That's the "Hafenamt" (former administrative building for the harbor, didn't find any exact dates but it must have been built somewhere between 1900 and 1905). From what I've read online it houses the offices of Häfen und Güterverkehr Köln AG, a logistics company that deals with water, road and rail transportation.

There's still some construction going on in that area, so my guess (hope) is that it's just some sort of temporary shack that'll be removed once they've completed everything. It's still there btw.

I just hope it's not near downtown.

Cologne already suffered a lot with the war.

It's not like they had to tear anything down for this project and the architecture is imho far better than what you see in many other parts of Cologne.

This whole project has really brought back a lot of life to an area that had been neglected for decades. This is what the "Siebengebirge" looked like before restoration btw:

Rheinauhafen in 1898. I think the 2 buildings on the right/center are definitely still standing. The Severin Bridge is probably between the 2 of them now.
