Japan's Sharp vows to stay the course in Thailand

Sharp, the Japan-based maker of electrical and electronic products, is shrugging off its hardship during the recent floods and insists it will continue its investment in Thailand in its next fiscal year starting April 1.

Tatsuya Miyagi, managing director of the local distributor Sharp Thai, said the new investment will be made through Sharp Manufacturing Co, whose Nakhon Pathom factory produces TV sets and multifunction copiers.

"We still have trust and confidence in Thailand, so we have no plans to move away from the country. Our business here has been established for a long time," he said.

Mr Miyagi declined to disclose the new fiscal budget, saying it will be handled by Sharp Manufacturing.

The plant in Nakhon Pathom was closed for three months after being surrounded by the floodwaters and resumed production this month.

Mr Miyagi said production of two-door refrigerators had been affected due to suppliers not being able to deliver components to the company's factory in Chachoengsao's Bang Pakong district.

Sharp Thai has revised down its sales growth target from 20% to 15% or 5 billion baht for its fiscal year ending next Mar 31.

Of total sales, 70-80% come from consumer appliances such as air-conditioners, refrigerators and washing machines, 10-15% from office equipment and the rest from solar-power applications.

Sharp Thai recently introduced new products such as integrated touch-panel LCD monitors and interactive whiteboards.

The new products, available through the unit's direct-sales team and six appointed dealers, will target Japanese firms.

Mr Miyagi said Sharp sees a huge opportunity for interactive whiteboards, which are large interactive displays that connect to a computer and projector and overlaying touch screens.

He said these can prove useful to a wide variety of businesses _ production, graphic design and health care as well as schools.

Sharp's 70-inch interactive whiteboard is priced at 300,000 baht.

The company expects to sell 1,000 of this new product, video walls and other information displays in the next fiscal year.

Shipbuilding seeks revival

Thailand's shipbuilding industry is set to double in value from the current 10 billion baht once a plan to import 100 ships is put in place next year, says Wirat Chanasit, chairman of the Federation of Thai Industries (FTI) shipbuilding and repairing club.

"In the past, owners would import cheap ships that were 25-30 years old; but now, there needs to be more importance given to safety and environmental issues," said Mr Wirat, also managing director of Italthai Marine Ltd.

The International Maritime Organisation (IMO) has regulations that oil tankers must be fitted with double hulls to ensure safety in case of oil spills.

Thailand has 190 oil tankers, 70% of which are more than 25 years old.

The government has assigned the Finance Ministry to take responsibility for the issue, with the Export-Import Bank of Thailand to provide loans for the import of 100 vessels worth 300 million baht within five years. Japan has also pledged to provide free ship designs.

Domestic sales in shipbuilding are about 4 billion baht a year, while repairs are worth 2 billion baht. Exports total 2.8 billion baht per year. "Thailand's shipbuilding industry has been stagnant, and if the project is not put forth it will not grow any further," Mr Wirat said, adding shipowners see the investment as too high.

He said the government should support domestic shipbuilding to provide opportunities for new operators to enter the market. Malaysia, for one, has a law ensuring that a portion of its ships purchased are built domestically.

"We still have problems with support industries, as we need to import 100% of our shipbuilding tools, resulting in high costs, when in fact Thailand has the capability to produce all the tools domestically," Mr Wirat said.

FTI yesterday announced the formation of the shipbuilding and repairing club, the 41st club under the federation, representing 20 members building ships of 10,000 tonnes or lighter.

FTI vice-chairman Chen Namchaisiri said Thailand must prepare its logistics to enter the Asean Economic Community in 2015. "In the past we have focused only on road transportation, when in fact Thailand has a coastline of 3,000 kilometres that is connected to other Asean countries," Mr Chen said.

Infrastructure funds offer new investment option

Investors should be aware of an exciting new investment opportunity in Thai capital markets. For the first time, the Securities and Exchange Commission has issued regulations on the establishment of infrastructure funds, a type of mutual fund that invests primarily in infrastructure assets such as roads, railways, bridges, electricity, water, industrial estates, or building construction. This means the general public can now invest in major infrastructure projects, either already completed or under construction, with varying levels of risk and return.

For investors, this represents an investment opportunity with steady returns, a relatively conservative amount of risk, and generous tax benefits. Institutional investors and the public can now pool capital to invest in infrastructure without assuming the substantial risk that privatisation entails. Additionally, a package of tax incentives was recently approved by the cabinet. Among other allowances, this package exempts individual investors from income tax on the fund's dividends for 10 years. It also provides an exemption from value-added taxes, the special business tax and the stamp duty incurred by any person transferring infrastructure assets to the Fund or the Fund itself, when returning such assets to the original owner or government entities.

For the Thai government, infrastructure funds represent an opportunity to reduce the heavy burden major infrastructure projects can have on government finances and supplement privatisation as a financing alternative. While successful in many other countries, privatisation of state enterprises in Thailand has had mixed results for various reasons.

Infrastructure funds are expected to attract investment from both institutional and private investors, opening access to new sources of funding for major projects. Over the long term, this should help relieve government debt and accelerate the construction of needed infrastructure projects.

For both infrastructure project developers and some investors, infrastructure funds are a financing alternative worth exploring. Any interested project developer should consult a financial and legal advisor to analyse possible fund structures in order to maximise benefit from such an investment.

Flood prevention plan awaits cabinet approval

B120m for short-term rehab scheme

The implementation of a short-term flood and drought prevention plan will proceed soon after the cabinet endorses it, says Arkhom Termpittayapaisith, secretary-general to the National Economic and Social Development Board.

The plan calls for one year of improving sluice gates, installing water pumps and dredging canals. The government planned a budget of 120 million baht for rehabilitation projects and investment in the short-term plan.

The Strategic Committee for Water Resources Management, chaired by Prime Minister Yingluck Shinawatra, is scheduled to consider the plan along with the 10-year long-term plan on Monday. After this process, the plan requires cabinet approval.

The long-term plan includes the construction of new reservoirs, floodways and a third outer ring road in addition to growing more forests in northern areas.

Mr Arkhom said investment in some long-term projects can be implemented next year and the government will issue an executive decree to borrow money for long-term investments.

Virabongsa Ramangura, chairman of the Strategic Committee for Reconstruction and Future Development, is scheduled to consider in the near future the establishment of a 50-billion-baht insurance fund to assist entrepreneurs as proposed by the Office of the Insurance Commission.

The committee to rehabilitate social and economic issues chaired by Deputy Prime Minister Yongyuth Wichaidit will consider next week the allocation of 21.99 billion baht to refit the industry and agriculture sectors.

In another development, Mr Arkhom said the NESDB adjusted the country's gross domestic product (GDP) using 2002 as the base year instead of 1988. Another 1,000 goods were added to the previous 6,000 items.

This should afford a more accurate GDP, conforming to the policy of the International Monetary Fund. Thailand is one of the first Asian countries to use chain volume measures to gauge GDP.

With the new base year, the GDP between 1990-2010 increased an average of 259 billion baht a year. The GDP per capita in 2010 was 160,556 baht, up 10,439 baht from 150,117 baht.

Mr Arkhom said Thailand can now be classified a middle upper-income country and will shortly become a developed country.

Somchai Jitsuchon, research director of the Thailand Development Research Institute, expressed concerns about the government's capability to lead the country to achieve developed nation status.

Yingluck sets lifecycle plan for everyone

New scheme will list what people should achieve at what stage in life

The government is drawing up a lifecycle plan for people so they can identify what they need to accomplish at each stage in their life.

This is in response to Prime Minister Yingluck Shinawatra's policy to help direct the new generation toward a brighter future.

"With the lifecycle plan, everybody will know what they need to do in all aspects of their life, be it in terms of education or health," Chaiyapreuk Sereerak, secretary-general of the Vocational Education Commission, said yesterday.

Education Ministry permanent secretary Sasitara Pichaichannarong said the lifecycle plan would list the age at which people should get vaccinations and the stage at which they need to report for military conscription.

"On education, the lifecycle plan will specify the skills that children should have at a particular age and at which age they should complete their primary education," she pointed out.

She explained that relevant ministries, including the Public Health Ministry, would come up with a list of must-do things for people and put them together for a proper lifecycle plan.

Anek Permvongseni, secretary-general for the Office of Educational Council, said Yingluck had issued many important education policies for relevant authorities to take action on.

"The most pressing one is related to preparations for the Asean Economic Community [AEC], which will be implemented in 2015," he said.

Sasitara said Yingluck had instructed the Education Ministry to analyse results of various studies related to educational management.

"The focus will be on improving the curriculum as well as making the teaching and learning process better," Sasitara said, adding that the premier wanted to ensure that the educational sector responded well to the needs of the labour market.

Sasitara said the Education Ministry would work closely with the private sector for the purpose of moving the country's educational services in the same direction.

"We will also have to tackle the problem of dropouts," she said.

According to Anek, about 2 million children aged between five and 21 are not in school or university as of now.

"This number is equivalent to one eighth of children in this age group," Anek said.

Sasitara said Yingluck expects the Education Ministry to respond to her policies within a month.

