Authorities give Cathay Shanghai connections a lift
Surprise boost to air traffic flow shows what officials can achieve with determination, says airline chief

The number of on-time Cathay Pacific flights between Hong Kong and Shanghai has risen more than sixfold in the past seven months after mainland authorities introduced a new air traffic control policy, the airline's chief executive said yesterday.

At a lunch to lobby support for Hong Kong International Airport building a third runway, John Slosar said the improvement illustrated how efficient mainland officials could be when they put their minds to resolving important issues - such as freeing up the mainland's congested airspace.

"One day in November, I was looking at the on-time performance rate for China, and it suddenly went way up, to 65 per cent. A few months earlier it would have been 10 per cent," he said.

"China is interesting in that way: they don't tell us about things [beforehand] - they just happen."

Shanghai is notorious for flight delays, with passengers regularly waiting more than an hour before take-off. To improve the situation the Civil Aviation Administration of China in November shortened the horizontal separation between aircraft from a minimum of 32 kilometres to 16 kilometres, in effect doubling the number of flights an air corridor could handle each hour.

Overall flight punctuality in the mainland has declined constantly from about 80 per cent in 2007 to 75 per cent last year, but officials said it would return to 80 per cent in the next five years. The administration is also studying the option of adding an airspace corridor next to the current one serving civilian flights.

The opening of airspace is crucial if Hong Kong builds a third runway (it would be ready by 2023).

A major proponent of the project, Slosar believes the high cost of the investment would be justified, pointing to the airport's economic role.

"It is impossible to imagine the Hong Kong economy being what it is today without the development of the airport," Slosar said. Cathay would contribute to the project's cost by paying landing and aircraft parking charges.

If the third runway project failed to go ahead, Slosar said Cathay may be forced to invest elsewhere as it would no longer be able to expand in Hong Kong.

While the runway may bring a financial return of 5 per cent to the government, it is expected the airline could earn at least three times as much in profit. Slosar said the 5 per cent return for the government did not take into account the jobs and economic benefits the project would create.

On the environmental front, the airline chief said he believed that Hong Kong's air quality has not yet reached such a breaking point that the government should sacrifice all economic growth and the city's connectivity with the world.

Take off for direct flight to Pyongyang

A DIRECT flight between Shanghai and Pyongyang is scheduled to start today.

The service is expected to attract local tourists previously put off by long transit times on the journey to North Korea's capital.

Air Koryo, a North Korea-based airline, will offer two flights a week - on Tuesdays and Fridays - in a Tu-204 aircraft.

Initially, the flight will operate until the end of October but may become a long-term fixture if the market responds well, local travel agencies said yesterday.

The first batch of 138 tourists taking the direct flight will stay in North Korea until next Tuesday, said the Jinjiang International Travel Service Co Ltd.

Agencies said inconvenient transport links have meant demand for trips to North Korea has been slack since the country opened to Chinese package tours in 2009.

"As far as I am concerned, we are a leading company doing trips to North Korea, but we receive no more than 200 tourists a year," said Xie Jianxiao, a marketing manager with Jinjiang.

Previously, tourists had to transfer in Beijing or Shenyang City in northeast China's Liaoning Province.

"Most people who want to go to North Korea are middle-aged people or seniors," said Xie.

"In the past, many people were put off as they feared they'd be exhausted by the time they got there," he said.

"But now it will take them only three hours from Shanghai to Pyongyang," said Xie.

The direct flight, however, won't mean a drop in the price of the whole tour package. That will still cost around 6,000 yuan (US$928).

Agencies explained that as the charter flight will not - at least for now - be a long-term business, its operational costs are high.

While welcoming the direct flight, many tourists hope that package prices can eventually be reduced.

"It is even more expensive than going to South Korea," said 50-year-old Ruan Weiying.

"I'd like to visit North Korea but I don't know whether the tour is worth the price."

Agencies said Mount Kumgang and the Mount Myohyang are the two favorite destinations in North Korea for Chinese tourists.

Cell phones cannot be brought into North Korea, but cameras and video cameras are permitted.

I was surprised to see last year how awesome Hongqiao airport was. Just as beautiful and up to date as Pudong.

NEW Zealand plans to introduce daily direct flights to Shanghai and Beijing before the end of this year, New Zealand tourism authority said in Shanghai today.

The daily direct flights by China Southern Airlines are expected to attract more Chinese travelers to New Zealand.

"China is our fourth biggest tourist-generating country, next only to Australia, UK and the US," said Kevin Bowler, chief executive of Tourism New Zealand. "And in 18 months, the country is expected to surpass the US to become our third biggest tourist-generating country."

He said New Zealand will also improve its visa processing efficiency for Chinese tourists. It has already opened an immigration office in Shanghai to issue visas to tourists.

"We hope that individual Chinese travelers can get their visas within 10 days," said Jonathan Coleman, New Zealand Immigration Minister and Associate Tourism Minister. "And tourists can hand in their application materials in Chinese."

Last year more than 130,000 Chinese tourists went to New Zealand, up about 25 percent over 2009, according to Tourism New Zealand.

Storm drenches Shanghai

HUNDREDS of flights were delayed and residential complexes were flooded as a thunderstorm doused Shanghai yesterday afternoon.

The storm dumped more than 100 millimeters of rain in Pudong and Chongming County, forcing the closure of one lane on the Changjiang Tunnel-Bridge for nearly two hours, the Shanghai Flood Control Headquarters said.

Meanwhile, more than 200 flights at Pudong International Airport were delayed while another six incoming flights with a combined 1,400 passengers were diverted to Hongqiao airport, frontier inspection officers said.

Hail stones were reported at Caolu Township in Pudong around 3pm, the flood control headquarters said.

Meteorologists said the heat will return as it will be 35 degrees Celsius tomorrow.

I flew through Pudong 2 days ago and saw alot of construction. Are they building a new runway or terminal?

Downpour delays 69 flights

A thunderstorm postponed the departures of 69 flights from Shanghai during today's morning rush hour.

The delayed flights included four flights to Seoul and Hong Kong from the Pudong International Airport. However, no flight was cancelled due to the weather.

Sections of the Middle Ring Road and other main roads in the city were jammed in the heavy rain. Road congestion continued until around 10:30, according to local traffic authorities.

Some inter-city buses to the neighboring Jiangsu Province were also delayed for up to 30 minutes due to the morning downpour at the Hongqiao Transportation Hub.

The Shanghai Meteorological Bureau issued a yellow thunderstorm alert this morning, warning people of torrential rains in downtown and northern Shanghai.

The shower started around 6am in downtown districts and suburban Jiading and Baoshan districts. Precipitation in Jiading reached 62 millimeters, the bureau said. But no big flooding was reported.

The weathermen said the thundershower weather would end this weekend. "The city is now at the edge of a subtropical high and feels warm and humid. A weak cold front is moving southward, causing the turbulent weather," said Man Liping, a chief forecaster.

Tomorrow should be cloudy with scattered thunderstorms in the city. The mercury is likely to reach 34 degrees Celsius.

The sky is expected to clear up on Friday and the high will be around 36 degrees.
