Heart care centre for Shimoga

He said that the district will be brought under the purview of Vajpayee Arogyashree Scheme. The State Government had provided Rs. 2,428 crore for the Department of Health and Family Welfare and Rs. 826 crore for medical education in the budget of 2011-12, he said. He regretted the reluctance on part of the young doctors to serve in villages. The State Government is contemplating on introducing a law, making it mandatory for medical graduates to serve in rural areas , he said. MLA and president of the Bharatiya Janata Party State unit K.S. Eshwarappa, MP Ayanur Manjunath, and MLC R.K. Siddaramanna were present.

ORR in Hassan incomplete even after seven years

With the strong rumours doing rounds on completion of ‘Outer Ring Road’, the farmers on the outskirts of Hassan are hoping to becoming richer soon, dreaming of selling their lands for a premium.

Whether the ring road will be a reality or not, but the construction of the ring road haunts the residents like a bad dream even after seven years.

The main objective of the ring road was to prevent traffic jam and to reach the bypass road from the B M Road of the town. The nine kilometre stretch ring road begins from the dairy circle touches the Salagame road by completing 3.18 km. Years have passed after this, but no effort or step has been taken to complete the remaining stretch.

According to the plan, the road from Salagame proceeds and connects Devarayanapattana. But the change in governments has affected the works. The officials of Public Works Department explains that the delay in awarding compensation to the farmers whose lands have been acquired for laying a four-lane road is the main reason for the works to be stalled. The works have come to a halt near Salagame and the land owners after this have not been paid compensation.

The farmers are adamant that they would not handover the lands until their compensation has been paid and the amount stands to Rs 1.5 crore. If the pending dues are paid the works would complete by next year, say the officials.

The PWD has prepared a project with an estimation of Rs 15.35 crore including Rs 1.5 crore compensation amount. Earlier, the project was planned at an estimation of Rs eight crore.

Debris

The outer ring road is also a perfect example for how the incomplete works have an impact on the surroundings and the environment. With the hope that ring road will pass through the area, many had purchased sites in the surroundings.

The prices of the lands have skyrocketed and the incomplete works has become a haven for illegal activities. It is a challenge for people to walk on the stretch in the night.

Increasing cases of chain snatching, dacoity and others have been reported at the premises.

Apart from this, the garbage has been dumped on both the sides of the ring road since two years. The waste includes mutton waste, garbage from hotels, dead animals and others and the residents have a tough time to combat the unbearable stench.

If the government sanctions Rs 15.35 crore, the works will be taken on warfooting and completed within a year. The public and elected representatives should lay stress on the same, say the authorities concerned.

Underpass at Shivappa Nayaka Circle to be opened soon

The formalities related to handing over the underpass from Public Works Department (PWD) to City Municipal Council (CMC) will be completed by first week of March.

The officials of CMC, PWD, the Karnataka State Urban Water Supply and Sewage Board will conduct a joint survey of the structure. After the joint survey, the issue will be deliberated in detail at the meeting of CMC scheduled to be held on March 2. The underpass is likely to be opened for public usage immediately after the meeting of CMC.

The widening of the road and construction of underpass was commenced in 2008 with an objective to ensure easy flow of vehicles on B.H. Road. The underground pass connects Amir Ahmed Circle, Shivappa Nayaka Circle, and Gandhi Bazaar. It was inaugurated by Chief Minister D.V. Sadananda Gowda on October 13, 2011.

The underpass, which was inaugurated four months ago, was not opened to public because of the delay in handing it over to CMC. The underpass were locked by the authorities. CMC president S.N. Channabasappa told The Hindu over telephone that, issues related to maintaining cleanliness, and security at the underpass would be discussed in the meeting of CMC. Once the underpass was opened, the CMC would deploy security personnel there to avoid nuisance. The meeting would take a decision on the timing of closing the underpass in the night, he said.

Two-way traffic hurdle for motorists in Hassan

Even when the road was open for one-way traffic, police personnel would be posted on the road in order to hold motorists driving from the opposite side. However, with the introduction of two-way traffic, police personnel are yet to be seen on the road.

Following this, People visiting hospitals and other shops on the road park in a haphazard manner inconveniencing motorists. Autos are seen parked on either side of the road.

One of the shopkeepers opined that traffic woes would reduce if vehicles would move from M G road to B M road instead of the existing situation. A larger number of people would benefit from this. 

Also the police department should enforce parking rules on the road to ease the traffic congestion. A move by city municipal council to widen the road would also help motorists.

Deadline set for completion of Shimoga airport work

Mr. Vedmurthy inspected the ongoing construction work at the airport on Thursday. Speaking on the occasion, he said the technical glitch that had caused the delay in the implementation of the work would be addressed at the earliest. He said a proposal seeking Rs. 15.30 crore had been submitted to the Government to provide drinking water facility here.