Govt inks 70-billion-yuan swap deal with Beijing

Chinese VP Xi on three-day visit; hails relations with Bangkok amid US moves in the region

Thailand has signed a 70-billion-yuan swap agreement with China to strengthen trade and investment between the two nations, the highlight of a three-day official visit by Chinese Vice President Xi Jinping seen as highly significant domestically and diplomatically.

Attending the signing with Prime Minister Yingluck Shinawatra yesterday, Xi hailed Thailand's importance for regional peace and development. The swap agreement for 70 billion yuan, or about Bt320 billion, was signed by Bank of Thailand Governor Prasarn Trairatvorakul and Hu Xiaolian, deputy governor of the People's Bank of China.

Apart from its economic importance, the mega-deal puts an international spotlight on Thailand as a strategically important country as far as Sino-US political and economic competition is concerned.

Xi, the man expected to take over as China's top leader next year, arrived in Thailand yesterday on a three-day official visit to the Kingdom as the guest of the Thai government. Thai sources said Yingluck was paying personal attention to the details of his welcome, underlying the importance Thailand attaches to this visit.

The three-year currency-swap agreement was initially announced on Sunday. Thai exporters welcomed the agreement, saying it would help reduce costs and boost trade opportunities between Thailand and China amid slower economic growth in the United States and the European Union.

The measure will also help reduce the US dollar's influence on the global monetary market and increase the weight of other foreign currencies, since the US economy remains fragile.

More Thai exporters will trade under the yuan regime in the future, as now more than 90 per cent of the country's exports are transacted in US dollars, and that is costly for those who export to China and other Asian markets.

Experts see this as an attempt by Beijing to improve ties with its neighbours after Washington's unveiling last month of a strategic shift towards Asia, according to The Wall Street Journal.

The Chinese government has also announced that it will send 100 tablet computers for Thai students to use in a free trial. It will also grant a special loan of US$400 million (Bt12.5 billion) to the Thai government.

Xi was greeted by Yingluck at Government House and held bilateral talks there, followed by a dinner hosted by the Thai prime minister, according to MCOT online.

The discussion covered a wide range of topics including Sino-Thai cooperation, regional and international cooperation, and other issues of mutual interest to both parties.

Having already been congratulated by Washington for her election triumph, Yingluck received sweet words from Beijing. "It has been proved that the development of China-Thailand ties has brought pragmatic benefits to the two peoples and made important contributions to the regional peace and development," the Chinese vice president said.

"My visit is aimed at consolidating bilateral good-neighbourliness, enhancing strategic mutual trust and advancing pragmatic cooperation," he said.

The two leaders witnessed the signing of memoranda of understanding on the development of a high-speed rail link between Bangkok and Chiang Mai, a railway system connecting Asean member countries, and a complete water-management system, including cooperation on flood- and drought-prevention measures.

The vice president is the most senior representative of the Chinese government to visit Thailand since the formation of Yingluck's government. Xi is expected to visit rehabilitation centres and shelters in the aftermath of the recent flooding and will visit the Confucius Institute at Chulalongkorn University.

In a written statement delivered at the airport, Xi said China and Thailand were good neighbours, partners, friends and relatives who enjoyed a longstanding friendship, China Daily online reported.

Since the forging of diplomatic ties between China and Thailand 36 years ago, Sino-Thai relations have continued to develop in a healthy and stable manner under the aegis of the two countries' top leaders and through the concerted efforts of the two peoples, Xi said.

The two sides have gradually expanded cooperation in such areas as politics, economy and culture, and maintained close coordination in regional and international issues, he said.

During his visit, Xi will also meet with Her Royal Highness Princess Maha Chakri Sirindhorn and the heads of the Privy Council and the National Assembly of Thailand.

Xi had just completed an official visit to Vietnam before coming to Thailand, the last stop on his Asian tour.

Burma ready to sign petroleum concession : Surapong

New Delhi - Good relations with Burma and recognition of mutual benefits have yielded fast results as Naypyidaw has agreed to sign the petroleum concession with PTTEP shortly after New Year, Foreign Minister Surapong Tovichakchaikul said on Tuesday.

He denied that former prime minister Thaksin Shinawatra had been in any way involved.

Surapong and energy minister Pichai Naripthaphan discussed the matter with Burma's energy minister Than Htay in Naypyidaw when they accompanied Prime Minister Yingluck Shinawatra to the 4th summit of Greater Mekong Sub-region last week.

The Burmese energy authority informed Thailand by phone over the weekend that it was ready and that the PTT Exploration and Production Co should go to sign the concession contract on natural gas in block M3 by January 5-6, Surapong said.

Surapong said he did not know the details of the concession contract that the Thai company would sign. Energy minister Pichai would witness the signing ceremony.

Block M3, is located in the Gulf of Martaban south of Rangoon, contains good quality natural gas, the by-product of which could be used in the petrochemical industry, he said.

Opposition Democrat Party alleged that former Prime Minister Thaksin, who was in Burma shortly before Yingluck's visit, helped in paving the way for the signing of concession contract. Thaksin has a personal interest in the gas deal, the party said.

Surapong said Thaksin has nothing to do with the negotiations and that it was his government who had been able to convince the Burmese counterpart to reach agreement.

Thailand could help Burma to develop its petrochemical industry by using by-products of the natural gas from block M3, he said. The government would invite representatives from Burma to study the petrochemical industry in Thailand, he said.

In fact, the PTTEP has been dealing with Burma on the gas concession for a long time but no progress had been made during the previous government's term due to cold relations between the two countries, Surapong said.

"Former Prime Minister Thaksin has no stake in the deal. If the Democrats can prove he has any interests in the concession, I would ask him to hand over the stakes to them," Surapong said. "Otherwise, they should stop such allegations, which hurt the national interest."

Thailand shows progress on AEC preparation

Thailand has shown progress over the preparation towards the Asean Economic Community, accomplishing 79.56 per cent of the AEC Blueprint.

In the second evaluation round (2010-October 2011), Asean as a whole achieved 68.6 per cent of the preparation guidelines.

"Guidelines missed out in this round mostly involved the customs procedure, service trade, product standard, transportation and consumer protection," said Srirat Rastapana, director-general of the Dpartment of Trade Negotiations.

In the first round (2008-2009), Thailand achieved 93.64 per cent against Asean’s average 83.8 per cent.

Banks ready to fund expected boom in Burma

Thai banks are optimistic on the growing investment opportunities in Burma and are ready to support Thai firms planning to expand their businesses there.

Apisak Tantivorawong, president of Krung Thai Bank (KTB), said recently that Burma was one of the markets in Asean showing high potential for rapid growth, and that all areas of business, including banking, were eyeing greater involvement in the country.

Many Thai firms have invested in Burma, including construction giant Italian-Thai Development (ITD), which has been granted a 75-year concession on 160,000 rai (25,600 hectares) in Dawei by the Burmese government.

Apisak said the Dawei project was regarded as the largest in Burma in terms of investment value. Many parties plan to join with ITD on projects in the port town, including KTB, which is in talks with investors to provide financing.

"We believe all parties want to cash in on the Dawei project. But its large size means all parties can join together to win on this project," he said.

Foreign investors are also interested in Burma. This will also benefit Thailand, because of its proximity to the country.

When the Asean Economic Community is implemented in 2015, Thai companies will have an advantage if they want to set up plants in Burma to send products back to Thailand because of the Kingdom's position as a logistics centre.

Kannikar Chalitaporn, president of Siam Commercial Bank (SCB), said Burma offered many opportunities for investors, but cautioned that investors should expect to look for long-term opportunities.

SCB is waiting for approval from the Bank of Thailand to set up a representative office in Burma.

Burma's central bank will not allow foreign banks to set up branches yet.

Kannikar said that when the central bank in Burma gives licences to foreign banks to open branches, SCB would be ready to jump in.

SCB prefers to expand its financial services to Laos and Burma rather than Malaysia and Indonesia.

"SCB can handle many overseas deals from Thailand. Therefore, the bank believes it can service all financial services even it has no branches overseas," she said.

Banthoon Lamsam, chief executive officer and president of Kasikornbank, said Burma was a potential market for investors. However, it was not an appropriate arena for all businesses, the banker said, pointing out that the initial wave of investors in Burma were involved in infrastructure.

PAT awaits mega-projects' approval

The Port Authority of Thailand (PAT) is waiting for the Cabinet to approve two mega-projects so it can launch them in the new year.

Chalermchai Meekhumiam director-general of the PAT, said yesterday that the Bt2.8billion port project in Laem Chabang would improve the country's water-transport system by linking it with other logistics systems.

The other project is a Bt2.5billion centre to support rail-based transport from Lat Krabang all the way to Laem Chabang Port.

A 3kilometre, dualtrack spur will be built between the dual track of the State Railway of Thailand at Laem Chabang Station to the centre, which will offload freight to the Laem Chabang deep-sea port.

Currently, when cargo arrives at the train station, trucks are needed to carry the cargo to the port.

The PAT board has approved the projects and the plan was submitted to the Transport Ministry to be proposed to the Cabinet. If approved next month, the projects can be kicked off immediately.

