More flights for Patnaites

Flyers to and from the state capital will soon have many more flights as various airlines gear up to either resume their suspended flights or introduce new ones.

Kingfisher Airlines is all set to resume its Delhi-Patna-Delhi (IT-3347) operation. The flight, which will have a capacity of about 150, will start its operation by March-end.

IndiGo Airlines is planning to start a new daily flight from Patna to Bangalore from next month. According to sources, the low-cost carrier has submitted details of its new flight operation to the director general of civil aviation for consideration. However, no official confirmation has yet been received about the date of the flight.
Jet Airways is also going to resume its daily Delhi-Patna-Delhi flight (9W-727) from February 21. Jet's 9W-727 will originate from Delhi at 5:30 pm and arrive at Jaya Prakash Narayan International (JPNI) airport at 7 pm. The flight, which will have a capacity of 140 passengers, will leave the city at 7:30 pm. The airlines had suspended this flight from December 1 due to some operational reasons.

Air India will also resume operation of its suspended Delhi-Patna-Delhi (IC 407) flight from February 16. The flight will leave Delhi at 11:40 am and reach here at 1.10 pm, and leave for Delhi after 40 minutes. AI had suspended this flight in the first week of December due to some operation problems.

AI also proposes to change the timings of its current flights on Delhi-Patna-Delhi route. AI morning flight IC 409 which leaves Delhi at around 9:40 am and arrives here by 11 am will be leaving Delhi at 6.45 am and arrive at Patna airport at 8.05 am from December 16. The flight will return to Delhi after 35 minutes.

AI's evening flight IC 415 will also operate with a changed schedule from February 16. The Patna-bound flight will leave Delhi at 6.05 pm and reach JPNI airport at 7.30 pm. The flight will return to Delhi at 8.10 pm.

On the other hand, Kingfisher Airlines is also likely to resume its direct Patna-Ranchi air service soon. According to sources, it had suspended its Patna-Ranchi flight (IT-3571) about four months ago, which is likely to be to resumed by the end of March.

Bhojpuri film fest begins in Patna

A three-day Bhojpuri film and cultural festival began here Monday to mark 50 years of the industry that has a large audience in Bihar and Uttar Pradesh.

Several well-known faces associated with Bhojpuri culture are attending the festival, where they will discuss the past, present and future of Bhojpuri cinema and its impact on society.

The big attraction of the event will be Bhojpuri stars like Kunal Singh, Manoj Tiwari and Ravi Kishan. Over 10 artistes, including Pundit Chunnulal Mishra, Sharda Sinha, Vijaya Bharti and Bholanath Mishra, will perform at the festival.

Avinash, the brain behind the festival, told us that six Bhojpuri films, including "Ganga Maiya Tohe Piyari Chadhaibo", the first Bhojpuri film, would be screened at the festival.

The festival has been organised by the Delhi-based Foundation for Media Culture and Cinema Awareness.

Bhojpuri is a dialect spoken mainly in north Bihar and the Bhojpur district. It is also spoken in parts of eastern Uttar Pradesh.

Second terminal for suburban trains in Patna mooted

The railways is mulling over a fresh proposal to build a second terminal for suburban trains at the vacant Hardinge Park land to take pressure off from the Patna Junction. The Patna Junction, which has become a hub of passenger trains, is likely to witness huge traffic flow after commissioning of the Digha-Sonepur rail bridge in 2012-2013.

The Park site, which was vacated by private vehicle owners, is an ideal place for the construction of double discharge (DD) platform on the pattern of Mumbai s Victoria Terminal. This terminal would easily cope with the traffic load of both passenger trains coming from north Bihar and local suburban trains, too.

According to sources, there are seven to eight pairs of local trains coming from Ara-Buxar end. These trains originate from Patna Junction. A few pairs of local trains have been added to the newly constructed Ara-Sasaram line. Thus, this proposed terminal would cope with the rush of passenger trains coming from Buxar-Ara , Sasaram-Ara and Muzaffarpur-Digha-Phulwari ends, sources said, adding the newly built Pataliputra station is to be made functional in March/April this year.