In addition to this, Rs. 25 crore was required to shift 7-km six high voltage electric lines here.

The work of construction of approach roads to the airport is under way and Rs. 3 crore is required for its completion. He said the Government had been apprised of the progress of the work. He said that 80 per cent of the work of the construction of runway had been completed.

The mini aircraft would start flying into Sogane in five months.

A coordination committee had been formed to expedite the work of construction of the airport, he said. Tahsildar Manjunath was present.

Shimoga district plan panel seeks Rs. 186.63 cr. for 2012-13

The District Planning Committee has submitted a proposal to the Government seeking Rs. 186.63 crore grants for various planning programmes for 2012-13, said Chief Planning Officer of the zilla panchayat Shankarappa.

In 2011-12, an amount of Rs. 144.14 crore grant was provided for the district which included Rs. 95.94 crore provided by the State Government and Rs 48.20 crore provided by Centre. The committee has urged the Government to enhance the allocation by Rs. 42.48 crore this year, he told the meeting of District Planning Committee in the city on Monday.

Speaking at the meeting, President of Shimoga City Municipal Council (CMC) S.N. Channabasappa said that the zilla panchayat provided grant for maintenance of government schools in rural areas. As government schools in urban areas did not come under the purview of the zilla panchayat, he said that a proposal should be submitted to the Government to allocate special grant for them.

Coordinator of Sarva Shikshana Abhiyan Ganapathi told the meeting that last year Rs. 14 crore was allocated for the district for Akshara Dasoha scheme. As the number of beneficiaries and the price of the foodgrains were expected to rise, the Government had been urged to provide Rs. 23 crore for the purpose in 2012-13, he said.

Zilla panchayat member Esur Basavaraj said that many villages in the district lacked ample space to cremate the bodies. The zilla panchayat should provide funds to develop a cremation ground in every gram panchayat limits, he said.

District Health Officer Dr. Channabasappa said Rs. 10,000 would be provided annually for each village-level sanitation committee to maintain cleanliness and sanitation there.

After detailed debate, the meeting resolved to press the Government to provide funds to purchase a suction machine for each taluk to clean the toilet and drainage pits.

President of Shimoga CMC Mr. Channabasappa asked the officials of the Department of Horticulture to develop gardens in schools and at public schools in rural areas.

Zilla panchayat president Shubha Krishnamurthy said according to the new guidelines of the Mahatma Gandhi National Rural Employment Guarantee Scheme, a garden should be developed in each village. She asked the officials of the Department of Horticulture to act according to the guidelines.

The meet resolved to press the Government to enhance the allocation for Yuvajana mela fests. Zilla panchayat vice-president H. Gangadharappa was present.

Solar energy likely for streetlights of Shimoga

Based on the result of the experiment, the plan would be extended to other parts of the city, he said.

The solar energy would be used at the office of the CMC. It was possible to overcome the power crisis by harnessing the solar energy.

Nehru Stadium to be upgraded

Vice-president of the Karnataka State Sports Authority Girish Patel has said that sporting amenities at Nehru Stadium here will be upgraded.

He told presspersons on Tuesday that it had been planned to construct a viewers' gallery, drainage, develop the basket ball court, and install a cow guard.

A proposal seeking Rs. 3.5 crore had been submitted to the government, he said.

Work on laying a synthetic track at the stadium at a cost of Rs. 3.09 crore had commenced.

A proposal had been submitted to the government seeking Rs. 1.4 crore more for the track work, Mr. Patel said.

Non-sporting activities would not be allowed at the stadium after completion of work on synthetic track, he said.

A walkway would be built on the periphery of the stadium, he said.

He said that a district sports complex would come up at Swamy Vivekananda Extension in the city on 4.21 acres of land.

Project

The proposed project would be implemented at a cost of Rs. 10.64 crore. The government had released Rs. 5 crore for the purpose. A swimming pool of international standards and an indoor stadium would be constructed here.

He said that indoor stadiums would be constructed in all taluk headquarters in the district. Work on an indoor stadium had commenced on Kanaka Mantap ground in Bhadravathi at a cost of Rs. 80 lakh. The government had agreed to release Rs. 25 lakh in the first phase, Mr. Patel said

It had been planned to construct wrestling centres at Gandhi Bazaar in the city, Harnahalli, Ayanur, Kalmane and Holehonnur villages. Work on the same had begun at Kalmane village, he said.

He said that the government had been urged to appoint coaches for all stadiums in the State at the earliest.

President of the Shimoga City Municipal Council S.N. Channabasappa, president of the Shimoga Urban Development Authority Dattatri, and BJP leaders Jnaneshwar and Nataraj were present.
