ready by 2019. It is expected to run as follows:

there are less post in the past year,this thread has became a little "desolate".

recently the news from China indicate that the 250KM/h PDL may be a mistake.the new PDLS are all 350KM/h,and some 250KM/H PDL are still U/C,but local governments are planning new parallel 350km/h PDL.
the data indicate that the cost these two kinds of PDL almost the same,less than 8%.they both need long tunnels,long viaducts and super bridges. so considering the HSR is a key infrastructure used for 100 years,high standard is better decision.
After test for more than a year,the new 350KM/H HST may put in use in this year.

There surely had to be reasons other than cost of 250km/h vs 350km/h?

If the difference is only 8% then yes they should go with 350km/h, absolutely.

Is there a scientific article or serious study that you can link?

When the line was inaugurated (in 2014) a 16-hour Urumqi-Beijing trip was announced for 2017.

They could be branded there the new double-deck bed trains for 350 km/h although the Baoji-Lanzhou line (also called Baolan High Speed Railway) is for 250 km/h. The duration between the two cities will be shortened to 2 hours or so.

Note that a train eastbound on Silk Road travels to meet Sun. A problem fitting it in a day.
There are obvious alternatives, though.