The plan to build DD platforms on Park land was mooted when Nitish Kumar was the railway minister. However, this plan could not be translated into a reality as the state government could not hand over the land to the railways for one reason or another, an ECR official said.

Now that Nitish is the chief minister, the railway experts wonder whether he would welcome this idea to build a second terminal for suburban trains at the Park land. In lieu of it, the state government could take over the R-Block-Digha railway line to build four-lane roads , a railway official added.

According to sources, this proposal was first approved by the Railway Board in 2003-2004. It was to be completed then at an estimated cost of Rs 20 crore to Rs 25 crore. The Patna Regional Development Authority (PRDA), now merged into the Patna Municipal Corporation, had in principle also agreed to hand over the land to the railways for development work. However, this proposal was temporarily shelved due to non-availability of the land, sources said.

Under the approved plan, the railways intends to build both terminal and rake maintenance line at this proposed site. The railways is also keen to build a multi-purpose platform at the Park land so that traffic movement could be smooth in and around Patna Junction from 2012 onwards , an ECR official said.

There are already flights available from Patna to BLR via Kolkata, Delhi and Mumbai. I think due to the load Indigo has decided for a direct flight.

Parking space norms being flouted

Road traffic in the city is already chaotic. And, the situation is likely to worsen further in the next six months, what with several commercial complexes coming up in city's densely-populated areas without enough parking space, exploiting the 'loopholes' of the system.

Today, it takes nearly 20 minutes to reach Gandhi Maidan from Dak Bungalow roundabout because of the heavy traffic. One can imagine the traffic scenario after six months when four new huge commercial complexes would come up at Fraser Road alone.

According to commissioner, Patna Municipal Corporation (PMC), Manish Kumar, the mall-cum-multiplex opening at Pataliputra Colony is the only one that is being constructed as per the act related to multiplexes and malls.

Kumar told TOI that in next six months the city would have more than 10 new commercial complexes in important areas including Rajendra Nagar, Boring Road, Frazer Road, Exhibition Road and Pataliputra Colony.

He said Bihar was the only state where architectural designs for the construction of commercial complexes were being okayed by individual architects, and not by PMC.

The upcoming commercial complexes, according to Kumar, are vulnerable to earthquake and damage as they are not suitably built. "They are not providing the required parking space, though they claim to do so. As a result, the city is likely to face acute traffic problems in the coming months," he said.

"We do not have the power to pass the plans for construction of commercial buildings. We can stop their construction if we receive any complaint from any individual or if we find out that they are not fulfilling our norms and not maintaining the required standard," he said.

Traffic police officials are waiting for these commercial complexes to begin functioning to make any traffic plans. Traffic SP, Patna, Ajit Kumar Sinha said, "As per the new norms passed recently, no complex can open without our 'no-objection certificate'. So if they do not provide sufficient parking space, they will face problems."

"Our priority will be that they provide adequate parking space and do not hinder the flow of traffic," he added.
Laxmi Kant Patel, executive engineer, New Capital division, road construction department, said, "These commercial complexes have to provide parking space. As far as construction of new parking slots is concerned, we have certain limits."

62 stalls at handloom expo in city

Handloom products from various parts of the country are on sale at 62 stalls at the ten-day handloom expo that opened at the Sinha Library ground here on Wednesday.

The national level exhibition-cum-sale of exquisite handloom products is organised by the Union ministry of textiles under a scheme for the welfare of handloom weavers. Bihar State Handloom Weavers' Cooperatives Association is also one of the main organisers.

A variety of handloom and silk products from Karnataka, J&K, UP, Andhra Pradesh, Bihar, Jharkhand, Madhya Pradesh, Maharashtra, Rajasthan, Tamil Nadu and West Bengal are on sale at the expo which would remain open from 11am to 8pm. Stoles, blankets, quilts, towels, bed sheets and wedding sets are also on sale.

Inaugurating the exhibition, Bihar industries minister Renu Kumari Kushwaha said small scale industries provide job opportunities to the unemployed youth. "The state government has decided to help the local talents in all possible ways so as to stop their migration," she said.

Director (industries, handloom and silk) Uday Narayan Thakur said the government has initiated steps to provide soft loans to weavers. "The government is in the process of having talks with nationalised banks for the purpose," he said.

