Engineers study underpass at Naguilian


THE public works department has its hands full conducting feasibility studies on the possibility of constructing underpasses in Baguio.

In the pipeline is an underpass at the junction of Bokawkan and Naguilian Roads.

A flyover was earlier planned for the area but according to Representative Bernardo Vergara an underpass is more ideal.



An underpass is also being mulled from the Baguio Convention Center to Burnham and the Naguilian Road through Irisan. The former is envisioned to ease gridlock at the BGH-Marcos Highway area.

The flyover, which faced opposition during its construction, was meant to ease congestion at the area. However, the lawmaker said a bottleneck developed with the operation of the Maryheights campus of Saint Louis University.

The lawmaker said he is hopeful the DPWH will be able to accomplish feasibility studies by 2012.

Vergara said underpasses will be more convenient in the long run because they will preserve the city's skyline even as he admitted they will cost more to construct than overpasses.

The BGH flyover was first envisioned with an underpass. A consultant was then hired to conduct a feasibility study and said a tunnel is possible in the area.

The project never pushed through after opposition from various groups.

A group of Baguio-based civil engineers also recommended for the construction of an underpass at Upper Session Road rotunda to Father Carlu loop but the same was scrapped.

The late Planning and Development Officer Arturo Orig then told Sun.Star, the idea was also feasible but the same was not pursued because of the costs.

Vergara said construction of an underpass is expensive because of the diggings and installation of drainages.

The Melvin Jones football ground was also eyed for underground parking but the same remained only a proposition also because of the costs involved.(Rimaliza Opiña)

P10.2 million bankrolls flower festival

BAGUIO CITY — The government and private sectors in this mountain resort city have pooled together P10.2 million to bankroll the 16th edition of Panagbenga, popularly known as the Baguio flower festival, in order to usher in the influx of nearly two million tourists to boost the local economic and tourism growth and give life to one of the country’s premier festivals.

Out of the huge sum of money, P6.2 million will be shelled out by the Baguio Flower Festival Foundation, Inc. (BFFFI) through corporate and individual sponsors while P4 million was earmarked by the city government purposely to shoulder the prizes and subsidy for the winners of the various events.

The month-long festival which kicked off Tuesday and will end on March 6 will highlight the famous market encounter along the Burnham Park lake drive from February 1 to March 6 where world-class floral arrangements and landscaping will be showcased to the likes of flower lovers.

During Valentine’s Day, park goers and promenaders will be given a triple treat with the famous fluvial parade where flower-decorated boats will parade on the lake which will be followed by entertainment from well-known national and local artists at night coupled with the city’s cool and romantic weather landing in their faces as the city’s prevailing temperature is expected to continuously drop.

Organizers of the city’s crowd drawing event have introduced innovations to this year’s grand street dancing parade in the morning of February 26 where thousands of participants from the elementary, secondary, college, and open categories will be dancing to only one tune, which is a remix of the Panagbenga song and Cordillera music, with steps following various dances performed in the different parts of the region as they wear cordillera-inspired costumes.

While no known contingent will be performing in the various activities of the festival, this year’s grand float parade, marching bands competition and drum and lyre contest will showcase floats that are decorated with fresh flowers to add more color to the growth of the festival through the years.

To ensure the maximum participation of street dancers from the elementary and secondary levels, subsidies for their participation were significantly increased while participants to the fluvial parade will also get an increase in their assistance with the increased funding from the city government.

For the past several years, the local government had been shelling out only P2 as financial assistance for the staging of the flower festival but due to the snowballing clamor for more attractive prizes and increased subsidy, local officials decided to provide bigger funding to compliment the growing number of participants to the said events.

Anthony de Leon, chairman of the Panagbenga executive committee, said foreign and domestic tourists will have all the reasons to visit the country’s undisputed Summer Capital during the major flower festival activities to witness the new trends in the conduct of the events which were designed to be pleasing to the eyes of everyone.

Panagbenga shootfest for a cause set Feb.18 - 20

Hosted by the Metro Baguio Practical Shooting Association (MBPSA), this is a level II competition and sanctioned by the Philippine Practical Shooting Association (PPSA) with seven stages and 153 rounds minimum.

