Bountiful Batanes
No sadness to deal with, no happiness to suppress, no fears to conquer, no standards to conform to and no expectations to meet is what Batanes seems to be though you’ve only seen it through paintings and other artistic styles in the recent exhibit in Metropolitan Museum. Dubbed as Glorious Batanes, it featured more than 70 recent works inspired by the visits of artists Lito Baldemor, Araceli Limcaco Dans, Alfred Galura, Felipe Mayoya, Justin Nuyda, Azor Pazcoguin, Tito Sanchez and Janice Luison-Young to the northernmost part of the country. Invited by Butch Abad—owner of an ancestral home in Batanes—the eight artists spent eight days to see what the charming place has to offer. “We fell in love with the place as soon as we got there. We want to propagate to Filipinos what Batanes is all about. Its like you’re not in the Philippines at all. Though the province is constantly swept by wind and rain, it is still very cultured. The word ‘beautiful’ to describe it is still superficial,” Dans says. Though the artists only have one subject, they managed to express and appreciated the island with different styles. Besides paintings, there are sculptures, figures and sketches. Just by looking through the artworks, one can feel the seaside town and its breezy atmosphere. Its rolling hills and mountainous province surrounded by pristine waters were very apparent in the masterpieces. Included in the collection were the artworks such as Hiyasang Maliliit na Bato ng Batanes by Nuyda, Dala ng Agos I & II, Tumitingin Papaloob I & II, Mag-ina by Dans, Tabing Dagat sa Batanes by Galura, Magandang Huli sa Umaga by Pazcoquin, Nag Iisang Batanes by Mayoya, Dahon ng Saging I & II by Baldemor among others. Typical representations were also seen including the vakul or the raincoat made of straw worn by Ivatan women, the tataya or the unique outrigger-less boat, the abundant catch of arayu or dorado fish and the cal y canto or the Ivatan native houses. “One of the outstanding sites to see are the ancestral homes that were built four centuries ago. Made by the Ivatans, it was meant to surpass typhoon and its indigenous design simply tells that the makers have high intelligence,” Dans beams. Dans shares how Ivatans are very fluent in speaking English and admired their honesty and hospitable attitudes. She had an amusing experience when she was able to see the “friendship/honesty store”—a small store with different grocery goods such as sugar, vinegar and canned food among others—with no person looking after it. Payments and change for the purchased goods are placed in a little basket. “Batanes exhibit elicited a feeling of purity [unadulterated] in the midst of painted rugged landscape, original ‘architecture’ and innocent faces of its people. It is amazing that the different ‘eyes’ and perspective of different artists invite you to experience Batanes for yourself. I felt so proud of our artists,” Nerissa Mamburan, an art enthusiast shares. |

2009/01/21 15,000 individuals availed "Pabahay Program" in Region 2 Tuguegarao City (21 January) -- Some 15,000 individuals benefited from the Housing Program of the government through the Home Development and Mutual Fund (HDMF) or Pag-ibig Fund loan assistance. Geraldo P. Soriano, Chief-Marketing Division, said 5 developers in the region catered to many families who availed of this housing projects. In terms of collection status, the region surpassed the 90 percent collection efficiency in the housing loan program, very satisfactory as compared to other areas and other lending institutions. Soriano mentioned that the people who availed of the program were from the professional sector, the Overseas Filipino Workers (OFWs) and the self-employed or business sector. Presently, there are about 8,000 outstanding clients of the program. Within this year, Soriano announced that there will be more housing units to be available after the current construction efforts of the different developers to attain the goal of the government to provide affordable decent homes to every Filipino family. 2009/01/21 RDC-2 endorses 6 bridge projects in Cagayan Valley Tuguegarao City (21 January) -- The Regional Development Council (RDC) Region 2 has endorsed the construction of additional 6 bridges in the Phase II of the Urgent Bridges Construction Project for Rural Development (UBCPRD). The Department of Public Works and Highways has identified the 6 additional bridge projects from the bridge master plan which are included in the 67 bridges proposed for implementation under the Phase II of the UBCPRD. DPWH Regional Dir. Eugenio R. Pipo said the 6 bridge projects were selected based on the peace and order situation of the area, location, Average Annual Daily Traffic (AADT), contribution in enhancing local access, alternative route in case of disaster and the Economic Internal Rate of Return (EIRR). The 6 bridges include the 455m long Tulong Bridge (Cagayan), the 600m Cabagan-Sta. Maria (Isabela), the 35m Ilot Bridge (Isabela), the 216m Maddiangat Bridge (N. Vizcaya), the 60 m Siguem Bridge (N. Vizcaya) and the 160m Biyoy Bridge (N. Vizcaya). "The identified bridges for proposed funding and implementation are located in poorly accessible production areas in the region and are top priority of the concerned provincial governments," Pipo added. He also said that the bridges when constructed will not only cater to the improvement of production and productivity in the area but will also provide better access to basic social services of residents in the benefited barangay that basically belong to the 5th to 3rd income class municipalities, where most of which are IRA-dependent Local Government Units. Pipo explained that the project involves the construction and replacement of unserviceable bridge structures in identified areas which will be implemented under the President's Bridge Program Office of the DPWH. "The project costs a total of P2,839.10 Million that covers the construction of bridge structures, approaches and provision of drainage facilities…" Pipo added. Pipo also added that the projects are consistent to the thrust of the present administration in underscoring the need to alleviate poverty in the countryside and mainstream the greater number of rural communities and it is fully supported by the concerned LGUs as manifested by the various endorsements from the different provincial government bodies. 2009/01/21 RDC-2 pushes dredging of Cagayan River Tuguegarao City (21 January) -- Members of the Regional Development Council (RDC) Region 2 agreed to conduct a feasibility study on the dredging of the Cagayan Riverine System. To safeguard and ensure the sustainable development of water, land and other resources in the Cagayan Riverine Zone, the council members said the feasibility study on the dredging of the Cagayan Riverine System must focus on issues and concerns in the Cagayan River. NEDA Regional Director Milagros Rimando, Chairperson-Regional Committee on Sustainable Development, said among the strategies to be adopted in mitigating the destructive effect of flooding is the reduction of area and time of inundation through the maintenance of desired depth of the river by dredging whenever needed and wherever feasible to accommodate the excess water run-off during rainy seasons. Rimando explained that the areas that need to be dredged should be spared from any extraction to safeguard infrastructure facilities and fishery resources. In the resolution, the feasibility study will identify and delineate zone areas that require dredging as well as sections that should not be disturbed from any form of extractions and to identify areas that need further studies and researches. Rimando further explained that the council is looking forward to Senate President Juan Ponce Enrile to intercede in the sourcing of funds for the conduct of the study. The study requires P1.48 Million budgets and its scope includes the primary data gathering such as topographic survey, hydraulic survey, geologic survey; the secondary data gathering of the socio-economic, meteorological, environmental; and other activities needed to be conducted. Meanwhile, RDC prepared a Memorandum of Agreement to forge a covenant among concerned agencies and institutions to synchronize dredging activity which includes the general policy guidelines and procedures and the specific roles and responsibilities of concerned Regional Line Agencies, Provincial Local Government Units and State Universities and Colleges. Cagayan, Isabela tops in sex abuse cases in Region 2
02/19/2009 | 08:18 PM TUGUEGARAO, Philippines – Police have intensified their efforts to curb sexual abuse following reports of the rising number of rape cases in Cagayan Valley region (Region 2). In a report, Sr. Inspector Myrna Domingo of the Philippine National Police’s regional office disclosed that of the 98 recorded cases in the region between 2008 and the current month, with Isabela accounting for 35 followed by Cagayan with 33. Nueva Vizcaya posted 18 and Quirino had 10. Batanes which is noted for its claim to zero crime rate did not report any rape incident. Earlier, the Commission on Human Rights (CHR) in Region 2 blamed low regard for morality as a precursor to sexual abuse, particularly against minors. “The PNP report is just a tip of the iceberg. We surmise that many more victims chose to remain silent out of fear and the stigma that goes with the experience," said one CHR personnel. The clergy have also called on the authorities to put a stop on the proliferation of smut materials being sold openly on the streets. The availability of pornographic materials, according to the Church, is one of the culprits for the rising cases of sexual abuse. Data show that more than 50 percent of molestations were committed by acquaintances like long time neighbors, classmates, and friends of the victims’ parents and some by in-laws or persons in authority including blood relatives or stepfathers. - Floro Taguinod, GMANews.T |
