Well, they have to get permission from the national government and air authorities for anything over 600m, so I'm imagining it's becoming quite tough. Greenland is a large, Shanghai municipality government-owned developer, so they may be able to get an exception, but we'll see. Application of Chinese law has always been somewhat arbitrary, but is becoming more consistent, so yeah, we'll see.

How can this building be under 4 million sq ft?

I know the crazy buildings like BK and KT are only 3 million, but usually the boxy ones are much bigger. For example, even Willis Tower and the old
WTC buildings were at least 4 million each, and so are most of the boxier Chinese supertalls. What gives with this one?

It's a large building but it's still Y-shaped plan so the spans involved aren't huge like an all-office boxy building. Probably why. It still gets tons of SQft from the size and sheer amount of floors though.

pardon me for this off topic, but I am also stupified to see how tall and thin is this building
compare to roppongi hills mori tower is only 238m and 380,000meter square

It's not that Greenland Center is really thin. It's more that Japanese offices buildings tend to be massive behemoths. (See Tokiwabashi District Redevelopment Project) I think it has something to do with Japanese corporations preferring vast floorplates.

That and wider buildings perform better in Earthquake zones. But I have one question: Why does the government have issues with allowing this to rise over 600 meters, I mean Shanghai Tower is 632 meters tall! And, how did this even start construction if they didn't have permission to rise the full height? I'm really hoping this will rise to the 636 meters.
