Now this is what I and many others call Bad Behaviour from a couple of people or say miscreants .who are adamant on Spoiling The Image of the entire City and State by their wrongdoings..

What crime had the innocent Showroom owners and petty shopkeeprs committed??Even passers by were not spared..such kind of hooliganism is very bad and should not be repeated

विश्व में महात्मा गांधी की सबसे बड़ी प्रतिमा पटना मे

पटना: राष्ट्रपिता महात्मा गांधी की 70 फुट की विश्व की सबसे उंची 10 करोड की लागत से बनी कांस्य प्रतिमा का राजधानी पटना के ऐतिहासिक गांधी मैदान में आज अनावरण किया गया.

मुख्यमंत्री नीतीश कुमार ने 30 फुट के आधार वाली और 40 फुट की उंचाई वाली इस प्रतिमा का एक समारोह में अनावरण किया. बिहार के भवन निर्माण विभाग ने इस प्रतिमा का निर्माण कराया है.

इससे पहले गांधी जी की अब तक की सबसे उंची 16 फुट की प्रतिमा दिल्ली में संसद भवन परिसर में स्थित है. पटना में कांस्य से बनी इस प्रतिमा का निर्माण रामसुतार फाइन आर्ट्स प्राइवेट लिमिटेड ने किया है जो प्रख्यात मूर्तिकार रामसुतार की कंपनी है.

रामसुतार के पुत्र अनिल रामसुतार ने बताया, ‘‘ सात करोड की लागत से इस प्रतिमा का निर्माण किया गया है. ’’ मुख्यमंत्री नीतीश कुमार ने कहा , ‘‘ महात्मा गांधी की इस प्रतिमा का निर्माण विशेष रुप से आने वाली पीढी के लिए कराया गया है ताकि वह गांधी जी के जीवन से प्रेरणा लेती रहे. चारों ओर जो पट्टिकाएं लगाई गयी है.

ये गांधी जी के नेतृत्व में आजादी की लडाई को उजागर करते हैं. गांधी मैदान में इसे देखने के लिए आने वाले लोगों का लोकशिक्षण होगा.’’ उन्होंने कहा कि इस प्रतिमा के नीचे लगे पटिटकाओं में चंपारण सत्याग्रह, भारत छोडो आंदोलन (1942) और नमक सत्याग्रह (1930) को प्रकट किया गया है. यह प्रतिमा आजादी की लडाई के बारे में बुनियादी बातों से भी अवगत करायेगा. इसकी जानकारियां यहां दी गयी है. गांधी जी ने जो बात कही थी उसे इसमें समाहित किया गया है.

मुख्यमंत्री ने कहा कि विश्व शांति के प्रतीक गांधी जी ने कहा था कि मेरा जीवन ही मेरा संदेश है. इसको मूर्ति के नीचे लगी पट्टिकाओं में प्रतिबिंबित किया गया है. गांधी का सत्याग्रह का प्रयोग हमेशा पीडित लोगों का मजबूत हथियार बना रहेगा.आने वाली पीढी गांधी जी की प्रेरणा से लाभान्वित होती रहेगी. गांधी संग्रहालय, पटना के सचिव प्रोफेसर रजी अहमद ने बताया कि कुल मिलाकर 10 करोड की लागत प्रतिमा और उसके आधार के निर्माण पर आयी है.

सुतार ने कहा कि वह और उनके पिता विश्व के 120 देशों में महात्मा गांधी की प्रतिमाएं लगा चुके हैं.यह अपने आप में एक अनूठी प्रतिमा है जिसके निर्माण में एक वर्ष का समय लगा. बापू के साथ एक बच्चे और बच्ची की प्रतिमा भी जो गरीबों के उत्थान का संदेश देती है.