In a first, PMCH’s alumni global meet in city

In a first, Patna would host the global meet of Patna Medical College Alumni Association (PMCAA) which would coincide with the college's 86th foundation day celebrations on February 24 and 25.

At least 2,500 doctors, including 100 and odd from abroad, are likely to attend the event. "The global meet is held every year in the USA. The venue has been shifted to Patna this year," PMCAA president Dr Manju Geeta Mishra said on Wednesday.

The main agenda of the college foundation day and alumni reunion is to deliberate how to develop Patna as a medi-city. "We will explore the possibility of providing high-end medical facilities in the city. We want to provide all such medical facilities in Patna for which people have to go to metros," PMCAA secretary Dr Jitendra K Singh said.

The event would also see experienced doctors interacting with young doctors, which would help the latter update their skills. This will also help in the advancement of medical services in the state, Singh said.

Governor Devanand Konwar has consented to inaugurate the function on the second day. State health minister Ashwani Choubey is also expected to attend the meet at which 27 toppers would be given gold medals.

Railways to ply special trains

Railway administration has decided to ply various special trains to meet passenger rush. In this connection, special trains between Patna-Delhi, Gaya-Delhi and Patna-Ajmer would be plied soon.

Special train having number 03281-03282 would be plied between Patna and Ajmer. This train would leave Rajendranagar (Patna) every Saturday at about 5:00 pm from April 16 to June 25 and would pass through Patna, Danapur, Ara, Mughalsarai reaching Allahabad at 1:10 am. After that, it will pass through Kanpur, Tundla, Agra Fort and finally terminate at Ajmer at 3:35 pm on Sunday. During the return journey, the train would ply every Sunday from April 17 to June 26. It would leave Ajmer at 11:55 pm and reach Allahabad next day at about 5:30 pm and finally terminate at Rajedndranagar at 00:10 am.

Train number 04001-04002 would be plied between Patna and Delhi. This train would leave Patna at about 2:10 pm and after passing through Danapur, Ara, Buxar, Mughalsarai would reach Allahabad at 9:15 pm, New Delhi at 11:30 am next day and finally terminate at Sarai Rohilla at 12:00 noon. This train would ply from Patna end on March 13,16 and 21. During the return journey, the train would leave Sarai Rohilla at 5:20 pm and reach Allahabad 5:45 am on the next day and finally terminate at Patna at 1:10 pm. This train would ply from Sarai Rohilla end on March 12, 15 and 18.

A special train would ply between Gaya and Delhi having number 03685-03686 from April 14 to June 30. This train would leave Gaya every Thursday at about 8:00 pm and reach Allahabad at 1;25 am and terminate at Delhi at 11;55 am. During the return journey, the train would leave Delhi every Friday at about 7:10 pm and reach Allahabad next day at 3:45 am and finally terminate at Gaya at 9:45 am.

Golf tourney opens today in city club

As many as 52 golfers hailing from Delhi, Jamshedpur, Kolkata, Ranchi and Varanasi would participate in the Patna Golf Club (PGC)-sponsored annual golf championship.

The three-day event that opens on Friday would also see 250 golfers from the city in action, PGC secretary Mohit Ahulwalia told newsmen on Thursday.

On Day 1, competitions will be held among women, children and senior citizens and up for grabs would be the SBI trophy. The event will be inaugurated by Indian Oil general manager B B Choudhary.

The second day will see 150 experienced golfers pitted against one another for the Kalyanpur trophy. Chief minister Nitish Kumar will distribute trophies among the winners on Saturday evening. Cine actor and BJP MP Shatrughan Sinha would also attend the ceremony at which PGC, one of the country's oldest golf clubs, will release a souvenir.

On the concluding day on Sunday, a fun golf competition will be organized for the club's members. Winners of the club's regular matches will be given prizes on the day.

Founded in 1916, PGC has 600 member-golfers, including 40 women.

No liquor sale in Patna after 10 pm

The excise and prohibition department has rejected the demand of liquor traders to increase the timing of liquor sale to 11 pm from the present 10 pm.

