The COURT of APPEALS - Mindanao

With a P292-million budget, the new CA building broke ground last Friday.
Associate Justice Romulo V. Borja said the search for a suitable lot for the construction of the building has been “a long and uphill road.”
Borja said even before the inauguration of the Cagayan de Oro Station, former Supreme Court Chief Justice Hilario Davide Jr. “was already looking for a suitable site of the permanent building.”
He said the new site of CA-Mindanao will be a showcase of the Judiciary’s commitment to the protection of the environment.
It will showcase a modern, high digital technology and environmental friendly building in the country. It will allow us also to develop a mini-rain-forest, a water-catchment area and the ambitious goal to have a zero-carbon footprint building and site,” Borja said.
Retired Justice Teresita Dy-Liacco Flores, the first Executive Justice of Cagayan de Oro station, continued the search for a site when Mayor Vicente Emano pointed the 100-hectare lot in Barangay Indahag that has been recently reverted to public domain.
Justice Flores, with more consultations done with the Department of Environment and Natural Resources (DENR) and Department of Agrarian Reform (DAR) offices, was able to get Presidential Proclamation No. 1518 reserving the six hectares, which was issued in 2008, including the access road from the highway.
However, flaws in the technical description of the lot in the earlier proclamation led to the resurvey until Presidential Proclamation No. 2118 dated June 29, 2010 rectifies the error in the meter and bounds of the property.
Special Patent No. 3772 was then issued and OCT No. 137-2011000065 was issued by the Register of Deeds for Cagayan de Oro pursuant to the said patent.
Supreme Court Senior Associate Justice Antonio Carpio said Davide has already earmarked P40 million for the construction of the building.
He said the bidding and construction will be undertaken by the Department of Public Works and Highways (DPWH).
However, based on the actual costs, the CA-Mindanao requires at least P290 million.
Carpio said from the SC’s existing savings, an additional P251.27 million will be earmarked on top of the P40 million existing allocation in line with the July 17, 2012 SC en banc resolution.
“CA-Mindanao in Cagayan de Oro is quite fortunate since it will be the first, last and final groundbreaking unlike other CAs in the country,” Carpio said.
The CA Cebu will also get P266.95 million on top of the P40 million earmarked in 2004 for the construction of its new building.
Both CA Cebu and CA-Mindanao in Cagayan de Oro are currently renting spaces.
The total amount for the construction of these courts is P2.38 billion.
Last week’s groundbreaking ceremony was attended by SC Associate Justices Jose P. Perez and Teresita J Leonardo-De Castro, CA Presiding Justice Andres B. Reyes Jr. and city and provincial government officials.

PROJECT WATCH: Tune Hotel rendering installed onsite
http://www.cdodev.com/2012/09/02/pro...talled-onsite/

The long awaited rendering of Tune Hotel is finally installed onsite.

There wasn’t much difference on the hotel’s rendering as posted here before. The one installed is however much smaller that motorists would hardly notice it unless you stop in front of the project site. As shown, it will have 10 floors, a mezzanine and a utility floor making it more like 12 levels.

You can clearly see rebars protruding over the fence. Construction will speed up in the coming weeks and we expect topping off by the end of first quarter of 2013.

Mindanao investments double in first half of year.

CAGAYAN DE ORO -- Investments in Northern Mindanao in the first half of 2012 reached P10.877 billion, or more than twice compared with the P4.88 billion posted during the same period last year, data from the regional office of the Department of Trade and Industry (DTI) showed.
Linda O. Boniao, regional director of DTI, said the surge of investments was most notable in the province of Misamis Oriental with a three-fold increase, or P7.50 billion compared with P2.37 billion in 2011. The province accounted for over two-thirds of new capital pouring into the region during the period.

Ms. Boniao said this is due to major ventures in the province such as property-related projects including those linked with the Ayala’s Centrio development in this city as well as the Paseo del Rio, a project that would convert areas near the Cagayan de Oro River into a commercial hub.

Outside of those projects, she said, the Coca-Cola Bottlers Philippines, Inc. plant in the neighboring town of Villanueva is also undergoing a major expansion.

"For the first half of 2012 alone, we have already exceeded our target and we are expecting more merchants to invest here as the Centrio Mall of Ayala Land is nearing its opening," Ma. Eliza A. Pabillore, DTI director for Misamis Oriental said. The Ayala and Anflocor joint venture shopping mall is scheduled to open before the end of October and is expected to lure new businesses to the city.

Ms. Pabillore said Misamis Oriental’s strength is having one of the best ports in the country and with the opening of the Laguindingan airport later this year, it would be easier and more convenient for traders to ship their products to Mindanao and the Visayas through the local ports.

The Mindanao Container Terminal is one of the key infrastructures. Latest data from the Mindanao Container Terminal showed that from January to June 2012, the volume of containers served by the port has reached 17,318 twenty-foot equivalent units, or about 5% higher than volume handled from the same period last year. -- Rochie Lou A. BOI to spell out 2012 investment priorities to Cagayan de Oro investors.

CAGAYAN DE ORO CITY, Sept. 19 (PIA) --- The Board of Investments (BOI) will be unveiling the 2012 investments priorities in a roadshow here in the city to attract more investors.

The 2012 Investments Priority Plan (IPP) roadshow, which aims to effectively promote the IPP in the countryside, will take its sixth stop in N Hotel tomorrow, September 20.

The salient features of the recently approved 2012 IPP will be presented during the roadshow, said Lourdes Ellen Kionisala, officer-in-charge of the BOI here.

The 2012 IPP spells out the priority sectors where investors can enjoy incentives

It is said to be premised on four critical areas, namely, job generation, enhanced delivery of social services, international competitiveness, and climate change mitigation and adaptation.

To sustain the economic gains of the investment landscape of the country, the 2012 IPP is anchored on the theme “A New Day for Investments: Coherent, Consistent and Creative.”

It supports the President’s commitment to pursue economic growth while ensuring that the poor and the marginalized will enjoy the benefits of development as contained in his social contract with the Filipino people.

Kionisala said the activity will also serve as a venue for a feedback session with firms on how the government may further assist their businesses. (APB/PIA-10)