The PAT will invite private companies to be partners in the projects under concessions based on the Public-Private Joint Venture Act.

The authority will finance project development with its own cash flow, rather than bank loans. The projects are expected to be completed within two years of Cabinet approval.

The PAT expects to post revenue of Bt12 billion in the fiscal year that started in October, up from Bt11 billion in the previous year. It expects to earn a net profit of Bt3.5 billion, almost the same as last year.

The flood aftermath will not disrupt the port authority's business, as the government and the private sector will invest heavily in restoration, which would bring shipping activities back to normal, Chalermchai said.

Thailand set to become Asia's shopping hub, Siam Piwat boss says

Thailand will be recognised as a key shopping destination in Asia as more than 100 international brands are expected to set up retail networks here within three years.

"Our shopping malls, consisting of Siam Centre, Siam Discovery and Siam Paragon, plan to launch not less than 100 international brands in the areas of fashion, restaurants and home decorations over the next three years," Chadatip Chutrakul, managing director of Siam Piwat, said yesterday.

International brands have been shifting their focus to Asia, especially Thailand, after the economic slowdowns in the United States and Europe, she said.

The international fashion brands aim to cash in on the rebound of the Thai economy and consumer purchasing power expected in the middle of next year, she said.

Three or four major shopping malls in the Pathum Wan area of downtown Bangkok will increase their marketing budgets by at least 10 per cent next year after spending about Bt1 billion on marketing campaigns this year. This will reflect the great confidence held by international brands in the potential of Thailand, she said.

Because of its huge population, China attracted strong interest from international brands as the market in Asia with the most potential three years ago. However, it is Thailand's turn now, Chadatip said.

Many upmarket fashion brands such as Prada that are already established here also plan to extend their retail spaces to respond better to the higher spending power of consumers here.

"We expect the country's economy to recover fully by the middle of next year. The government has launched many stimulus campaigns to ease the flood impact and grow the economy," she said.

In the first half, customers budget mainly for home restoration.

"We also expect the competition in the retail market to intensify next year as many players will continue to open outlets at prime locations both in Bangkok and major cities," she said.

ปีนี้ไทยซดน้ำมันแพงเป็นประวัติการณ์ ยอดนำเข้าแตะล้านล้าน เพิ่มกระฉูด 30% ชี้เหตุราคาพุ่งถึง 30 ดอลล์ต่อบาร์เรล คาดปีหน้าคนแห่ไปใช้ก๊าซแอลพีจี-เอ็นจีวีแทน ถ้ารัฐยังตรึงราคาอยู่ ด้าน ส.อ.ท.ยังไม่เลิกพยายาม อ้อนชะลอขึ้นราคาแอลพีจีภาคอุตฯ ห่วงเซรามิก-แก้วตายเกลี้ยง

นายวีระพล จิรประดิษฐกุล อธิบดีกรมธุรกิจพลังงาน เปิดเผยถึงแนวโน้มสถานการณ์น้ำมันเชื้อเพลิงปี 2555 ว่า แนวโน้มการใช้น้ำมันในภาพรวมคาดว่าจะเพิ่มขึ้น 2-3% จากการคาดการณ์ภาวะเศรษฐกิจปี 2555 จะขยายตัว 4-5.5% โดยน้ำมันดีเซลคาดว่าจะขยายตัว 3-4% น้ำมันกลุ่มเบนซินขยายตัว 1-2% ขยายตัวน้อยเพราะประชาชนหันมาใช้ก๊าซธรรมชาติสำหรับรถยนต์ (เอ็นจีวี) และก๊าซปิโตรเลียมเหลว (แอลพีจี) แทน

"หากสามารถปรับราคาแอลพีจีได้ตามแผน การใช้จะไม่ขยายตัวเพิ่มขึ้น และจะลดภาระชดเชยจากกองทุนน้ำมันเชื้อเพลิงกรณีที่ราคาแอลพีจีในตลาดโลกทรงตัวระดับ 845.58 เหรียญสหรัฐต่อบาร์เรล เหลือประมาณ 20,000 ล้านบาท จากปีนี้ชดเชยกว่า 25,400 ล้านบาท" นายวีระพลกล่าว

นายวีระพลกล่าวว่า สำหรับปี 2554 มีปริมาณการนำเข้าน้ำมันรวม 837,000 บาร์เรลต่อวัน ลดจากปีที่ผ่านมา 4% แต่มูลค่านำเข้า 1,030,000 ล้านบาท เพิ่มขึ้น 30% สูงสุดในประวัติศาสตร์ เนื่องจากราคาน้ำมันดิบในตลาดโลกปรับเพิ่มขึ้นเกือบ 30 เหรียญสหรัฐต่อบาร์เรล ขณะที่การส่งออกน้ำมันสำเร็จรูป 179,000 บาร์เรลต่อวัน ลดลงจากปีที่ผ่านมา 13% มูลค่า 230,000 ล้านบาท เพิ่มขึ้น15%

ส่วนการใช้น้ำมันเชื้อเพลิงไม่เปลี่ยนแปลงจากปี 2553 มากนัก เนื่องจากเกิดปัญหาน้ำท่วมตั้งแต่สิงหาคม-พฤศจิกายน 2554 โดยน้ำมันดีเซลปรับเพิ่มขึ้น 3% อยู่ที่ 51.1 ล้านลิตรต่อวัน เพราะนโยบายตรึงราคาและการปรับลดเงินส่งเข้ากองทุนน้ำมันลง 2.80 บาทต่อลิตร ขณะที่ปัญหาน้ำท่วมมีความต้องการน้ำมันในการสูบและผันน้ำ ส่วนกลุ่มน้ำมันเบนซินลดลง 2% อยู่ที่ 20 ล้านลิตรต่อวัน โดยลดลงในส่วนของแก๊สโซฮอล์ 4% จาก 12 ล้านลิตรต่อวัน เหลือ 11.5 ล้านลิตรต่อวัน ส่วนเบนซิน 91,95 เพิ่มขึ้น 2% จาก 8.3 ล้านลิตรต่อวัน เป็น 8.5 ล้านลิตรต่อวัน เนื่องจากรัฐบาลปรับลดอัตราเงินส่งเข้ากองทุนน้ำมันของน้ำมันเบนซินปลายเดือนสิงหาคม

ขณะที่การใช้เอ็นจีวีปี 2554 ปรับเพิ่มขึ้นเนื่องจากนโยบายตรึงราคา 8.50 บาทต่อกิโลกรัม (กก.) แต่ไม่มากเนื่องจากปัญหาน้ำท่วมทำให้สถานีบริการปิดชั่วคราวกว่า 100 แห่ง ส่วนแอลพีจีปรับเพิ่มเกือบทั้งหมด ยกเว้นภาคอุตสาหกรรมลดลง 8% เหลือ 2,000 ตันต่อวัน เนื่องจากนโยบายปรับราคาเพิ่มไตรมาสละ 3 บาทต่อกิโลกรัม (กก.) รวม 4 ไตรมาส ตั้งแต่วันที่ 1 กรกฎาคม 2554 ขณะที่ภาคปิโตรเคมีเพิ่มขึ้น 41% อยู่ที่ 2,500 ตันต่อวัน ภาคขนส่งเพิ่มขึ้น 35% อยู่ที่ 2,500 ตันต่อวัน และภาคครัวเรือนเพิ่มขึ้น 9% อยู่ที่ 7,300 ตันต่อวัน

นายอิศเรศ รัตนดิลก ณ ภูเก็ต รองเลขาธิการ สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) กล่าวภายหลัง ส.อ.ท.เข้าพบนายพิชัย นริพทะพันธุ์ รัฐมนตรีว่าการกระทรวงพลังงาน เมื่อวันที่ 26 ธันวาคมว่า ส.อ.ท.ขอให้กระทรวงพลังงานชะลอการขึ้นราคาก๊าซแอลพีจีไตรมาส 3 อัตรา 3 บาทต่อกิโลกรัม มีผลวันที่ 1 มกราคม 2555 และไตรมาส 4 อัตรา 3 บาทต่อกิโลกรัม มีผลวันที่ 1 มีนาคม 2555 ออกไปและปรับราคาภายใน 3 ปี หลังจากปรับขึ้นแล้ว 2 ไตรมาส รวม 6 บาท ทำให้ราคาแอลพีจีภาคอุตสาหกรรมอยู่ที่ 24.13 บาทต่อกิโลกรัม (กก.)

