Currently all cities (may be, except Luzhniki Stadium and Gazprom Arena is St. Petersburg) can be consider just as candidates. The final list must be defined in Russian Goverment and approved in FIFA. As I heard, even such large city as São Paulo (urban population - 11 mln. people, agglomeration - 21 mln.) was excluded by FIFA from the list of the cities for World Cup 2014.
Rather yes than no. As you can understand, for some Europeans it's important that Kaliningrad can be host matches due to well-known reasons. |
