Those foundations don't look any where near serious enough for an 800m building, especially one that can supposedly survive a magnitude 9 earthquake!
However, based on the shape, I suspect it may be a test of the upper part.
While it is the right shape, the 'wings' aren't anywhere long enough for the base, but it looks about right for the 3rd setback before the building shape changes to a square.
about here---------------------------------------------\/--------------------------------------------\/

This would mean that the base would be about 112m wide!
The roof appears to be around 760m, which agrees with 3.5m*220 floors (770m)
So a summary:
-the images most likely show a test construction of some of the top of the building.
-the photos agree with the renders in terms of dimensions, so it is very likely related to this tower.
-the tower is probably made up of a grid of tubes 14 metres wide, with a total of 28 tubes made up of 4 2x3 tube wings around a 2x2 tube core
-the tubes consist of a 3.5m square grid of steel beams with 4 horizontal spaces per tube, and one vertical space per floor.
-based on this link, the tiers are 60fl, 60fl, 60fl, 30fl, 10fl, spire with heights of 210m, 420m, 630m, 735m, roof=770m, spire = 838m

I think this could actually go ahead!

hope that picture is indeed progress from a building broad group is building i do not think it is J220, because we would have heard of foundation work or anything. the form of the building makes me hopeful that this is a larger construction test of the overall shape or maybe a small prototype of the building. after all it is good to see broad is building something whatever it is

although it's thru a window, i think this picture shows it best:

by feipeng8865

edit:
person height around 16 pixels
building width around 560 pixels

so it is around ~60m wide, which would fit well to the upper part you talked about.

if they do build the complete upper part without spire which i do hope, this would be a 350m building. we havnt seen any foundation work so i am unsure if the structure is stable enough for that large of a structure. most likely it is just the middle section and maybe not even that section with full amount of floors, but we will see. Maybe just a larger scaled test.

They won't make it in 6 months with 1 worker and a crane!

Probably just a test.

if they build it with the technology they want to use for high speed construction, i do hope for daily updates. maybe they film it by themselves and make another video at the end.

It's a 'demo' according to that page. So that's presumably a smaller version?

A while back I seem to recall hearing of a smaller version with a height of ~400 metres, if I recall correctly. Maybe what we are seeing is a test for that version.

This is the link to the thread for that version.
http://www.skyscrapercity.com/showthread.php?t=1586084

The shape of the base does appear to be correct based on the rendering in that thread.

The website on the previous page led to a thread (in Chinese) ad one of its users said it is basically a demo version for the Sky City.

1mx1m concrete base for 410m? And no real foundations? I mean what the hell is this? This is some hoax. I know we have an earthquake prone area here in Ljubljana, but we had a 2m thick base slab in the third underground floor with 2m+ reinf. concrete columns for a 90m tower, which at base I am 90% sure occupies a larger floor area than this. I don't really know if Chinese are magicians or this will be another project that will litterally flip over at a certain point.

I'm not sure where they said this tower was being built with a 1m thick base. If you look at the timelapse videos of previous BSB buildings, you'll see that they built significant foundations for them.

Since this appears to only be a test module, maybe it doesn't need a crazy base.