उन्होंने कहा , ‘‘ यह अमीरी और गरीबी की खाई दूर करने का संदेश देती हुई महात्मा गांधी की मुस्कुराती हुई प्रतिमा है. सबसे प्रेम करने का संदेश देती है जो विश्व शांति के लिए सबसे आवश्यक है ’’

It could have been a wonderful advertisement for the Valmikinagar Tiger Reserve (VTR), a major thrust area for the tourism and forest departments of Bihar. But, the potholes and ditches lined up all along the way ensured that the opportunity gave the state a miss and moved over to Kushinagar in
Uttar Pradesh.




The Automobile Association of Eastern India (AAEI), Patna branch, had planned a Patna-Valmikinagar car rally early next year to celebrate its 75 years of existence. The event was supposed to cover a distance of around 290 kilometre, and end at the salubrious Valmiki National Park, spread over an area of 901 square kilometre.

The organisers had initially decided to end the rally at VTR to allow the participants have a first hand experience of the flora, fauna, rivers, streams as well as the peaks of the Himalayas looming on the horizon on the Nepal side.

"Once we decided about the rally, it was imperative for us to survey the route and prepare a map with legends and descriptions. The turns on the way are also mentioned. The details are given to the participants, who rely on it to move ahead in course of the event," said TK Sinha, honorary secretary of AAEI, Patna branch.

A three-member team set out in their vehicles for the task, crossing the Gandhi Setu from Patna and then taking the state highway 74, which goes from Hajipur to Areraj. It was only when they switched over to the National Highway (NH) 28B to move towards Bagaha town close to Valmikinagar that the route turned nightmarish.

The 150-kilometre-long NH begins at Chhapwa and takes the Bettiah-Lauriya-Bagaha route to end at Kushinagar.

Amit Mukherji, AAEI executive committee member and organising secretary of the rally, who was a part of the route survey team, said, "The 40-km stretch between Lauriya and Bagaha is absolutely non-negotiable. There is no road at all. It took our car around four hours to cover the stretch. No rally can be organised if it takes such a long time to cover such a short distance."

The bad patch starts from Bettiah itself and quickly deteriorates to such an extent that smaller automobiles have to climb down the remains of the NH to save their bellies from being torn open. At places, the zagged ends are high enough to hurt any part of the chassis. The flanks have sunk so much that the metalled portion acts like an obstacle.

"We usually like having a rough section during the rallies, but it cannot be at the expense of the participants. You must see the buses travelling on NH 28B. They lean so much due to the ditches that all along the stretch they are precariously balanced. We returned completely disheartened," said Sinha.

A groups of tourists, courageous enough to venture up to VTR, were also extremely critical of the bad roads and the extra time taken to complete the trip. On an average, it takes 11 to 12 hours to reach the forest.

Since the rally routes are decided months ahead, the AAEI has now decided to have the rally from Patna to Kushinagar via Vaishali, Khajuria and Gopalganj. The dates would be finalised for February or March 2013. The organisers still want the rally to touch Bagaha on the way back, though it would be possible only if the highway is repaired in time.

22 cars participate in eco car rally


PATNA: The second edition of 'Full Tank Eco Run-2013' car rally was flagged off from Gasoline petrol pump on Boring Road on Saturday.

Organized by Automobile Association of Eastern India (AAEI), in partnership with Rotary Patna, the rally covered 300km before reaching the Valmiki Tiger Reserve (VTR) via Kesariya, Harinagar and Lauria Nandangarh in the evening.

Sajjan Kumar, GM, Indian Oil, Bihar/Jharkhand along with DGM (Sales) flagged off the rally of 22 four-wheelers with 44 participants and some of their family members. The journey till Vaishali was in time, speed and distance format and after that the rally was an eco run.

"The results would be declared after we come back to Patna," said Amit Mukherjee, organizing secretary of the rally.

There are six categories for participation that will take into consideration whether the vehicle is petrol or diesel run and the cubic capacity of the engine, among other things. The vehicle that consumes the least amount of fuel would be declared the winner.

"The event, whose first edition was held at Lucknow, also aims at promoting economic driving and motor sports in Bihar, apart from popularizing ecotourism in the state and creating an army of green drivers," he said.

