The building under construction next to Shanghai Tower is Oriental Financial Center. The "plot" next to Jinmao is reserved green belt and no skyscraper will be built there.

Oh no, that is true. Now whether people would favor paying less taxes over having less land is another matter entirely. Just saying that this project makes good sense for China, that's all.

It was in the Dutch newspaper NRC today, which is known as a quality newspaper. It seems the press is taking it seriously.

If this works, I wonder if they will build an even bigger one! It would be kind of funny if they built one higher than Kingdom Tower will be, so that KT will never be the tallest!
Even if they don't, this will still be the highest to roof.

I'm sorry if some feel offended by this remark, but this is such a generic, unimaginative design. It would have looked much better if it were in the 50-70 story range. For a building to boast the pompous title of "World's Tallest Skyscraper", I would expect it to be more interesting. And most certainly something more avant-garde than this throwback to the 1930s. Even Frank Lloyd Wright, with his mile-high, never-built "Illinois" tower (back in the mid-1950s) designed something that was much more akin to Burj Dubai than to the Empire State.

Neither am I convinced by the idea of trying to build it in record time. In fact, I'm reminded of the Titanic's maiden voyage. Instead of bragging "And we built it faster than anyone else!"--and then have a host of construction-related problems that are almost impossible to fix because the building's already been finished--it would be better to allow yourself enough time to tend to all the inevitable glitches that will show up during the construction process. Just because you CAN build something lickety-split doesn't mean that you SHOULD.

True - but then again who's to say that the construction process will be seamless? They could run into a few delays that may add weeks or a month or so to the timetable. It's common in regular "unefficient" construction. I'd still think if built that this should go fairly smoothly, though.

For the sake of aesthetics, one might compare this to any Sim City archological city. Houses people for function, not form or beauty. Don't like it? No problem, just wait 4-5 years and a beautiful KT or Dubai's newest proposal will be the true WTB .

Another concern is whether this building will be Aerodynamic enough.

You mean like Willis/Sears Tower and the former Twin Towers?
They were both WTB at some point in their history, and they are/were hardly interesting designs.
In fact, they are all very similar. All three/4 buildings use an all-steel structure with a tubular structural design.

EDIT:
I have just started making this building in Maya, and one thing I would like to know: where the hell are the lifts!
none of the plans are particularly clear about that.
