Oldest RP school inks pact with top Russian academy

MANILA, Philippines — The Philippines’ oldest school, the University of San Carlos (USC) in Cebu City, signed a Memorandum of Understanding (MOU) with Moscow-based Academy of Labor and Social Relations (ALSR).

The Department of Foreign Affairs said ALSR Rector Dr. Alexei Shulus and Fr. Felino Javines, Jr., vice president for academic affairs of USC, signed the pact at the USC campus last May 4.

"The MOU commits the USC and ALSR to engage in joint scientific research and training projects, conduct symposiums, workshops and seminars, to exchange research materials and literature on socio-economic issues as well as officials and personnel, including socio-cultural relations specialists and Russian- and English-language study missions," the DFA said on its website (www.dfa.gov.ph).

Witnessing the signing of the MOU were Fr. Louie Punzalan, USC’s Presidential Assistant for External Affairs; Dr. Ramon del Fierro, Dean of the College of Arts and Sciences of USC; and Armi Lopez-Garcia, Honorary Consul of Russia to Cebu.

The MOU outlines cooperation in the promotion and implementation of research on socio-economic Issues and labor-management relations education.

"It is the first step in what is envisaged to develop into a broader agreement encompassing various areas of undergraduate- and graduate-level instruction and research," the DFA said.

The agreement between the two universities was facilitated by the Philippine Embassy in Moscow and Honorary Consul Lopez-Garcia, who anchored the negotiation of the agreement on the Cebu side.

USC joins 32 other universities and higher schools located in the Commonwealth of Independent States such as Austria, China, Bulgaria, Germany, Greece, Mongolia, Poland, Serbia, Vietnam, and the United States in signing an MOU with ALSR.

USC is also the first university in the Visayas to sign a cooperation agreement with a Russian institution of higher learning.

Philippine Ambassador to Moscow Victor Garcia III said he has high hopes that the agreement will benefit Filipino and Russian teachers, researchers and students due to the dynamism and pragmatism of the two universities’ officials who are now focusing on the concrete implementation of the MOU.

Honorary Consul Garcia says she expects the agreement, which was first broached during the official visit of Cebu Governor Gwendolyn Garcia in September 2008, to lead to the establishment of the first Russian-language center in the Philippines that will be based in the USC campus.

Philippine team 3rd in US math tilt

Filipino high school students bagged third place in the International Regions Mathematics League (IRML) contest held in Las Vegas, Nevada recently.

A fourth year high school student from Zamboanga was also awarded a gold medal for being the top scorer from the Philippine team in the contest, which was held at the University of Nevada in Las Vegas (UNLV).

Two students from Laguna were also part of the 14-member Philippine team, which also included students from Metro Manila, Dumaguete, Zamboanga, Iloilo and Bacolod City.

Dr. Simon Chua, president of the Mathematics Trainers Guild-Philippines, said the Philippine team’s score was better than in last year’s performance.

“We are happy with their performance this year. The IRML is a warm-up for Filipino students who are slated to compete in different international math contests this year,” he said.

Chua identified the Filipino gold medalist as Zheng Rong Wu, a student of Zamboanga Chong Hua High School, a Chinese school in Zamboanga City.

The Philippine delegation to the Las Vegas contest was headed by team leaders Rechilda Villame and Misael Jose Fisico, and Dr. Ofelia Sison, deputy team leader.

Chua said that besides Zheng, the other members of the Philippine team were Jomar Anthony Sastrillo of Siliman University, Matthew Chris Chan of St. Stephens High School, Ralph Joshua Sarrosa of Angelicum School de Iloilo, Ricci Ryan Rojo of Zamboanga Chong Hua High School, Hanz Vladimir Cabanes of Zamboanga Chong Hua High School, Maria Moper Dionaleigh Nunez of Philippine Science High School Main, Charles Kyle Mupas of Colegio San Agustin in Laguna, Dennis Ong Betito Jr. of Philippine Science High School Main, Noelle Paola Santos of Philippine Science High School Main, Geomarie Concepcion of Philippine Science High School Main, Misaki Ueki of Canossa Academy in Laguna, John Ostin Ong of Trinity High School in Bacolod City, and Ralph Henry Kimoden of Quezon City Science High School.

MTG trains and sends Filipino students to different international math competitions including the IRML.

Chua said the IRML is part of the American Regions Mathematics League (ARML) contest which is for American teams. The IRML is for international teams that compete in the contest.

The IRML has two categories: The on-site contest where international teams like the Philippines take the test in the United States and the correspondence contest where international teams take the contest in their home countries.

Chua said the contest has four parts: the Team Round competition, Power Question, Individual Round and the Relay Round.

The Philippine delegation arrived in the country over the weekend.

5 West Visayas State University students join 'Bagong Doktor'

MANILA, Philippines - Five medical students of the West Visayas State University (WVSU) have been included in the “Bagong Doktor Para sa Bayan” program of the First Gentleman Foundation Inc. (FGFI).

They are Ma. Rowena Alcido of Iloilo, Christine Rio Bistis of Negros Occidental, Norie Grace Omamalin of Zamboanga Sibugay, Lotgarda Tayao of Baguio City, and Ana Lor-sha Villaber of Bohol.

They join 33 other new scholars of “Bagong Doktor” who were introduced to First Gentleman Mike Arroyo and the media in a simple luncheon in Malacañang.

They bring to 100 the total number of scholars of the “Bagong Doktor” program. Arroyo said the foundation will sponsor 50 more scholars.

Among the other new scholars are Jelvie Cabanes of Bulacan, Abigail Cuevas of Laguna, Edward Mark Estrella of Zambales, Mark Anthony Gomez of Naga City, Juan Paolo Granada of La Union, and Melrose Loazada of Camarines Sur.

Like their predecessors, the 38 new scholars will receive, among others, free tuition, fully loaded medical bags, free uniforms, monthly allowances for books and board and lodging, and board exam fee.

They do not have to pay back the FGFI after they finish their studies. The only requirement for them is to serve the poor in rural and depressed areas for at least two years.

The “Bagong Doktor” program is being run by the FGFI to help address the critical lack of doctors in the provinces. Funds for the program come from private donations to the foundation.