While excise and prohibition minister Bijendra Prasad Yadav justified the government's decision to increase the volume of quota of foreign made liquor and beer in the fiscal year 2011-12, liquor dealers in the city have protested the move, citing increased annual licence fee they would have to deposit.

The dealers complained that despite low sale, they will have to lift the fixed quota, which would put undue pressure on them. To overcome the loss, they demanded extension of the time limit for selling liquor from the current 10 pm to 11 pm.

The Patna District Foreign Liquor Retailers Association had alleged that before issuing "sales notification" on February 9 for fiscal year 2011-12, the state excise and prohibition department did not concede to their demand despite giving an assurance to that effect.

Again, the settlement date was fixed on February 24, thereby increasing the quota of foreign liquor by 15% and beer by 50% as compared to the previous fiscal year, it alleged. The association said the state government lays emphasis on prohibition but, on the contrary, it has fixed an increased quota for sale. It said due to the increased quota, the annual licence fee too had increased.

Excise minister Bijendra Prasad Yadav said, "Increase or decrease in quota will have no effect on prohibition. People fond of drinking will continue to drink." Countering the charge that the government talks of prohibition even as it has increased the quota of liquor for dealers, Yadav said, "Though prohibition is in effect in Gujarat, people still consume liquor in that state."

On increased licence fee, the minister said that though it was less earlier, several license holders were not even paying the stipulated licence fee. The minister refused to increase the time limit of sale of liquor to 11 pm. "It is not possible," he said.

बिहार सरकार ने राजधानी पटना में नेत्र और हड्डी रोग से संबंधित समस्याओं के निराकरण के लिए सुपर स्पेशियालिटी अस्पताल शुरू करने का निर्णय लिया है। स्वास्थ्य मंत्री अश्विनी कुमार चौबे की अध्यक्षता में कल हुई बैठक में यह निर्णय लिया गया।

बैठक के बाद उन्होंने कहा कि राज्य सरकार सभी अस्पतालों में उच्च तकनीक आधारित उपकरणों को शीघ्र उपलब्ध कराने की दिशा में प्रयासरत है। उन्होंने कहा कि राज्य सरकार चाहती है कि किसी मरीज को अपने इलाज के लिए प्रदेश से बाहर नहीं जाना पड़े।

चौबे ने कहा कि राजधानी पटना के राजेन्द्र नगर और राजवंशी नगर अस्पताल में सुपर स्पेशलिटी की व्यवस्था मार्च तक कर दी जाएगी तथा आने वाले समय में राज्य के अन्य अस्पतालों में भी इस तरह की सुविधा उपलब्ध कराई जाएगी।

उन्होंने कहा कि राजेन्द्र नगर अस्पताल में नेत्र रोग तथा राजवंशी नगर अस्पताल में हड्डी रोग से संबंधित सुपर स्पेशलिटी की व्यवस्था की जा रही है। इन अस्पतालों में उपकरणों की खरीद के लिए राशि भी स्वीकृत कर दी गई है। स्वास्थ्य मंत्री ने कहा कि बैठक में एम्स दिल्ली के हड्डी विभागाध्यक्ष डां. कोतवाल, एम्स के डा. राजेन्द्र प्रसाद नेत्र आयुर्विज्ञान संस्थान के विभागाध्यक्ष डां राजवर्धन आजाद, स्वास्थ्य विभाग के प्रधान सचिव अमरजीत सिन्हा समेत कई वरिष्ठ अधिकारी मौजूद थे।

पटना एयरपोर्ट को सिलाव भेजने का प्रस्ताव

बिहार सरकार ने पटना एयरपोर्ट को नालंदा जिले के सिलाव में स्थानांतरित करने का प्रस्ताव केन्द्रीय नगर विमानन मंत्रालय को भेजा है। उप-मुख्यमंत्री सुशील कुमार मोदी ने बताया कि जयप्रकाश नारायण अन्तरराष्ट्रीय हवाई अड्डा के विस्तार के लिए जमीन उपलब्ध नहीं होने के कारण इस आशय का प्रस्ताव भेजा है। राज्य के मंत्रीमंडल सचिवालय विभाग द्वारा भेजे गए प्रस्ताव के तहत सिलाव में हवाई अड्डा के लिए राज्य सरकार प्रथम चरण में एक हजार एकड़ जमीन उपलब्ध कराएगी। दूसरे चरण में दो सौ एकड़ जमीन देने का प्रस्ताव है। पटना से सिलाव की दूरी 80 किलोमीटर है।

