heat may be unbearable but it is a good time for the people of Madinah as their favorite dates are beginning to come into the markets,” he said.

8, injured as bus carrying Umrah Pilgrims flips in Jeddah

A bus carrying 40 Iranian Umrah pilgrims rear-ended a truck on the Al-Haramain expressway in Jeddah on Tuesday.

The bus flipped over on its side and 8 pilgrims were injured. A Saudi Red Crescent Authority air ambulance flew two of the seriously-injured pilgrims to King Abdulaziz Hospital in Al-Mahajar district while the other six were rushed to the King Fahd General Hospital by ground ambulances. — Courtesy photo

Licensed taxi drivers and passengers at King Abdulaziz International Airport are calling on airport police to put a stop to unlicensed drivers using their private cars as taxis to pick up passengers illegally.

As passengers exit the baggage claim and customs area, individuals sometimes as young as 16 and as old as 70 years of age offer them rides at half the prices the licensed airport taxis charge.

Roshdan Murshid Al-Jihani, 50, a Saudi national and licensed airport taxi driver said that unlicensed drivers are taking the food out of his children’s mouths and are forcing him to work longer hours, time he spends away from his family.

“I arrived this morning at 8:30 a.m. to queue at the taxi stand,” Al-Jihani said. “It’s now 3 p.m. and I have just barely reached the front of the line. If I’m lucky I will get three long distance trips to South Jeddah or somewhere far away by 8:30 a.m. tomorrow.

“These illegal drivers simply come to the airport, wait for the next flight to arrive and ask passengers if they need a taxi. Within a few minutes they are on their way somewhere, charging whatever they want. That money is being taken out of my family’s pocket.”

Al-Jihani said the licensed taxi drivers couldn’t begin to compete with the unlicensed ones as these had little overhead. Licensed taxi drivers must meet stringent safety and insurance standards.

“To be a licensed airport taxi, your car cannot be older than five years,” he said. “So every five years I have to spend over SR 100,000 to buy a new car. Then there is the upkeep, the insurance and the airport fees.

It’s no wonder they charge half what we do. But they can be dangerous. What if one of them pulls over on a dark street and robs you? No one will ever find him. People who take those taxis are playing with their safety.”

Hoshan Saleh Al-Hoshan, 31, an ARAMCO engineer who had just arrived at KAIA stood at the taxi line and was outraged at the prices the licensed drivers were quoting him.

“We need taxi prices listed somewhere like they have in Bangladesh,” Al-Hoshan said. “Bangladesh’s taxis are better organized than the ones we have here. These airport taxis charge SR 80 to go to Hamra. Why should I pay that when I can rent a car for SR 90 a day.”

Al-Jihani says that all airport taxi prices are set at a tariff and that passengers are given a receipt at the end of their journey.

“Any trip within Jeddah is set at a minimum of SR 60,” he said. “Trips to south Jeddah or the furthest parts of Jeddah to the airport are charged at a maximum of SR 100. Trips to Makkah are about SR 200 to SR 250, depending on the distance.”

For 23-year-old Majid, an unemployed Saudi national, a quick trip to the airport to pick up passengers illegally allows him to have spending money for the day.

“I don’t do this very often,” he said, refusing to give his last name. “Whenever I have expenses above and beyond what I get from Hafiz (SR 2,000 per month allowance for unemployed Saudis), I just come to the airport and pick someone up. I charge anything from SR 50 for trips inside Jeddah to SR 250 for a trip to Makkah.”

Although he is concerned that the police may catch him, Majid said that he had never heard of anyone being fined or jailed for poaching passengers.
A traffic police corporal at KAIA said officers are powerless to stop the illegal drivers.

“We tried to put a stop to it,” said the police corporal, who spoke on the condition of anonymity. “But when we approach the illegal drivers, their passengers complain that the licensed ones are too expensive.

“We’ve been told many times that it’s none of our business, both by the illegal drivers and their passengers. Our job here is to control the flow of traffic in front of the terminal and to make sure no one parks there. I gave up chasing down the unlicensed drivers a long time ago. Allah is the one who decides who earns what in this life.”

The police corporal however did advise passengers arriving at any of the Kingdom’s airports to use only licensed airport taxis that are clearly marked with a set tariff.

“If you forget your wallet or phone in one of those private cars, who are you going to complain to, to get your things back,” the corporal said. “We don’t know who these individuals are, where they are from, or where they go after they pick you up. If you lose something in a taxi, or something happens to you, how are we going to find the driver?

“I’ve told people who lost things in illegal taxis, that they shouldn’t have done that and advised them to hang around the terminal in the hope of seeing the driver again.”

شرعت أمانة العاصمة المقدسة في عملية تنفيذ سور مقبرة المعلاه بمكة المكرمة بغية إنهاءه قبيل موسم الحج 1433هـ .