"หลังรับฟังปัญหา นายพิชัยแบ่งรับแบ่งสู้ โดยให้เหตุผลว่าแนวโน้มพลังงานจะขึ้นวันที่ 16 มกราคม 2555 ดังนั้น หากช่วยอุตสาหกรรมจะทำให้เสียสมดุล ทั้งนี้ ได้ให้ ส.อ.ท.กลับไปทำข้อเสนอใหม่อีกครั้ง" นายอิศเรศกล่าว

นายอิศเรศกล่าวว่า จากท่าทีของนายพิชัย คาดว่าการขึ้นวันที่ 1 มกราคม 2555 คงหยุดไม่ได้ ซึ่งจะเสียหายกับผู้ประกอบการเซรามิก และผู้ประกอบการแก้วและกระจกอย่างมาก ทั้งนี้ จากการปรับราคาเมื่อวันที่ 1 ตุลาคม 2554 พบว่ามีผู้ประกอบการเซรามิกลำปางปิดกิจการไปแล้ว 2 ราย และบางรายต้องชะลอการผลิตลงเพื่อประหยัดต้นทุน ส่วนรายที่ยังสู้ต่อได้ปรับราคาขายแล้ว 5% ซึ่งมีผลต่อการแข่งขันแล้ว

โต้ง ตีกลับกรอบเงินเฟ้อตามที่ ธปท.เสนอต่อ ครม. หลังชง 3 แนวทางใช้เงินเฟ้อทั่วไปแทนเงินเฟ้อพื้นฐาน คำนวณรายไตรมาส และใช้ค่ากลางแทนช่วง นายธีระชัย ภูวนาถนรานุบาล รมว.คลัง เปิดเผยว่า กระทรวงการคลังได้เสนอแก้ไขวิธีการกำหนดนโยบายเงินเฟ้อปี 55 ใหม่ 3 แนวทางให้ที่ประชุมครม.พิจารณา จากเดิมที่ธนาคารแห่งประเทศไทย (ธปท.) ได้กำหนดกรอบเงินเฟ้อโดยใช้เงินเฟ้อพื้นฐานและกำหนดกรอบที่ 0.5 –3.0% เพื่อต้องการให้ธปท.กำหนดเป้าหมายเงินเฟ้อใกล้เคียงกับความเป็นจริงและไม่ให้ปรับขึ้นดอกเบี้ยนโยบายเร็วเกินไป


ที่ผ่านมา ธปท.และคณะกรรมการนโยบายการเงิน(กนง.) ได้เสนอแนวการปรับแก้กรอบนโยบายการเงินใหม่มา 3 แนวทาง คือ เปลี่ยนการคิดจากเงินเฟ้อพื้นฐาน เป็นเงินเฟ้อทั่วไป เนื่องจากขณะนี้เหลือเพียง 2 ประเทศในโลกเท่านั้นที่ยังใช้นอกนั้นปรับมาใช้เงินเฟ้อทั่วไปหมดแล้ว จึงควรปรับเปลี่ยนเพื่อให้ประชาชนเข้าใจง่ายขึ้น เปลี่ยนการกำหนดเป้าหมาย จากเดิมที่กนง.จะพิจารณาเป็นรายไตรมาส ให้ปรับเป็นรายปี เพื่อลดการเร่งอัตราดอกเบี้ย หรือการคงดอกเบี้ยไว้สูงนานเกินไป และใช้วิธีกำหนดค่ากลางแล้วให้บวกลบได้ 1.5% ต่อปี จากเดิมที่ใช้เป็นแบบช่วง


“ข้อเสนอที่เข้าที่ประชุมครม.ครั้งนี้ ต้องการจะใช้ให้ทันสำหรับปี 55 เพื่อให้การใช้นโยบายการเงินของธปท.มีความยืดหยุ่น แต่ที่ประชุมครม.โดยเฉพาะนายกิตติรัตน์ ณ ระนอง รองนายกรัฐมนตรีและรมว.พาณิชย์ กังวลว่าหากปรับจากเงินเฟ้อพื้นฐานเป็นเงินเฟ้อทั่วไป จะทำให้ประชาชนกังวลว่าเงินเฟ้อที่รัฐบาลบริหารจัดการนั้น จะทำให้เงินเฟ้อสูงมากกว่าเดิมเกินไป จึงให้กระทรวงการคลัง ธปท.และสำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ(สศช.) ไปทบทวนใหม่อีกครั้งโดยให้นายกิตติรัตน์ร่วมพิจารณาด้วย”


อย่างไรก็ตาม ครม.ไม่ได้กำหนดกรอบการปรับแก้ไขกรอบการดูแลเงินเฟ้อของธปท.ใหม่ว่าจะให้เสร็จสิ้นเมื่อใด แต่ในการดำเนินการของธปท.ยังสามารถใช้ค่าเดิมที่ 0.5–3.0% มาใช้ไปไปก่อน ในระหว่างที่แก้ไขทบทวนข้อเสนอดังกล่าว จนกว่าจะเสร็จสิ้น และครม.มีมติเห็นชอบใหม่ ตามที่ธปท.เสนอเข้ามาอีกครั้ง รวมทั้งไม่ส่งผลกระทบต่อการดำเนินนโยบายทางการเงินของธปท.แต่อย่างใด

ครม.เห็นชอบโอนหนี้กองทุนฟื้นฟูฯ 1.1 ล้านล. กลับไปให้ธปท.ดูแล มาตรการภาษีช่วยน้ำท่วมยังไม่เข้า


ทีมเศรษฐกิจรัฐบาลไม่ลงรอย "กิตติรัตน์" ให้กฤษฎีกาเดินหน้าออกกฎหมายคืนหนี้ FIDF 1.1 ล้านล้าน ด้าน "ธีระชัย" ขวาง แจงต้องรอบคอบ ขณะที่รองนายกฯโต้งค้านคลัง-ธปท.ประกาศกรอบเงินเฟ้อใหม่ อ้างหวั่นชี้แจงประชาชนไม่ถูก ส่วนมาตรการภาษีช่วยน้ำท่วมยังไม่เข้า ขุนคลังเผยต้องให้คณะกรรมการกลั่นกรองชุด "กิตติรัตน์" พิจารณาก่อน

นายกิตติรัตน์ ณ ระนอง รองนายกรัฐมนตรีและ รมว.พาณิชย์ ให้สัมภาษณ์ภายหลังประชุมคณะรัฐมนตรี(ครม.) เมื่อวันที่ 27 ธันวาคม ว่า ครม.ได้พิจารณาเรื่องที่เกี่ยวกับเกี่ยวกับยุทธศาสตร์ในอนาคตของประเทศที่ผูกโยงกับการลงทุนในโครงการโครงสร้างพื้นฐานเพื่อพัฒนาระบบบริหารจัดการน้ำอย่างยั่งยืน

โดยหลักการสำคัญที่ ครม.เห็นชอบและได้มอบหมายให้หน่วยงานที่เกี่ยวข้องไปพิจารณาในรายละเอียด เพื่อเสนอกลับมาสู่การพิจารณาของ ครม. อีกครั้ง ในการประชุมครั้งหน้า คือ การคืนหนี้ที่เกิดขึ้นจากการดูแลปัญหาของสถาบันการเงินเมื่อปี 2540 จำนวนประมาณ 1.1 ล้านล้านบาท กลับไปยังกองทุนเพื่อการฟื้นฟูและพัฒนาระบบสถาบันการเงิน (FIDF) โดยขอให้ธนาคารแห่งประเทศไทย (ธปท.) เป็นผู้ดูแลแก้ไขและสานต่อหนี้จำนวนนี้


"หนี้ส่วนนี้เกิดขึ้นเมื่อเกิดวิกฤตปี 2540 ซึ่งเป็นผลให้สถาบันการเงินจำนวนมากไม่สามารถบริหารจัดการต่อได้ ในขณะนั้น ธปท. ถือว่าไม่มีความพร้อมที่จะดูแลหนี้จำนวนนี้ด้วยตัวเอง ทั้งๆ ที่งานในด้านของการกำกับสถาบันการเงิน ก็อยู่ในความดูแลของ ธปท.อยู่แล้ว คงจำได้ว่าช่วงนั้นก็ต้องดูแลค่าเงิน จนเป็นเหตุให้เงินสำรองของประเทศในความดูแลของ ธปท. ก็มีอยู่น้อย คงไม่พร้อมจะดูแลหนี้จำนวนนี้ ขณะนั้นรัฐบาลก็เลยรับเอาหนี้จำนวนนี้มาดูแล ประคับประคอง จ่ายดอกเบี้ย ยอดหนี้จำนวนนี้ต่อเนื่องมาเป็นเวลา 14 ปี ซึ่งขณะนี้ทางเราเห็นว่าความพร้อมของ ธปท. ขณะนี้มีอยู่แล้ว เงินสำรองระหว่างประเทศก็อยู่ในระดับที่สูง เข้มแข็งดี ดังนั้น ก็ขอให้มีการพิจารณาส่งหนี้นี้กลับไป" นายกิตติรัตน์ กล่าว


นายกิตติรัตน์ กล่าวว่า ครม. ยังเห็นชอบข้อเสนอที่ให้มีการจัดตั้งกองทุนเพื่อพัฒนาอนาคตของประเทศในระยะยาว ขนาด 3.5 แสนล้านบาท เพื่อลงทุนในโครงสร้างพื้นฐานที่เกี่ยวข้องกับการบริหารจัดการน้ำอย่างบูรณาการในระยะยาว ซึ่งจะครอบคลุมถึงการจัดสร้างระบบจัดเก็บน้ำ อ่างเก็บน้ำ แก้มลิง หรือแม้แต่เขื่อนที่จะดูแลลำน้ำ