First ever two-day Patna Literature festival from March 23

PATNA: A galaxy of eminent literary persons are expected to participate in the first ever two-day Patna literature festival from March 23. Patna Lit festival would be held on the pattern of Jaipur festival. From now onwards it would be an annual affair in the city, said organisers of the festival.

Prominent among those who have already confirmed their presence at the literature festival are Pawan K Varma, Gyan Prakash, Aruna Gill, Namita Devidayal, Alok Rai, Biman Nath, Subodh Lal, Subhadra Sengupta, Anuja Chauhan, Binoy Behl, Tarun Tejpal, Nilesh Mishra (all English), Mrinal Pande, Arun Kamal, Usha Kiran Khan , Om Thanvi, Uday Narayan Singh, Aruneesh Neeran, Mithileshwar , Naseera Sharma, Pundit Rajan and Sajan Mishra and Alok Dhanwa (all Hindi).

Among urdu poets, Jabir Hussain, Qasim Khurshid , Farhat Shahzad , Abdul Samad, Asghar Wajjahat have given their consent to participate in the fest, said the main organiser Dr Ajit Pradhan city's leading cardiac surgeon.

On the inaugural day, first session would be devoted on a panel discussion on "searching for Identity : Language, Literature and Culture in Emerging India" in which Pavan K Varma, Mrinal Pande, Alok Rai and Jabir Hussain would participate. Renowned literary persons including Uday Narain Singh, Nilay Upadhyaya, Quasim Khursheed and Alok Dhanwa would participate in the poetry recitation session.

Writers like Gyan Prakash, Binay K Behl and Biman Nath would focus on the "Rise of Consciousness: Buddha in the New Times" post lunch session. In "Urdu Zubaan ka Mustaqbil" session personalities like Farhat Shahzad, Asghar Wajjahat, Subodh Lal and Abdul Samad would participate.

"A Call from a Distance: Dalit Writing and Readership" Bajrang Bihari Tiwari will be in conversation with Charu Kartikeya. "Andaz-e-bayan"- The tradition of singing and performance in Bihar would be presented by Padmashri Gajendra Narayan Singh and Prabhat Ranjan. The famous artist Kumud Diwan would be performing 'thumri, kajri and chaiti on March 23 evening and kathak dancer Swati Sinha would giver her performance on March 24.

Patna Lit festival would be organised under the banner of Navras School of Performing Arts (NSPA), a city based cultural outfit. NSPA aims to promote, propagate and preserve Hindustani classical music, dance and other performing arts in its pure form. "NSPA endeavour shall be to sustain and revive classical heritage of music, dance and drama, as well as carry out research to bring to the forefront many of our lost vocal and visual traditions", said Dr Pradhan head of the NSPA.

Patna's like Mumbai's Dharavi slum: Hafeez Contractor

Noted architect Hafeez Contractor was in town recently to attend the launch a project, the first in Bihar to be designed by him. Madan Kumar caught up with him for a tete-a-tete on the real estate scenario in changing Bihar. Excerpts:

It is believed Bihar's recent growth story was scripted mainly by the construction sector boom. What is the prospect of construction sector in Bihar, especially Patna?

You can't say construction sector is booming in Bihar. It has yet to achieve many milestones. Real estate sector has been developing in many Tier-II cities because people from villages are moving towards cities. Patna is not an exception. But Patna has scope for vertical growth due to huge availability of groundwater and river water. (Creates a map of India on a plain paper) Look, southern India has many developed cities, but they don't have enough water now for more growth. Patna has abundant water and enough fallow land with which a parallel city can be developed.

Are you talking about your proposal to the Bihar government to develop a city a la Dubai alongside the Ganga in Patna?

