Sorry for reviving this thread but I have to say: This thing looks quite cool for Puerto Rico.

Also, no worries about over-crowding or congestion since only a few people seem to use it (based on the pics I'm seeing)

By the way:
How safe is it? Is it secure enough? (i.e. no violent criminal activity, etc.)

Some of the problems with the San Juan Tren Urbano:

The headways are too long (15 minutes, and I guess 8 minutes during peak hours).
The line ends just short of the San Juan city centre.
The line operates far below its potential (40,000 passengers per hour per direction compared to the actual 3,000 passengers per hour per direction during peak hours).

There was supposed to be a Phase 1a of the Tren Urbano line with two underground stations to the northwest of the Sagrado Corazon station. It was said that in 2012, the government stated that they had no plans to expand the Tren Urbano in the future, and that they were moving to other alternatives to help alleviate traffic, such as Bus Rapid Transit.

It should also be noted that the Tren Urbano does not currently have service to Old San Juan, Santurce, the Luis Muñoz Marín International Airport (and many other parts of Guaynabo, Bayamón, and San Juan), and the Tren Urbano doesn't serve important suburbs like Cataño, Toa Baja, Toa Alta, Carolina, Trujillo Alto, Canóvanas and others. And the public bus transportation system of San Juan is considered unreliable by most people, and does not have a regular schedule.

The bill passed, President Obama signed it into law. Public transport will go on as usual.