ขณะเดียวกันยังเห็นชอบข้อเสนอให้จัดตั้งกองทุนเพื่อการประกันภัย เพราะขณะนี้ยังมีความกังวลเรื่องการรับประกันภัยต่อ โดยในส่วนที่เอกชนดำเนินการไปได้ ก็ปล่อยให้ดำเนินการไป แต่ส่วนที่ไม่รับประกันต่อหรือรับบางส่วน รัฐบาลก็มีหน้าที่เข้าไปดูแลให้คนที่ทำธุรกิจในประเทศไทยได้ใช้ระบบประกันภัยในการดูแลตนเอง โดยเฉพาะการประกันภัยจากธรรมชาติ


"ผมได้ย้ำว่า ประเทศไทยถือว่าเป็นประเทศที่มีความปลอดภัย เพราะว่าเราอยู่ลุ่มแม่น้ำเจ้าพระยา เราปลอดจากพายุทางตรง ที่เป็นไต้ฝุ่น เพราะว่าเราไม่ได้อยู่ติดพื้นที่ทะเลหรือมหาสมุทรโดยตรง และ เรากำลังจะมีระบบบริหารบริหารจัดการน้ำที่มีประสิทธิภาพสูง ฉะนั้นความปลอดภัยที่จะมีกับพื้นที่บริเวณนี้จะสูงมาก เมื่อเทียบกับอีกหลายพื้นที่ในโลกนี้" นายกิตติรัตน์ กล่าว


นอกจากนี้ ครม. ยังเห็นชอบให้ไปพิจารณาแนวทางให้แก้กฎหมาย ธปท. เพื่อให้ ธปท. มีส่วนในการดูแลปล่อยสินเชื่อดอกเบี้ยต่ำพิเศษ (ซอฟต์โลน) ในวงเงิน 3 แสนล้านบาท ในการดูแลประเทศที่ได้รับผลกระทบจากภาวะต่างๆ เหมือนเช่นในอดีต ก่อนที่จะมีการแก้ไขกฎหมายจนทำให้ปัจจุบันปล่อยไม่ได้


นายกิตติรัตน์ กล่าวอีกว่า ได้เสนอแผนแม่บทการพัฒนาบริหารจัดการน้ำอย่างบูรณาการให้ ครม. พิจารณา รวม 8 ด้าน ซึ่งจะครอบคลุมตั้งแต่การปลูกป่า ขยายพื้นที่ให้กว้างขวางเกิดความสมดุลเชิงนิเวศน์ในระยะยาว จนถึงการจัดการพื้นที่ราบลุ่มแม่น้ำเจ้าพระยา และการสร้างระบบจัดเก็บน้ำ รวมถึงการดูแลกฎหมายต่างๆ ที่เกี่ยวข้องกับการดูแลจัดการน้ำ ผังเมือง และการแก้ปัญหากรณีเกิดภัยพิบัติรุนแรง


ทั้งนี้ ครม. ได้มอบหมายให้หน่วยงานที่เกี่ยวข้องไปดำเนินการ เช่น มอบนายปลอดประสพ สุรัสวดี รมว.วิทยาศาสตร์ไปประสานผู้เชี่ยวชาญด้านข้อมูลภาพถ่ายทางอากาศที่มีความละเอียดมาก เพื่อให้สามารถตัดสินใจขั้นสุดท้ายเกี่ยวกับการกำหนดว่าจะให้พื้นที่ใด เป็นพื้นที่รับน้ำได้บ้าง


นายกิตติรัตน์ กล่าวว่า ครม. ยังได้มอบหมายให้นายธีระ วงศ์สมุทร รมว.เกษตรและสหกรณ์ ให้สำรวจและรวบรวมโครงการต่างๆ ที่เป็นโครงการเดิมที่ได้รับผลกระทบจากอุทกภัย ซึ่งต้องซ่อมสร้าง รวมถึงโครงการใหม่ โดยให้นำข้อมูลเหล่านั้นมารวมกับข้อมูลของคณะกรรมการยุทธศาสตร์เพื่อวางระบบบริหารจัดการทรัพยากรน้ำ (กยน.) ชุดเร่งด่วน เพื่อไม่ให้เกิดความซ้ำซ้อน และสามารถดำเนินการได้ทันที


นอกจากนี้ ครม. ยังได้มอบหมายให้หน่วยงานที่เกี่ยวข้องไปดูเรื่องการจัดตั้งหน่วยงานในการบริหารจัดการน้ำแบบรวมศูนย์กลางด้วย


เมื่อถามว่าแนวคิดการคืนหนี้ FIDF ไปให้ ธปท. ดูแล ทาง ธปท.ยอมรับหรือไม่นั้น นายกิตติรัตน์ กล่าวว่า ธปท. คงทราบ เพียงแต่ถ้าถามว่าจะยอมหรือไม่ คงพอเดาได้ ว่าคงไม่อยากรับคืน แต่ยืนยันว่าทางรัฐบาลไม่ได้มองในแง่การเจรจาต่อรอง แต่มองเป็นเรื่องของประเทศชาติที่ต้องร่วมกันแก้ไขปัญหา


"ตอนนี้ ธปท. มีความพร้อม หลายคนอาจตั้งคำถามผมว่าหนี้เยอะๆ จะรับไหวไหม ซึ่งปัจจุบัน ธปท. ก็มีหนี้ในระดับที่เยอะกว่านี้อีก และเป็นหนี้ที่เกิดจากการดำเนินนโยบายดูดซับสภาพคล่อง ฉะนั้นถามว่าความพร้อมจะรับหนี้เยอะๆ ธปท. มีไหม ก็มี และถ้าไม่อยากมีหนี้เยอะๆ ก็มีวิธีจัดการ แต่ผมขอไม่ไปก้าวก่ายวิธีการจัดการ ทั้งนี้ ผมเชื่อว่าทุกอย่างมันไม่มีอะไรที่จำเป็นจะต้อง 100% ในทันที แต่ถ้าไม่มีใครชัดซักที ก็ไม่ต้องดำเนินอะไรกัน ถามว่าชัดไหม ก็ชัด" นายกิตติรัตน์ กล่าว


ทั้งนี้ รองนายกรัฐมนตรีและรมว.พาณิชย์ มองว่าหากคืนหนี้ไปให้ ธปท.ได้ จะช่วยลดหนี้สาธารณะของประเทศได้ 10% เหลือราว 30% จากปัจจุบันมีอยู่กว่า 40% แต่เป้าหมายจริงๆ คือ ต้องการให้ช่วยกันดูแลแก้ปัญหาของประเทศมากกว่า


แหล่งข่าวจากที่ประชุม ครม. กล่าวว่า ข้อเสนอทุกข้อนั้นทาง ครม.เห็นชอบ แต่มีประเด็นเรื่องการโอนหนี้ FIDF ที่นายธีระชัย ภูวนาถนรานุบาล รมว.คลัง ได้ให้ความเห็นในที่ประชุมว่าควรจะพิจารณาให้รอบคอบ ดังนั้น ครม. จึงมอบหมายให้นายกิตติรัตน์ มาหารือกับ รมว.คลัง ผู้ว่าการ ธปท. และเลขาธิการ สศช. เพื่อหาข้อสรุปอีกครั้ง


ขณะที่นายธีระชัย แถลงที่กระทรวงการคลังหลังเลิกประชุม ครม. ว่า ข้อเสนอของ กยอ. 6 ข้อ มี 5 ข้อที่คลังได้มีการหารือและเตรียมพร้อมอยู่แล้ว มีเพียงกรณีการโอนหนี้ FIDF กลับไปให้ ธปท. ที่ตนได้ให้ความเห็นในที่ประชุมไปว่า ควรมีการปรึกษาหารือกันให้ชัดเจนระหว่างนายกิตติรัตน์ คลัง ธปท. และ สศช. เนื่องจากต้องคำนึงถึงผลกระทบต่อเศรษฐกิจ ตลาดทุน วินัยการเงินการคลัง เรทติ้งของประเทศ และความเชื่อมั่นต่างๆ


"ปัญหาของ FIDF นั้น เห็นตรงกันชัดเจนว่าต้องหาแนวทางแก้ไข แต่รายละเอียดยังให้มีการไปศึกษา ซึ่งจริงๆ แล้วผมก็ได้หารือกับ ธปท. มาหลายครั้ง รวมถึงนักวิชาการ และคนที่เกี่ยวข้อง ว่าการดำเนินการเรื่องนี้ จะต้องดูให้รอบด้าน" นายธีระชัย กล่าว


เมื่อถามว่าเป็นเรื่องของความเห็นที่แตกต่างกันกับนายกิตติรัตน์หรือไม่ นายธีระชัย ปฏิเสธตอบคำถาม โดยระบุเพียงว่า ตนให้ความเห็นเพียงแค่นี้


นายธีระชัย กล่าวอีกว่า ขณะนี้ยังไม่สรุปเรื่องแนวทาง โดยยังมีแนวทางเดียวที่นายกิตติรัตน์ เสนอและมอบหมายให้ทางสำนักงานกฤษฎีกาไปยกร่างกฎ ระเบียบที่เกี่ยวข้อง แต่เมื่อ ครม. มีมติให้กลับมาศึกษา ก็คงจะต้องพิจารณาแนวทาง ทางเลือกอื่นๆ ด้วย


