Jakarta Merupakan kota Mall terbesar Didunia





VIVAnews - Pembangunan fisik di Jakarta tidak selalu mendapat tanggapan positif. Pembangunan yang tidak sesuai dengan tata ruang, justru dituding sebagai salah satu penyebab dari kesemrawutan kota ini.

Tanggapan muncul dari pengamat tata ruang kota Universitas Trisakti, Yayat Supriatna. "Jakarta telah menjadi kota mal terbesar di dunia," kata Yayat di Jakarta, Senin 24 Agustus 2009.

Menurut dia, saat ini terdapat lebih dari 130 mal berdiri di Jakarta. "Jika ditambah dengan di lingkungan Bodetabek maka berjumlah 173 mal," ungkap dia. Mal atau pusat perbelanjaan itu tersebar di lima wilayah di Jakarta dengan luasan antara 20.000 meter persegi hingga 120.000 meter persegi. Yaitu di kawasan Mangga Dua, Bundaran HI, Blok M, Kelapa Gading, dan Senayan.

Munculnya puluhan mal itu, terang dia, berdampak pada mobilitas warga. "Hanya berputar di rumah, tempat kerja dan mal," kata dia. Selain itu, untuk keperluan harmonisasi sosial dan relaksasi, masyarakat Jakarta harus berhadapan dengan watak komersial dari sebuah kota metropolitan. "Jakarta hanya dinikmati masyarakat kelas menengah ke atas," terang Yayat. Sedangkan masyarakat kelas bawah, lanjut dia, hampir mustahil untuk menikmatinya.

Akibatnya, Yayat memaparkan, Jakarta bukan lagi menjadi tempat yang nyaman untuk ditinggali. Berdasarkan survei Pricewaterhouse Cooper (PwC), pasar property di Jakarta, dikuasai para spekulan dan didominasi oleh ruang-ruang komersial untuk perbelanjaan dan perkantoran. Nilai ekonomi per-ha2 di wilayah Jakarta Pusat, Yayat mencontohkan, mampu memberikan kontribusi terhadap PDRB sebesar sekitar 4 milyar per tahun.

"Penduduk lebih cenderung untuk tinggal di wilayah pinggiran, sedangkan wilayah pusat untuk mencari penghasilan (bekerja)," jelasnya.

Yayat juga mengatakan, hadirnya mal tersebut, dalam konteks ruang kota, telah menimbulkan benturan antara berbagai kelompok masyarakat yang berujung adanya gejala invasi dan penetrasi. "Hal ini menimbulkan persaingan,"ujarnya.

Sehingga, tutur dia, kawasan komersial yang ada terus melebar dan menggusur permukiman serta ruang terbuka hijau. Misalnya di Kawasan Kemang dan Tebet saat ini telah berubah menjadi kawasan yang ramai dengan kegiatan bisnis.

Implikasi dari merebaknya komersial adalah semakin berkurangnya ruang publik dan hampir tidak ditemukannya lagi taman-taman yang dapat digunakan untuk menciptakan harmonisasi sosial dan relaksasi.

Dari persoalan di atas, papar Yayat, diperlukan redistribusi peran dan fungsi kota Jakarta ke daerah sekitarnya. Juga diperlukan pengembangan pola kerjasama antar daerah yang lebih konkrit. "Tidak ada metropolitan jika tidak ada kerjasama antar daerah," jelasnya. Selain itu Jakarta jangan terlalu diberatkan dengan beban kepentingan yang melebihi daya dukungnya.

Untuk itu, pemerintah provinsi DKI diminta untuk melakukan audit atas kesesuaian antara izin yang diberikan dengan dengan pembangunan gedung yang ada serta menginformasikannya secara transparan. "Diperlukan pengedalian yang ketat terkait perizinan," ujarnya.