وقال المهندس هشام بن عبدالرحمن شلي مدير عام الحدائق والمرافق العامة بأن الأمانة تقوم حالياً بتنفيذ مشروع إنشاء سور جديد لمقبرة المعلاه بدلاً من الأسوار القديمة التى لم تعد تفي بالغرض , حيث سيتم إنشاء سور بإرتفاع خمسة أمتار وبطريقة هندسية ملائمة ويتكون من هيكل خرساني مكسي بـ (GRC) وجرانيت وشبك من الحديد المشغول مستوحى من الطابق المعماري الإسلامي بحيث يتيح الرؤية من الخارج وهو يحاكي تصميم أسوار مقبرة البقيع بالمدينة المنورة .

وألمح شلي إلى أن الأسوار الجديدة تسمح للزوار برؤية المقبرة كاملة من الداخل بالإضافة إلى وجود عدة بوابات رئيسية لتسهيل عملية الدخول والخروج إثناء عمليات الدفن ، مع وضع لوحات إرشادية للتعريف بأماكن وقوف الزوار .

واختتم شلي حديثه مؤكداً على أن الأمانة حريصة على تحقيق أفضل مستوى من الخدمات لأهالي وزوار مكة المكرمة والعمل على راحتهم في مختلف المجالات .

KUWAIT: The head of the Kuwaiti Folklore and Artifacts preservation team, Anwar Al-Rifaei, proudly announced yesterday the group had in their possession the rarest copy of the Holy Quran.

It is said to have been produced in Kuwait in 1253 during the reign of the Third Amir of Kuwait, Sheikh Jaber bin Abdullah bin Sabah. The volume is said to be in excellent condition and is the work of calligrapher Sulaiman bin Mohammad Al-Ghanim.

Speaking at a press conference, Al-Rifaei commented on the beauty of the penmanship, which was a testimony to the sophisticated level of education of the time. The Islamic patterns which adorn the beginning and end of the holy manuscript also highlight the equally sophisticated expertise in creativity and production.

The manuscript will be exhibited at the Al-Uthman House Museum in Hawally and there are also plans to have it displayed in three other museums. It is hoped some light can be shed on the artistic legacy behind the production.

The Kuwaiti Team for Preservation of Kuwaiti Folklore and Artifacts is a volunteer group under the umbrella of the Volunteer Work Center. The group’s aims are to preserve and unveil information on Kuwait’s legacy, folklore and the artefacts they discover.

They work in close cooperation with the National Council for Culture, Arts and Letters, as well as other state institutions.

Emirates to increase services to Kingdom during Ramadan

Emirates will add a total of 73 additional flights to and from Saudi Arabia during Ramadan, adding to the carrier's already robust service schedule.

Madinah and Jeddah will benefit from the extra services, put in place to serve the large number of passengers traveling to the Kingdom for religious based travel. The extra services will be in operation from July 20 to Sept 1.

"We expect travel to the Kingdom to increase significantly during the holy month of Ramadan in line with the annual movement of pilgrims. To effectively cater to this increased demand we have added extra services giving our passengers more flight options and easing the flow of traffic," said Adil Al-Ghaith, Emirates VP, KSA.

A total of 59 additional flights will operate to and from Jeddah throughout Ramadan, with Madinah receiving 14 extra services during the same time period.

"There is a high demand for travel to the Kingdom from across our network given our convenient and frequent flight options. With a growing fleet of 175 aircraft we are fortunate to have the flexibility required to adjust our schedules and accommodate this increased traffic flow," added Al-Ghaith.

The additional flights will be serviced by a mixture of Boeing 777s and A330 aircraft, in a three class configuration. Emirates currently operates to four gateways in Saudi Arabia including Madinah, Riyadh, Jeddah and Dammam.

Emirates received permission from the Saudi authorities to operate these flights for Umrah passengers.

Saudi's king orders huge Prophet's mosque expansion

Saudi Arabia's King Abdullah has ordered a major expansion of the Prophet's Mosque in the holy city of Madinah, it was announced on Friday.

Dr Ibrahim bin Abdulaziz Al-Assaf, the Gulf kingdom's Minister of Finance, made the announcement in comments published by Saudi Press Agency.

He said that the project would be implemented in three phases.

The first phase will accommodate more than 800,000 worshippers, he said, adding that the second and third phases will accommodate a further 800,000 worshippers.

Earlier this month, Saudi Arabia said its ongoing SR80bn ($21.33bn) expansion of Makkah's Grand Mosque will eventually allow the Islamic holy site to accommodate 1.5m worshippers.

The move comes as Islamic tourism continues to grow rapidly and has proved a huge earner for the oil-rich Gulf kingdom.