The sports event is spearheaded by the Baguio Media Shooters Association Incorporated (BMSAI), a duly registered organization with Securities and Exchange Commission (SEC).

Artemio Dumlao Jr, a writer of the Philippine Star, is the founding president of the newly formed BMSAI and its members come from the different media outfits in the city.

“This worthwhile endeavor is for a cause where part of the proceeds of the competition will be earmarked for a feeding and toy donation program to some 50 orphans at the Silungan Center of the Department of Social Welfare and Development (DSWD)”, Dumlao said.

The Baguio Flower Festival Foundation Incorporated (BFFFI) through its executive committee chair, Anthony de Leon, endorsed the shootfest and is included in the calendar of activities of Panagbenga 2011.

Ibaloi tribe irked by planned park carnival

THE Ibaloi community of Baguio is up in arms against an amusement company's proposal to install carnival rides at the Ibaloi heritage garden, commonly known as the Ibaloi Park.

The community released a statement warning that they would "act accordingly" if the carnival is permitted.

The City Council referred the proposal submitted by Global Dimensions to the Baguio Flower Festival Foundation Inc. (BFFFI) because of a planned tie-up with the group as part of the activities for the Panagbenga (flower festival).



"If the BFFFI and the City Council will allow the setup of a carnival at the Ibaloi Heritage Garden, the Ivadoy nation will take it as an insult and will respond accordingly," said Basilio Binay-an, an Ibaloi leader.

He said that February 23 is Ibaloi Day and the Ibaloi community will be celebrating the event at the park.

Included in Global Dimension's request is for the City Government to waive amusement taxes.

Representatives who appeared at the Council said they will not be operating a "perya".

The Ibaloi community, meanwhile, can now smile after the BFFFI assured them the carnival will not be approved.

BFFFI executive committee chairperson Anthony de Leon said tourists flock to Baguio to witness the Panagbenga, not some form of amusement.

"Our goal is to highlight highland culture and not some fancy rides. Let Burnham Park be," de Leon said in a recent news briefing. (Rimaliza Opiña/with Isagani Liporada)

Police implement gun-less Flower Fest


BAGUIO police are tightening their security measures to prevent violence during the month-long celebration of the Panagbenga Festival.

Baguio City Police Office (BCPO) Director David Lacdan recently ordered the suspension of all Permits to Carry Firearms Outside of Residence (PTCFOR) to ensure the peaceful and orderly celebration of the yearly festivities that attract thousands of tourists to the city.


The order takes effect for 34 days, from February 1 to March 6, the entire duration of the annual spectacle of flowers in the Summer Capital.

Only members of the Philippine National Police, Armed Forces of the Philippines (AFP) and other law enforcement agencies who are performing official duties are allowed to carry guns in the city.

Law enforcement agencies exempted from the ban must also be in their prescribed uniforms before being allowed to carry firearms.

"This is part of the security measures that will be carried out to ensure that the festivities will be free from any firearm-related incidents and maintain the safety of the general populace," Lacdan said.

BCPO, in a statement, said existing City Council Resolution 242 entitled "Urging the Philippine National Police to Declare the City of Baguio as Gun-free Zone" supports this cause by the local police.

The BCPO will conduct several checkpoints in strategic places in the city. The office will also deploy mobile and foot patrol as well as carry out Oplan Sita and Oplan Bakal police security operations in close coordination with the AFP, other law enforcement agencies, government agencies and local government units and other participating non-government units who are partners in the campaign prevent crime.

Violators of the order will be apprehended and charged with illegal possession of firearms. (JM Agreda)

beautiful baguio cathedral.if you visit the church drop by nearby He-Brews Cafe (same area as the flower/ plants section, next to the parish office), a coffee shop cum Catholic book store.

serves good pasta and rice meals. had rosemary chicken pasta and cold lemon grass tea last sunday. guests can enjoy reading books and magazines as they relish their drinks and meals. very affordable rates. CDs of religious music also available.

many tourists were in baguio last weekend. the grotto on mirador hill had long lines of pilgrims. on friday afternoon it was difficult to get a ride because of the Chinese New Year parade marching down sessiod road.

it was a really cold weekend. good thing, a friend advised me to bring a jacket, beany, thick clothes, lip balm. these surely saved me from the biting cold.