Yes. We can build a world-class city on the fallow land. This won't involve farmland. The state's bureaucrats feel I am suggesting reduction of the width of the watercourse. I am not. I am just saying the river stream can be channelized in a planned way to create an eco-friendly city. The modern city of Shanghai was built by channelizing the Huangpu River stream. Such channelizing of river streams has been commonplace for quite some time now in many parts of the world. Even Gujarat CM Narendra Modi is channelizing the Sabarmati stream to rebuild Ahmedabad. Great idea is there for Patna. Decision has to be made. If this starts happening, I am telling you Patna will become one of the best cities in the world.

Why is it not happening?

At the request of Nitishji, I showed him the plan of developing Patna's fallow lands and its existing housing colony in Bahadurpur. During my last visit to the state capital, plans were shown to the chief secretary and other senior officials. The bureaucrats told me they will get back to us. They have not - so far. Nitishji is proactive, but down the line... (silence) it is lost.

Real estate prices in Patna are higher than other Tier-II cities like Jaipur and Nagpur and even Noida and NCR. Why?

A: Though Patna has enough land, it is scattered in small pieces. My client Singh Engicon, despite intensive search, could not get a plot of even 5 acre around Patna for a residential township. They had to remain content with a piece of 3.3 acre on which Crystal Apex is coming up. The average construction cost on small plots gets higher. But the good thing about Patna is that, I reiterate, it has huge fallow, non-agriculture land on its riverside where another city can be developed vertically. Big industries would then come just because Patna would then have world-class accommodation for corporate offices. It will give a fillip to industrialization in Bihar. And when thousands of flats will be available in the proposed city, the real estate market will become competitive and prices will fall.

What is the size of construction industry in Patna?

Though we have not done calculation, I can estimate it could be worth Rs 45,000 crore. But it can be developed into a billion dollar business. Imagine the volume of business the new city will bring to Bihar. It will be a real game changer. It will create employment; generate hundreds of crores of taxes and other revenues for both the state and central governments. If Nitishji does this, he will remain in power for good.

Do you not think Patna has developed in a haphazard way?

Patna is like Mumbai's Dharavi slum. Except two-three roads, it does not have even proper lanes for city buses. What are called roads in Patna are actually lanes. They are also not properly designed and maintained. Patna has 100 roads of 10ft width. But it needs 10 roads of 100ft width. Proper housing means proper sanitation, standard area for living for every person in the household. In India, only 25 crore people have proper housing. If we want to provide proper housing to our entire population, we will have to build one Chicago every year.

'Work on Ganga expressway to start next year'


PATNA: Construction work on the Ganga expressway between Digha and Deedarganj will start next year, said road construction department minister Nand Kishore Yadav in the assembly on Wednesday. Yadav told Arun Kumar Sinha, MLA from Kumhrar, that the state government had decided to build the expressway in 2008 and floated tenders thrice. But none of the bidders qualified, hence the delay. Global tenders have been floated for the project, he said.

Labour resources department minister Janardan Singh Sigriwal informed the house that nine child workers were freed from Jaipur recently and brought to Manpur and Wazirganj blocks in Gaya district. Replying to a question, he admitted that the rules and regulations for functioning of Bihar State Child Labour (prevention) commission, set up in 1999, have not been framed yet.

Gardanibagh to get modern township


Ultramodern multi-storeyed buildings would replace the dilapidated government quarters at Gardanibagh if the building construction department has its way.
The department has taken the first step towards an ambitious project that aims at developing a modern urban centre spread over 290 acres in the Gardanibagh area.
The urban centre would be a self-sustaining township. A preliminary project report prepared by Vadodara-based Karan Grover and Associates talks about construction of over 1,200 modern residential dwellings in multi-storied buildings. The buildings would be equipped with all modern amenities, including swimming pool, gymnasium, clubhouse, playground, parking facility and elevators.
The urban centre would also have commercial complex, including shopping malls, theatre, community hall, health and fitness centres. It would also have hospitals, schools, colleges and skill-development centres. The department would invite proposals to select technical consultant(s), who would conduct a study to determine the feasibility of the project. The indicative cost of the project is Rs 2,000 crore.
“We have invited bids from competent firms for conducting a study to determine the technical feasibility and financial viability for developing an urban township by re-developing Gardanibagh area. The project envisages development of modern government residential complexes on an area spread over 290 acres. The residual land would be suitably developed for commercial and institutional purposes,” said a senior building construction department officer.
He added that out of the project area of 290 acres, about 210 acres is available for re-development. “The selected firm would be awarded the contract by the end of April,” he said.
“The firm would be required to furnish the feasibility report in six months after the contract is awarded. If the project is found viable, it would be executed in public-private partnership mode by utilising an estimated outlay of Rs 2,000 crore,” he said.