गौरतलब है कि केन्द्रीय विमान पत्तन प्राधिकरण ने पटना हवाई अड्डा का रनवे काफी छोटा होने के कारण इसे असुरक्षित हवाई अड्डों की श्रेणी में रखा है। प्राधिकरण के बार-बार आपत्ति के बाद राज्य सरकार ने बिहटा के सैनिक हवाई अड्डे के पास पटना एयरपोर्ट को स्थानांतरित करने का विचार किया था। अब राज्य सरकार के नए प्रस्ताव के बाद केन्द्रीय नगर विमानन मंत्रालय की स्वीकृति तक इंतजार करना होगा।

गर्मी की छुट्टियों पर यात्रियों की अतिरिक्त भीड़ को कम करने के लिये पूर्व मध्य रेलवे द्वारा राजेन्द्र नगर-अजमेर व गया-दिल्ली के लिये स्पेशल ट्रेन का परिचालन किया जा रहा है।

03281/03282 राजेन्द्रनगर-अजमेर सुपरफास्ट साप्ताहिक विशेष ट्रेन का परिचालन किया गया है। यह ट्रेन 16 अप्रैल से 25 जून तक प्रत्येक शनिवार को टर्मिनल से 17.00 बजे खुलेगी और पटना जंक्शन, दानापुर, आरा, बक्सर, मुगलसराय, कानपुर होते हुये अगले दिन 15.35 बजे अजमेर पहुंचेगी। वापसी में यह प्रत्येक रविवार को अजमेर से खुलेगी और दूसरे दिन रात 12.10 बजे पहुंचेगी। इसी तरह गाड़ी संख्या 03685/03686 गया-दिल्ली सुपरफास्ट विशेष ट्रेन गया से 14 अप्रैल से 30 जून तक चलेगी। प्रत्येक शुक्रवार को दिल्ली से 19.10 बजे खुलकर दूसरे दिन शनिवार को 09.45 बजे गया पहुंचेगी। गया से यह 20.00 बजे खुलकर दूसरे दिन 11.55 बजे दिल्ली पहुंचेगी।

Airport: Ball in Centre, AAI court

It has still not been decided where Patna's Jayaprakash Narayan International Airport will finally be shifted. The final decision will be taken by the ministry of civil aviation and the Airport Authority of India (AAI), and the agencies are weighing options to shift the airport to either Nalanda or Pawapuri.

Chief minister Nitish Kumar on Monday said the central agencies should spell out what they want to do. "They have developed cold feet on the expansion plan of the present airport. We had mooted idea to change alignment of the airport to expand the runway on Phulwari side, for which a survey was conducted. It was also decided to shift some places and the proposal was found to be feasible, but the civil aviation ministry rejected it," said Nitish.

The CM recently met the civil aviation secretary and the joint team of civil aviation and AAI which surveyed Bihta and Nalanda to select a place.

The team found that Bihta, which also serves as an Air force field, was not suitable as a number of villages were likely to be affected. There is also a national highway and the exercise could be expensive, the team felt.

Nitish said the team inspected sites at Nalanda and Pawapuri and the state government told the team that land could be acquired at those places. Nalanda DM also reported that land acquisition would be a smooth affair.

The talks on expansion of Patna airport and its shifting is going on for over four years. The ministry and the AAI were asked to study the condition of the present airport and alternative provisions which the state government promised to make, including changing of alignment and expansion of runway. But, as CM said, the team showed little interest in the present airport's expansion plan.

Nitish said a new airport on the southern side of Patna was not possible because of it being low lying. The central team discussed the possibility of Bihta or Nalanda and made a survey of those areas.

"Once the Centre informs us about its choice, we will start the land acquisition process. I asked the civil aviation secretary to send its team at the earliest," said the CM.
He said talks were also on for the expansion of Gaya airport where services to and from South Asian countries are available.

