The purpose is probably the same as a regular roundabout But it really doesn't work. I know many of those tight Dutch roundabouts where the inside is partially flattened to allow trucks to pass and many people just cut right across it to avoid excessive slowing down for no reason.

There are many of them in England but I have never seen one in Slovakia.

This one's ok because it is local and carries little traffic volume, I've seen few even in Italy... but the previous one is just silly.

The ones in America with a raised center use a curb around the inner edge of the travel lane so it's obvious that you shouldn't drive there, but it's wide and sloped so that it won't damage tires, also anything special in the center takes up relatively little of the available space because there is a wide cement area around it to protect it from tractor-trailers.

In Britain mini roundabouts have been a cheap solution from about the 90s onwards at busy-ish intersections which used to be dangerous give ways without traffic lights - I think in that context (though not ideal) they're a big improvement and work OK, but maybe that's because we are already the undisputed roundabout world champions so drivers are very used to them.

The main problem with that German example was that the circle was far too big and the space to drive round it too small

^ Those aftermarket stretch limo conversions are lethal. They are really badly converted often without anything more than structural improvements to cope with the extra length and weight. The turning circle on them is terrible as the steering rack is only meant to cope with a short vehicle. There seems to be a glut of them in my home town, it seems everyone is out for some easy money and it no longer seems in the least bit appealing. Once I saw one mount a pavement while turning a corner and nearly take several manically waving passengers' arms off on a lamppost.