Rs 504cr scheme to toneup power supply in Patna


PATNA: Energy minister Bijendra Prasad Yadav told the state assembly during question hour on Friday that a Rs 504 crore master plan to improve power supply in the state capital has been prepared and it would be launched soon.

He said majority of the transformers and electric lines in the state capital were worn out. The number of power consumers has increased manifold and the transformers were overloaded. New transformers would be installed in different parts of the city, he said. Tenders were in the process of being floated for the execution of the master plan.

According to the minister, the power supply in the rural areas is not satisfactory as there are restrictions in the implementation of Rajiv Gandhi Rural Electrification Scheme imposed by the Centre. In Katihar district, out of 1,290 villages, only 12 have been electrified, the minister said.

Health hub WiFi to aid medics

Patna Medical College and Hospital (PMCH), the state’s premier health hub, is poised to take a giant leap to the information highway with a fully equipped WiFi campus.

It would be the second medical college in the state after Jai Prakash Narayan All India Institute of Medical Sciences to get the facility.

College principal Dr N.P. Yadav said: “The project would take around five to six months for completion. He said the WiFi campus would be a big achievement for the college as uninterrupted Internet connectivity is a must for medical students to search information related to their course topics at any time.”

“Students and faculty members would enjoy the flexibility to access the Net and exchange resource information from anywhere within the campus. We are very excited at the prospect,” said Dr Yadav, adding that the work has already begun on this.

Yadav added: “As a part of the project, the college would initially expand its computer infrastructure within all postgraduate departments such as microbiology, pharmacology, surgery, library and others. Later, the facility would be made available to other departments.”

PMCH students were ecstatic to hear the news. Shambhavi, a final-year MBBS student of PMCH, said: “If our college campus becomes WiFi, it would help us immensely. Internet is vital for us to search about new drugs and their constituents. Searching these things in books is time-consuming. We can save that if our college campus becomes WiFi.”

Monika, a first-year MBBS student of PMCH, said: “Though we have Net facility on our mobiles, we face problems in browsing because of connectivity problems. We don’t get mobile connectivity in our department and library often. Even if we have a Net-enabled mobile, it does not help.”

Moinul Haq Stadium to be modernized this year

PATNA: Minister for Art, culture and youth affairs Sukhda Pandey said on Wednesday that the NDA government had taken concrete steps for the protection and promotion of local arts, culture and sports activities.

She was giving the details her department's activities and its future plans for 2013-14 as an intervener before the start of the education minister P K Shahi's reply to the debate concerning his department. She said Vaishali DM has been asked to acquire 72.94 acre land for the construction of Buddhist stupa at Vaishali at a cost of over Rs 16 crore.

The government plans to develop all the museums and stadia in the state. Besides, 19 new stadia would be constructed in the state, she added.

According to her, the modernization of Moinul Haq Stadium at Rajendra Nagar, Patna, would begin in next financial year and more facilities would be provided to Patliputra Sports Complex (PSC), Kankarbagh, Patna. Moreover, annual kabaddi and kho-kho tournaments would be held at the PSC, she added.

Besides, the DMs of 38 districts concerned had also been asked to select land for playground in every panchayat under the state government's Manav Vikas Mission.

"The state government has been paying utmost attention to protecting local cultural symbols. Arts and folk forms have also been revived. In this regard, a cultural programme was held in which people of mahadalit sections performed their folk art forms," Pandey added.