Small airport flies high

The tag of one of the most dangerous places to land in the country notwithstanding, Jaiprakash Narayan International Airport has witnessed a phenomenal growth in passenger flow in the first three quarters of the current fiscal (2010-11).

The city airport handled 6,21,123 passengers till December last year, 68,783 more than total passengers it catered to in 2009-10. Total 5,52,440 passengers used the airport last fiscal.

Experts attributed the growth in the passenger flow at the airport to the arrival of low-cost airlines to the city and better law and order situation in the state during the NDA regime. With the option of flying at less available, more people are travelling in planes. On the other hand, Biharis settled outside the state are flying back home more frequently because of improved law and order situation in the state.

Besides the rise in passenger flow, movement of aircraft from the airport also reflected the growth trend. The airport had handled 7,448 flights in 2009-10 and the figure has crossed the 7,100-mark (7178) in the first nine months of current fiscal (2010-11).

Expressing happiness over the growth trend in the current fiscal, Patna airport director Arvind Dubey said: “The entry of low-cost operators has contributed in a big way as far as growth in passengers’ flow is concerned. Several people who earlier used to travel by train are now opting to take the aerial route.”

At present, all the major low-cost operators like IndiGo, GoAir and Jet Konnect are providing their services in Patna. The airport handles 14 flights daily. About half a dozen of them are low-cost carriers. Dubey said increased activities in Patna were also contributing to the growth in passenger flow.

“The city has now become a happening place. People from different sectors keep on flying in here to take part in events,” he added.

Giving some more insight in this growth story, a source in the aviation sector said: “A large number of Biharis belonging to the upper middle class and settled outside the state now frequent their native state in the wake of the improvement in the law and order situation during the NDA regime. Such people constitute a good chunk of air travellers.”

If one takes into account the growth percentage of passenger flow on month-to-month basis in comparison to the corresponding months of the previous fiscal, there isn’t a single instance of decline in the passenger flow.

The passenger growth percentage in April was 80.16. It jumped to 86.55 per cent in May. June witnessed an all-time high with passenger flow becoming more than double of what it was a year earlier. The growth percentage stood at 124.32. The growth percentage of the remaining six months of first three quarters (July-December), too, remained healthy with minimum percentage growth being recorded in December (23.26 per cent) and maximum in the month of July (70.72 per cent).

“December witnessed a low growth rate as flights schedule went for a toss in the winter months because of visibility problem in Patna,” said a source in the aviation sector.

The growth story in terms of passenger flow is not something new as far as the Patna airport is concerned. It recorded the highest percentage growth (60.4) of domestic passenger flow among the 46 airports of the country in 2009-10.

Airport wish hits land lock

The move to set up a new airport near Bihar capital has hit yet another roadblock. The state government’s 1,200-acre land offer near Silao circle of Nalanda district, around 80km south-east of Patna, for the project is too little for the Airports Authority of India (AAI).

The AAI recently sent a letter to the state government requesting the latter to reconsider its land proposal. Bosses in the state civil aviation department, which works under the cabinet co-ordination department, are likely to discuss the issue soon. The AAI letter, said a source in the state civil aviation department, has pointed out that it had asked for 4,800 acres of land for setting up the airport in Nalanda. “The AAI asked for the huge chunk of land because it has to take into account the air traffic movement for next 50 years while setting up a new airport,” added the source.

A source in the aviation sector said: “With the ball again being in the state government’s court, it would really be interesting to see how things unfold in days to come.”

Setting up an alternative airport is of prime importance because the existing airport at Patna has been categorised as one of the most dangerous airports of the country by the Directorate General of Civil Aviation because of short runway and obstacles in its approach funnel.

Against the ideal length of 9,000ft, the runway length of the existing airport is just 7,500ft. Obstacles in the approach funnel allow aircraft landing from western side (runway-07) use just 5,500ft of the runway. Planes landing from the eastern side (runway-25) can make use of 5,970ft. The talks of setting up an alternative airport has been in the air for quite some time but it got the real impetus after the visit of AAI chairman V.P. Agrawal to Bihar in August 2009. He had discussed the issue of setting up a new airport with chief minister Nitish Kumar then.