รมว.คลัง กล่าวด้วยว่า ครม. ยังไม่เห็นชอบข้อเสนอการเปลี่ยนกรอบดูแลเงินเฟ้อจากเงินเฟ้อพื้นฐานไปใช้กรอบเงินเฟ้อทั่วไปที่ 3.0+/-1.5% ต่อปี ตามที่คณะกรรมการนโยบายการเงิน (กนง.) พิจารณาและเสนอมาที่คลัง ซึ่งคลังได้เสนอให้ ครม.พิจารณา เนื่องจากนายกิตติรัตน์ แสดงความกังวลว่า การใช้เงินเฟ้อทั่วไป จะชี้แจงประชาชนอย่างไรไม่ให้เข้าใจผิดว่า รัฐบาลจะทำให้มีเงินเฟ้อที่สูงขึ้นกว่าเดิม


"ผมเลยเสนอให้มีการปรึกษาหารือระหว่าง คลัง ธปท. สศช. และรองนายกฯ กิตติรัตน์ เพื่อให้มีคำตอบตรงนี้ ซึ่งแม้ว่าภายในเดือน ธ.ค. ครม.จะยังไม่อนุมัติเป้าหมายใหม่ แต่เป้าหมายเดิมก็จะยังเดินอยู่" นายธีระชัย กล่าว


ขณะที่มาตรการภาษีเพื่อช่วยเหลือประชาชนที่ได้รับผลกระทบจากอุทกภัย ทั้งการลดหย่อนภาษีบ้านและรถยนต์นั้น ยังไม่ได้บรรจุเข้าสู่วาระ ครม. ในสัปดาห์นี้ เนื่องจากจะต้องเสนอไปให้คณะกรรมการกลั่นกรองเรื่องเข้าที่ประชุม ครม. ที่มีนายกิตติรัตน์ เป็นประธาน พิจารณาก่อน อย่างไรก็ดี ยืนยันว่าจะไม่เป็นปัญหา หากเสนอให้ ครม. พิจารณาได้ในช่วงต้นปี เพราะการยื่นแบบฯ ชำระภาษีมีไปจนถึงภายในสิ้นเดือน มี.ค.2555

หนุ่ม-สาวแบงก์ปริญญาตรีหน้าใหม่เตรียมเฮ เงินเดือนสตาร์ท "หมื่นห้า" กสิกรใจป้ำให้เพิ่ม 10% กรุงไทยรอคลังเคาะ รับคนเพิ่มอีก 2-3 พันคน ขณะที่ไทยพาณิชย์หาพนักงานใหม่ 1 พันตำแหน่ง

นายสมเกียรติ ศิริชาติไชย รองกรรมการผู้จัดการอาวุโส ธนาคารกสิกรไทย เปิดเผยว่า ในปี 2555 ธนาคารจะปรับฐานเงินรายได้ประจำพนักงานเข้าใหม่และพนักงานปัจจุบันเป็น 15,000 บาทต่อเดือนขึ้นไป เพื่อรักษาระดับการลาออกของพนักงาน ซึ่งมีผลต่อการแข่งขันธุรกิจด้านต่างๆ และให้สอดรับนโยบายรัฐบาลที่ต้องการปรับเงินเดือนข้าราชการให้อยู่ในระดับดังกล่าวภายในเดือน เม.ย.ที่จะถึงนี้


การปรับขึ้นรายได้จะไม่กระทบต่อค่าใช้จ่ายธนาคารที่เพิ่มขึ้นมากนัก หรือไม่เกิน 10% เทียบกับปี 2554 เนื่องจากมีรายได้เฉลี่ยปัจจุบันใกล้เคียง 15,000 บาทต่อเดือนอยู่แล้ว หรือที่ 12,000-14,000 บาทต่อเดือน อีกทั้งมีการจ่ายค่าครองชีพให้พนักงานเพิ่มประมาณ 2,000-3,000 บาทต่อเดือน และพนักงานปัจจุบันโดยเฉลี่ยจะปรับขึ้นเป็น 18,000-19,000 บาท หรือเฉลี่ยเพิ่มขึ้นประมาณ 6-7% โดยปัจจุบันธนาคารมีพนักงานประมาณ 16,000 คน หากรวมบุคลากรในเครือ จะมีทั้งสิ้น 17,000 คน ซึ่งมีแผนเปิดรับสมัครพนักงานเพิ่มอีก 2,000-3,000 คน รองรับการขยายสาขา 20 แห่ง

นายอภิศักดิ์ ตันติวรวงศ์ กรรมการผู้จัดการใหญ่ ธนาคารกรุงไทย กล่าวว่า ธนาคารอยู่ระหว่างการเสนอกระทรวงการคลังปรับเพดานรายได้ประจำพนักงานใหม่ให้อยู่ในอัตรา 15,000 บาทต่อเดือน จากปัจจุบันเฉลี่ยอยู่ที่ 12,000-14,000 บาทต่อเดือน ส่วนพนักงานเก่าจะเพิ่มให้อีกเฉลี่ย 1,000 บาทต่อเดือน ไม่รวมค่าครองชีพ คาดว่าจะมีผลในเดือน ม.ค.นี้

“การขึ้นเงินเดือนให้กับพนักงานเพื่อต้องการให้พนักงานมีความสุข ส่วนค่าครองชีพบางครั้งมีการปรับให้ ซึ่งขึ้นอยู่กับสถานการณ์ และเห็นว่าอะไรที่ทำให้กับพนักงานได้ ก็จะทำ แต่จะไม่เวอร์จนเกินไปและไม่กระทบต่อองค์กร รวมถึงผู้ถือหุ้น" นายอภิศักดิ์กล่าว

นางกรรณิกา ชลิตอาภรณ์ กรรมการผู้จัดการใหญ่ ธนาคารไทยพาณิชย์ กล่าวว่า ธนาคารยังไม่ปรับฐานผลตอบแทนพนักงานที่จบปริญญาตรี เพราะปัจจุบันพนักงานจบใหม่เฉลี่ยอยู่ที่ประมาณ 14,000 กว่าบาทต่อเดือน ไม่รวมค่าครองชีพและโบนัส ขณะที่ปี 2555 อาจจะรับพนักงานเพิ่มประมาณ 1,000 คน เพื่อรองรับการขยายสาขาและการขยายธุรกิจ.

สศค.รับจีดีพีไทย54โตแค่ 1.1% ยังไม่เลวร้าย ย้ำชัดปีหน้ารัฐต้องเร่งลงทุน หลังปีนี้ลงทุนติดลบ 6.6% แย่ที่สุดในรอบ 6 ปี

สศค.รับจีดีพีไทย54โตแค่ 1.1% ยังไม่เลวร้าย ย้ำชัดปีหน้ารัฐต้องเร่งลงทุน หลังปีนี้ลงทุนติดลบ 6.6% แย่ที่สุดในรอบ 6 ปี นายสมชัย สัจจพงษ์ ผู้อำนวยการสำนักงานเศรษฐกิจการคลัง (สศค.) เปิดเผยว่า สศค.ได้ปรับเป้าหมายเศรษฐกิจไทยทั้งปี 54 นี้จะโตเพียง 1.1% เท่านั้นจากเดิมที่คาดการณ์ไว้ 4% เนื่องจากวิกฤติอุทกภัยช่วงปลายปีที่ผ่านมา ส่งผลกระทบรุนแรงต่อการผลิตในภาคอุตสาหกรรมและเกษตรกรรมให้หดตัวลง และส่งผลกระทบต่อเนื่องให้ผู้ผลิตสินค้าและบริการประสบปัญหาขาดแคลนชิ้นส่วนการผลิต จนทำให้ไตรมาส 4 นี้ติดลบถึง 5% จากเดิมที่คาดว่าจะติดลบเพียง 2-3% เท่านั้น

“ไตรมาสแรกที่ผ่านมาจีดีพีไทยอยู่ที่ 3.2% มาไตรมาส 2 ชะลอตัวลงมาอยู่ที่ 2.7% ไตรมาส 3 ขึ้นไปที่ 3.5% รวมทั้ง 3 ไตรมาสจีดีพีโต 3.1% แต่ไตรมาส 4 นั้นติดลบถึง 5% ส่งผลให้ทั้งปีเติบโตเพียง 1.1% เท่านั้น แต่ยังไม่ถือว่าต่ำที่สุด เพราะจีดีพีเคยติดลบ 2.3% ในปี 52 ที่ผ่านมา แต่ที่ต่ำที่สุดคือช่วงปี 40 ที่มีวิกฤตต้มยำกุ้งติดลบมากกว่า 7% ส่วนเศรษฐกิจไทยปี 55 คาดว่าจะโตได้ 5% เพราะนอกจากจะมาจากฐานที่ต่ำในปี 54 นี้แล้ว ที่สำคัญอยู่ที่รัฐบาลต้องอัดฉีดเงินเข้าสู่ระบบจากการขาดดุลถึง 400,000 ล้านบาทให้เกิดประสิทธิผลมากที่สุด ทั้งจากการเร่งฟื้นฟูหลังภัยน้ำท่วมคลี่คลายลง”