According to a report by the Saudi Commission for Tourism and Antiquities, domestic tourism alone in the country increased 13.5 percent last year, generating $22bn.

Tourism accounts for about 3.1 percent of the kingdom's gross domestic product and for about 7.2 percent in the kingdom's non-oil sector.

Workers in Algiers started laying foundations Sunday for what should become the world’s third-largest mosque, a one-billion-euro project that will include a dizzyingly tall minaret.

The huge building in the capital Algiers will be built by the China State Construction Engineering Corporation and is expected to create 17,000 jobs – most of them for Algerians. Construction is due to be completed in 2015.

“The construction of this building represents a new landmark in Sino-Algerian relations,” the minister said.

The mosque complex will include Africa’s tallest minaret, culminating almost as high as the Eiffel Tower at 270 meters (880 feet). It will have 25 levels and eight elevators to whisk observers to the top to view the bay of Algiers.

It will also comprise a prayer room for 120,000 worshippers, a 2,000-seat library, an art museum and a research center.

Custodian of the Two Holy Mosques King Abdullah has ordered an expansion of the Prophet’s Mosque in Madinah to accommodate more than 1.6 million worshippers, Finance Minister Ibrahim Al-Assaf announced yesterday.

“The new expansion of the Prophet’s Mosque is part of King Abdullah’s efforts in the service of Islam and Muslims, the latest of which was the unprecedented expansion of the Grand Mosque in Makkah,” he said.

Al-Assaf said the expansion of the Prophet’s Mosque would extend a great service to the pilgrims and visitors who will be able to pray comfortably in the mosque and the surrounding plaza.

He said King Abdullah’s Expansion Project of the Prophet’s Mosque would be implemented in three phases. “The first phase will accommodate more than 800,000 worshippers while the second and third will accommodate an equal number of worshippers bringing the total number of people the mosque can accommodate at a gvien time to more than 1.6 million,” he said.

The minister said the new expansion of the Prophet’s Mosque would complete the other projects that the king has ordered for the welfare and comfort of the pilgrims and visitors. He recalled in this connection the ongoing expansion of the Grand Mosque in Makkah, the expansion of the Massa (pathway between Safa and Marwa), increasing the area of the Jamarat bridge, the Makkah Development Plan, the Haramain Express Train, the Makkah Gate and the new King Abdul Aziz International Airport in Jeddah.

The Prophet’s Mosque has been expanded twice. The first one was mooted during the time of King Abdul Aziz, the Kingdom's founder, in 1949. Work on the expansion started in July 1951 and took nine years to complete. The second one, called after Custodian of the Two Holy Mosque King Fahd, started in 1984 and was completed in 1994.

During the first expansion of the Prophet’s Mosque, four minarets were added in addition to 18 ordinary staircases. During King Fahd’s rule, six new minarets were added to bring their total number to 10 and six electric staircases were established raising the number of staircases to 24.

The ground floor of the mosque has an area of 98,500 sq. meters accommodating 167,000 worshippers, the roof has an area of 67,000 sq. meters accommodating 90,000 worshippers and the surrounding plaza has a total area of 235,000 sq. meters accommodating 450,000 worshippers.

The total area of the mosque and its plaza is 400,500 sq. meters accommodating 707,00 worshippers but at the peak time as many as a million worshippers could be in the mosque at one time.

يكشف المخطط الشامل للمدينة المنورة تفاصيل التوسعة الكبرى التي أمر بها خادم الحرمين الشريفين أمس لتوسعة المسجد النبوي الشريف في المدينة المنورة والتي سيتم تنفيذها على ثلاث مراحل تتسع الأولى منها لما يتجاوز 800 ألف مصل، وفي الثانية والثالثة سيتم توسعة الساحتين الشرقية والغربية للحرم بحيث تستوعب 800 ألف مصل إضافيين وقد خضعت المنطقة المركزية لإعادة تطوير كامل تقريبا وتم تزويدها بخدمات جديدة تدعم المسجد النبوي الشريف وقد تم في هذا المخطط الشامل إيراد اقتراح توسعة لتخفيف الضغوط المتزايدة برفع الطاقة الاستيعابية من المصلين من الوضع القائم البالغ 550.000 الى الوضع المستقبلي البالغ 780.000 شخص، للتوسعات المقبولة بالفعل لساحتي الحرم الشرقية والغربية، مع مراعاة استيعاب تدفقات حركة المشاة التي تتطلب توسعات أخرى في إطار تخطيط أكثر تفصيلا ويتعين تنسيق هذه التوسعة مع طراز البناء الحضري المحيط لضمان أن التوسعة تعمل على تحسين تدفقات المشاة داخل المنطقة المركزية وتتناغم عمرانيا مع ما حولها
