There are proposed trams in Annaba, Batna, Bechar, Bejaia, Biskra, Blida, Djelfa, Ouargla, Sétif, Sidi Bel Abbès, Tébessa, Mostaganem and Tlemcen; proposed metro in Oran - I heard all systems are under construction.

If it is true, then could anyone say when these tram and metro systems will be opened for public? It is better to say one by one cities.

Project in red didn't start. They are still project.
Project in blue are under construction and will be endend by 2017 !

The World Bank at the bedside of the metros of Oran and Algiers?

How to maintain the effort to realize the economic infrastructures while decreasing the expenditure of equipment of the State? The answer is in the use of public-private partnership funding but also in international cooperation.

Information published in the torpor of the weekend has gone virtually unnoticed. It is the official APS agency that says so. Four transport pilot projects selected for funding by the World Bank (WB), following a government decision, were discussed in Algiers on Thursday following a meeting on public-private partnership . One of them concerns the construction of the Oran metro, a second extension of the Algiers metro and the other two, the toll project on the East-West motorway, and the pilot bus line "High-level services" that must link Tafourah to Houari-Boumediene International Airport. Information was given to the APS by the Director General of Infrastructure at the Ministry of Public Works and Transport, Mr. Boualem Chetibi.

These projects will be the subject of a feasibility study in the framework of the public-private partnership with technical and financial support from the World Bank (WB) following a government decision, Chetibi said. Experts of the WB all regulatory, technical and even financial aspects to accelerate the process of a win-win partnership, which essentially aims to develop and diversify the infrastructure in our country, "he added. The same official said that the four projects are likely to be selected for World Bank financing under the PPP, noting that the WB provides technical support and funding for expert studies.

More than $ 2 billion in funding needed

The amount of funding required for the two main projects was revealed. For the Oran metro (19.7 KM with 20 stations), the estimated total cost is 168 billion DA (about 1.5 billion dollars). The proposed extension of the Algiers metro (Place des Martyrs - Chevalley) over a distance of 9.5 km with 8 stations is expected to cost 74 billion DA (about 770 million dollars)

Outside Debt: End of a "taboo" ...

In order to solve the complicated equation for the financing of public investment, it will be necessary in the coming period to multiply the solutions by renouncing on the way a certain number of "dogmas". The foremost among them is the prohibition of external indebtedness. Almost last year, at about the same time, it was announced very officially that Algeria had just formalized its decision to resort to external borrowing to finance a first major project of equipment. This is the new commercial port of the Center, planned at Cherchell. The cost of the project, which is very high, is estimated at $ 3.3 billion. It will be supported financially by a long-term Chinese credit. The two Chinese companies and the National Public Port Group, which signed the Memorandum of Understanding, set up a joint-stock company under Algerian law. It is this company that will take care of obtaining a loan from the Chinese banks.

Towards the resumption of cooperation with the World Bank

Relations between Algeria and the World Bank have been virtually at a standstill since the middle of the past decade. The reason for the almost complete interruption of cooperation between the WB and Algeria is due to a very simple reason, which is the policy of all-out debt reduction adopted by the Algerian authorities from 2003 to 2004. Implementation without nuances, It has caused a series of collateral damage, most notably the almost complete drying up of cooperation with the international financial institutions. The World Bank is not alone, and institutions such as the African Development Bank (AfDB) have also seen their activities and representations in Algeria reduced to their simplest form until the announcement at the end of the Last year, of the granting of a loan of 900 million dollars to Algeria.