ประเด็นหนึ่งที่ทำให้จีดีพีโตเพียง 1.1% เพราะการลงทุนภาครัฐนั้นติดลบถึง 6.6% นับว่าเลวร้ายมากที่สุดตั้งแต่ปี 49 ที่ผ่านมา จึงเป็นตัวฉุดจีดีพีลงไปด้วย ดังนั้นปี 55 นี้จึงเป็นหน้าที่หลักของรัฐบาลในการเร่งอัดฉีดงบประมาณและลงทุนต่าง ๆ ให้ได้มากที่สุด ผ่านหน่วยงานรัฐ รัฐวิสาหกิจ องค์กรปกครองส่วนท้องถิ่น (อปท.) ถึง 300,000 ล้านบาท ให้มีการเบิกจ่ายให้ได้ตามเป้าหมายที่วางไว้ รวมทั้งติดตามมาตรการต่าง ๆ ที่ออกไปอย่างใกล้ชิดทุกเดือน

ขณะที่การบริโภคโดยรวมยังโตได้ 2% จากภาคเอกชนโตถึง 2.3% และคาดว่าปีหน้าจะเพิ่มเป็น 3.8% จากการลงทุนเครื่องมือเครื่องจักรที่เสียหายจากภัยน้ำท่วมอยู่แล้ว แต่ทั้งนี้ต้องการให้รัฐเร่งการลงทุน จากปีนี้ที่ติดลบ 6.6% ให้เพิ่มเป็น 8.8% เพื่อให้เอกชนลงทุนด้านอื่น ๆ เพิ่มเติม จากปีนี้ที่ 8.4% เป็น 10.3% ในปีหน้า

ส่วนปัจจัยเสี่ยงที่จะมีผลกระทบต่อเศรษฐกิจไทยที่ต้องจับตาคือเศรษฐกิจโลกที่ชะลอตัวลง และการเมืองทั้งภายในและต่างประเทศ โดยในส่วนของเศรษฐกิจโลกนั้น ยังต้องติดตามการแก้ปัญหาหนี้สาธารณะของสหภาพยุโรปที่ยังไม่สามารถแก้ไขได้และได้ลุกลามกระทบต่อภาคเศรษฐกิจที่แท้จริงแล้ว และ 14 ประเทศคู่ค้ากับไทยนั้นต้องปรับลดการเติบโตจาก 3%เหลือ 2.9% ซึ่งจะส่งผลกระทบด้านการส่งออกของไทยให้ลดลงไปด้วย

ส่วนราคาน้ำมันดิบนั้นทั้งปีนี้เฉลี่ยอยู่ที่ 105.5 ดอลลาร์สหรัฐต่อบาร์เรล เพิ่มขึ้นจากปีก่อนหน้า 35% แต่ปีหน้าคาดว่าจะอยู่ที่ 116 ดอลลาร์ฯ เพิ่มขึ้นอีก 10% ขณะที่ค่าเงินบาทปีนี้เฉลี่ยที่ 30.5 บาทต่อดอลลาร์อ่อนค่าลงจากปีก่อนหน้า 4.1% ปีหน้าคาดว่าอยู่ที่ 30.8 บาท อ่อนค่าลงอีก 1% แม้ว่าจะส่งผลดีต่อการส่งออก แต่อาจกระทบต่อการนำเข้าสินค้าและน้ำมันที่จะมีราคานำเข้าสูงขึ้น อาจส่งผลกดดันต่ออัตราเงินเฟ้อได้ ส่วนดอกเบี้ยนโยบายปัจจุบัน 3.25% คาดว่าจะคงที่ในปีหน้า แต่อาจะมีแรงกดดันให้ปรับเพิ่มขึ้นช่วงครึ่งปีหลัง โดยปีนี้เงินเฟ้อทั่วไปอยู่ที่ 3.9% ปีหน้าคาดที่ 3.5%

ครม.จัดของขวัญธปท.คืนหนี้1.1ล้านล้านบาทหลังทนควักภาษีจ่ายปีละ6.5หมื่นล้านนาน14ปี

“กิตติรัตน์” เผยครม.เห็นชอบในหลักการโอนหนี้กองทุนฟื้นฟูฯ 1.14 ล้านล้านบาท ให้แบงก์ชาติดูแลทั้งหมด หลังรัฐต้องแบกรับภาระจ่ายดอกเบี้ยปีละ 6.5 หมื่นล้านบาท มานาน 14 ปี ระบุ “ปู” สั่งให้เร่งสรุป ส่วนซอฟท์โลน 3 แสนล้าน คลังเสนอออกเป็นพ.ร.ก.ปล่อยกู้แบงก์พาณิชย์ไปปล่อยต่อเอสเอ็มอี

นายกิตติรัตน์ ณ ระนอง รองนายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงพาณิชย์ เปิดเผยว่า คณะรัฐมนตรี เห็นชอบในหลักการให้โอนหนี้กองทุนเพื่อการฟื้นฟูและพัฒนาระบบสถาบันการเงิน (FIDF) ดังกล่าว ที่มีอยู่ 1.14 ล้านล้านบาท ให้ธนาคารแห่งประเทศไทย (ธปท.) ไปดูแลทั้งหมด ซึ่งขณะนี้ ธปท.มีความพร้อมในการดูแลหนี้ดังกล่าว ขณะที่ เงินสำรองก็สูงและแข็งแกร่ง ดังนั้น ก็จะส่งมอบหนี้ให้ธปท.กลับไปดูแลต่อได้

“การโอนหนี้ดังกล่าว ไม่อยากให้คิดว่าเรื่องนี้ ธปท.จะเห็นด้วยหรือไม่ แต่ต้องการให้คิดว่า เรื่องนี้ไม่ใช่เรื่องการต่อรอง แต่เป็นเรื่องของประเทศ”

สำหรับหนี้ดังกล่าวเป็นหนี้ที่เกิดจากการดูแลสถาบันการเงินในช่วงที่ เกิดวิกฤตการณ์การเงินในเอเชียปี 2540 ซึ่งธปท.ไม่มีความพร้อมที่จะดูแลหนี้ด้วยตัวเอง รัฐบาลจึงต้องเข้าไปรับภาระ โดยได้ประคับประคองหนี้ดังกล่าวมาแล้ว 14 ปี

ก่อนหน้านี้มีการศึกษาว่าหากมีการโอนหนี้ทั้งจำนวน 1.1 ล้านล้านบาทกลับไปให้ธปท. จะกระทบต่องบดุล ของธปท.อย่างไร หลังกระทรวงการคลังต้องรับภาระดอกเบี้ยจ่ายปีละ 6.5 หมื่นล้านบาท

สำหรับเรื่องนี้นายกรัฐมนตรีอยากเห็นความก้าวหน้ารวดเร็ว แต่ก็ต้องรอบคอบ ในช่วงวันหยุดคิดว่ากระทรวงการคลังคงได้คุยกับธนาคารแห่งประเทศไทย กฤษฎีกา และน่าจะมีข้อสังเกตนำกลับมาให้ที่ประชุมครม.รับทราบอีกครั้ง ว่าจะดำเนินการในเรื่องนี้อย่างไร

นายกิตติรัตน์ กล่าวว่า การโอนหนี้กองทุนเพื่อการฟื้นฟูฯดังกล่าว ที่มีวงเงิน 1.1 ล้านล้านบาท ก็เท่ากับ 10% ของผลิตภัณฑ์มวลรวมภายในประเทศ (จีดีพี) ดังนั้นจะทำให้หนี้สาธารณะที่มีอยู่ราว 40% ของจีดีพี เมื่อโอนหนี้กลับไปแล้ว ก็จะทำให้หนี้สาธารณะของประเทศ ลดเหลือ 30% ของจีดีพี แต่เรื่องนี้ไม่ใช่เป้าหมาย เพราะเป้าหมายที่สำคัญ คือ ต้องช่วยกันดูแล

สำหรับยอดหนี้สาธารณะคงค้างของไทย ณ สิ้นเดือนต.ค. 54 อยู่ที่ 4.337 ล้านล้านบาท หรือคิดเป็น 41.03% ของจีดีพี

นอกจากนี้ ที่ประชุมครม.ยังได้ให้ ธปท.ไปศึกษาความเป็นไปได้ในการปล่อยเงินกู้อัตราดอกเบี้ยผ่อนปรน หรือ ซอฟท์โลน หลังหลายปีที่ผ่านมา ธปท.ไม่สามารถ ปล่อยเงินกู้ดังกล่าวได้ เนื่องจากติดข้อกฎหมาย

“ในที่ประชุมครม. มีมติให้ไปดูแลแก้ไขให้ธนาคารแห่งประเทศไทย ออกซอฟท์โลนได้โดยไม่ผิดกฎหมาย” นายกิตติรัตน์ กล่าว

