Sounds like a street made for pedestrian traffic, but will allow vehicles of some type to haul goods, furniture, etc up the ramp for the sake of simulating a city in the way it functions. It doesnt sound like they are going to allow "normal" traffic.

Electric cars/trams/shuttles would be awesome.

well kingdom tower comes with a whole lot of infrastructure and side projects. this one tries to combine nature. two different approaches of which this one indeed is quite new.

What's the purpose of the iPhone? Seriously?

But Apple decided to make it anyway and now nobody knows any better. Same goes for smartphones in general.

With buildings this magnitude, the question 'what's the purpose' usually is a rather moot one, as the main purpose generally isn't a rational one. It's usually a more generic 'we want to construct the tallest building on the planet' or 'we want to construct the tallest building on the planet in a record breaking time' or something along those lines.

You couldn't be further from the truth. There is actually a clear agenda behind this building and it is sustainability. That's why it is in such remote area. This is no ordinary skyscraper, it will host schools, parks, cinemas, even streets or boulevars. That's why it's building method is modular rather than the default concrete floor slabs alongside the core. Broad does want to create it in a record breaking time but that's what they are about in general so this building is not a surprise to me.
As for the iPhone, I think you are also wrong

Exactly, and this building is a specific proof of concept thereof. 'Sustainability' is just a label for the outside world. Otherwise, there would have been plenty of cities in China where a 'sustainable' building would have been far better off (say Beijing, Shanghai)

China wants to put many people into urban areas without destroying quality of life. One way to do that is build cheap, tall, fast and up. If this works, this modular design will be all over China in a year or two.

This will house 100,000 people.

With 600 million to migrate from tiny rural villages into urban centres, China would need 6,000 of these structures dotting the landscape.

Ok , I can understand this need of new infrastructures , news cities to not let people coming from the rural areas , you said that they build hight construction surrounded by nithing for the quality of life , and I find that hilarious ! Is it natural to build a 800+ building ? Is it nature friendly to raze forests for building awfull residential blocks ?
And the smog everywhere in Big and Mid Sized Cities doesn't hae impact in the quality of life that you're talking about I wonder ...
We don't improove the quality of life with building Megatalls in nowhere my friend !

If China wants Iconic Cities to attract amazed Tourist from all the world , they should build this tower in densely built up areas , like Pudong for exemple , a Building with that height will be pretty Iconic there , despite of it shitty design , it will give a better impression than built surrounded by snakes and insects !

I actually believe I read somewhere that this will house somewhere between 17 000-30 000 people . The 100 000 figure was for the old,much fatter design. China would need 20 000-35 000 of these to house its population. there was talk about a 2km version of this and that could probably house between 90 000-120 000 people.

2 Km of footprint ? or numerous 800+ constructed in 2 square Kilometers , in the two cases , it's just absurd ...