นายธีระชัย ภูวนาถนรานุบาล รมว.คลัง กล่าวว่า ด้านการขอเงินกู้ซอฟท์โลนจากธปท.นั้น ขณะนี้ กระทรวงการคลังและธปท.เห็นตรงกันที่จะใช้เงินวงเงิน 3 แสนล้านบาท เพื่อนำไปปล่อยกู้ให้แบงก์พาณิชย์นำไปปล่อยให้แก่ผู้ประกอบธุรกิจเอสเอ็มอีและประชาชนรายย่อยที่ได้รับผลกระทบจากภาวะเศรษฐกิจด้านต่างๆ โดยกระทรวงการคลังจะเสนอออกพ.ร.ก.การกู้เงิน

ที่ประชุมคณะรัฐมนตรีเมื่อวันอังคารที่ 27 ธันวาคม 2554 มีมติรับหลักการข้อเสนอของนายกิตติรัตน์ ณ ระนอง รองนายกรัฐมนตรี ฝ่ายเศรษฐกิจ

ให้โอนคืนหนี้ของกองทุนฟื้นฟูและพัฒนาระบบสถานการเงินจำนวน 1.14 ล้านล้านบาท กลับคืนไปให้กับธนาคารแห่งประเทศไทย เป็นผู้รับผิดชอบชดใช้หนี้

เพื่อให้ยอดหนี้สาธารณะของรัฐบาลลดลงจากร้อยละ 40 ของจีดีพีเหลือร้อยละ 30 เปิดช่องให้สามารถกู้เงินเพิ่มเติมมาใช้ในการฟื้นฟูและซ่อมสร้างเศรษฐกิจภายหลังอุทกภัยครั้งใหญ่

แต่มี′ติ่ง′อยู่ตรงที่ให้ส่งเรื่องนี้ให้คณะกรรมการกฤษฎีกาทำการศึกษาผลดีผลเสียทางกฎหมาย

และมีผู้ออกมาแสดงความเห็นคัดค้านมติ ครม.อย่างชัดเจน ชื่อนายธีระชัย ภูวนารถนรานุบาล

1.14 ล้านล้านนี้มีที่มาที่ไปน่าสนใจยิ่ง

ผู้ผ่านประสบการณ์เจ็บปวดจากวิกฤตเศรษฐกิจการเงิน เมื่อปี 2540 คงจำได้

ในปีนั้น ไม่ใช่เพียงแต่แบงก์ชาติประกาศลดค่าเงินบาท ที่ทำให้หนี้สินของบริษัทที่กู้เงินต่างประเทศเพิ่มขึ้นร่วมหนึ่งเท่าตัวในทันที

แต่ยังประกาศปิดกิจการบริษัทเงินทุนที่ขาดสภาพคล่อง 56 แห่ง ซึ่งกองทุนฟื้นฟูฯ-ที่เป็นอีกสาขาหนึ่งของแบงก์ชาติ (ซึ่งทำเองไม่ได้เพราะติดขัดกฎหมาย) ไปแบกรับเอาไว้ทั้งหมด

นำสินทรัพย์จำนวน 851,000 ล้านบาทออกเร่ขาย

ได้เงินคืนมา 190,000 ล้านบาท

ส่วนต่างขาดทุนกว่า 500,000 ล้านบาท ที่กองทุนฟื้นฟูฯ ซึ่งกู้เงินมาจากแบงก์ชาติอีกต่อ จะต้องรับภาระ

ก็มีการเล่นแร่แปรธาตุในปี 2544 ด้วยการออกพระราชกำหนดโอนหนี้สินทั้งหมดของกองทุนฟื้นฟูฯ มาให้กระทรวงการคลัง หรือรัฐบาลเป็นผู้รับภาระในการจ่ายดอกเบี้ย

ส่วนแบงก์ชาติจะรับภาระใช้หนี้เงินต้น

10 ปีผ่านไป รัฐบาลมีภาระต้องจ่ายดอกเบี้ยจากการออกพันธบัตร เพื่อนำเงินไปใช้หนี้แทนกองทุนฟื้นฟูฯปีละกว่า 60,000 ล้านบาท มาทุกปี

เมื่อมองย้อนกลับไป มีคำถามอยู่ 2-3 ข้อ ที่แบงก์ชาติไม่เคยตอบกับสังคม

ข้อแรก นโยบายที่เลือกใช้ในวันนั้น โดยเฉพาะการปิดบริษัทเงินทุนที่นำไปสู่การล้มละลายของธุรกิจอีกเป็นจำนวนมาก ซึ่งพลอยขาดสภาพคล่องไปด้วย

ข้อต่อมา วิธีการขายสินทรัพย์แบบแยกเป็นกองใหญ่ที่ ปรส.ทำตามข้อเสนอของบริษัทที่ปรึกษาฝรั่งอย่าง′โกลด์แมน แซคส์′ ทั้งที่มีผู้ทักทวงเป็นจำนวนมาก ว่ามีแต่จะยิ่งทำให้เกิดความเสียหาย

เป็นนโยบายที่ถูกหรือผิด

และข้อสุดท้าย เมื่อแบงก์ชาติมี′อิสระ′ในการเลือกนโยบายว่าจะทำหรือไม่ทำอะไรได้เอง ตั้งแต่การกำหนดอัตราแลกเปลี่ยน ไปจนถึงการกำหนดชะตากรรมของสถาบันการเงิน

ถ้านโยบายที่ทำลงไปเป็นนโยบายที่ผิดพลาด

ใครควระเป็นผู้รับผิดชอบ

หลายๆ รัฐบาลที่ผ่านมา หวานอมขมกลืนกับภาระหนี้กองของทุนฟื้นฟูฯที่แบงก์ชาติมัดมือชกโยนมาให้รัฐบาล นำเงินของผู้เสียภาษีทั้งหลายไปจ่ายชดเชยให้ความผิดพลาดของตนเอง

แต่ไม่มีรัฐบาลกล้าพอที่จะโยนหนี้ก้อนนี้กลับไปยังต้นตอที่มา

เพราะว่า′ต้นทุนทางสังคม′ของแบงก์ชาติ ซึ่งสั่งสมมาตั้งแต่สมัย ดร.ป๋วย อึ๊งภากรณ์ ถูกยกย่องให้สูงส่งกว่ารัฐบาล ไม่ว่าจะมาจากการเลือกตั้งหรือแต่งตั้ง

และการโยนหนี้ก้อนนี้กลับคืนสู่ต้นตอนั้นมีปัญหาเทคนิคทั้งทางการเงินการคลังและทางกฎหมายหลายประการ

จนกระทั่งกลบคำถามตามหลักการง่ายๆ 2-3 ข้อที่ว่า

คนดีทำผิดไม่ได้-ทำผิดไม่เป็นหรือ?

คนดีเมื่อทำผิดแล้วไม่ต้องรับผิดชอบหรือ?

คนดีนั้นเป็นอิสระเป็นเอกเทศ ลอยอยู่กลางพาหิรากาศ

โดยไม่ต้องผ่านการตรวจสอบจากสังคมหรือ?

หรือแบงก์ชาติไม่ใช่องคาพยพส่วนหนึ่งของสังคมไทย?

Two Japanese firms announce investment in Thailand

Mitsubishi Electric and Hitachi Plant Technologies this week announced their decision to pour investment into Thailand, despite reportedly eroding confidence among foreign investors in the aftermath of floods.

Mitsubishi announced on Monday it would strengthen its global supply of parts and engineering services through the establishment of a parts-supply and engineering company in Thailand.

The company is launching a new state-of-the-art elevator which promises lower carbon emission through higher energy efficiency and plans to have the model manufactured in Thailand by Thai subsidiary, Mistubishi Elevator Asia.

Meanwhile, a parts-supply and engineering subsidiary, Meltec Parts & Engineering has been established in Chon Buri. Working in cooperation with Mitsubishi Elevator Asia, the new company will supply elevator parts worldwide, taking over the role from Mitsubishi Electric's Inazawa Works in Japan. Meltec Parts & Engineering will also provide modernisation and renovation services to building owners, using its strong engineering capabilities.

Hitachi Plant Technologies said it will also establish a subsidiary in Thailand this month. Together with investment in Indonesia and Vietnam, it plans to develop autonomous diversified operations and build close ties with customers and communities in Southeast Asia. With a new subsidiary in India to be set up in February, Hitachi's Asian network outside Japan will cover seven countries including Singapore, the Philippines and Malaysia.

"These local subsidiaries are being launched to speed up decision making and create a system to clarify responsibilities. The aim is also to develop business activity firmly rooted in the region," the company said in a statement released on last Monday.

It said the decision to establish the subsidiaries in Southeast Asia and India was in response to regional market trends and the desire to fulfil customers' needs.

Thailand's severe floods inundated nearly 1,000 factories in seven industrial estates causing huge damage. A large number of manufacturers were flooded while others suffered from supply-chain disruptions. The catastrophe is posting huge risks to the insurance industry.

Everest Re Group, the Bermuda- based insurer and reinsurer, said this week that flooding in Thailand would cost it US$100 million to $125 million after the reinstatement of premiums and taxes. The estimate is based on industry-wide losses of $10 billion to $15 billion. The company also said it expected to increase its loss estimate for the March earthquake in Japan by $26 million.
