PATNA: Decks have been cleared for the setting up of an international class museum "on the evolution of the History and Civilization of the Indian Sub-Continent" at a prime location in the city.

The state cabinet on Tuesday gave the go ahead signal for initiating the process to begin work on the basis of its master plan with an estimated cost of Rs 200 crore. Toronto-based firm Lord Cultural Resources has been awarded as master consultant of the project. Last month, the company president Barry Lord and his associate Batul Raaj Mehta from Mumbai had made a powerpoint presentation before CM Nitish Kumar about the entire concept of the museum. The master consultant would soon sign a contract which would be valid till the opening of the museum. The consultancy fee of the firm would be nearly Rs 4.3 crore, an official said.

The new museum will mainly allow Biharis to appreciate and understand the grandeur of their past and work towards a grand future. The approximate time frame for completing the project would be four years.

After its completion, the new Patna museum will join the ranks of Grand Egyptian Museum ( Egypt), Luvre Lens (France), Guggenheim in Bilbao (Spain) and Canadian Museum of Human Rights in Winnipeg ( Canada). The new museum in Patna will spread over 27 acres of prime land at Bailey road. At present, several spacious government bungalows, an university and a church are located in the area. These would be demolished to pave the way for construction of new museum within the stipulated time frame, an official said.

A separate inter-departmental monitoring coordination committee would soon comprising departments such as finance, urban development, building construction, tourism and art and culture for smooth completion of the project. The department of art and culture would be the nodal department of the project, sources said.

The Bihar government would soon appoint a nodal official to monitor the progress of the project till its opening. His/her name will be announced soon, said an official. The new museum will showcase the magnificent contributions of Bihar to the evolution of Indian sub-continent. Hi-tech innovative displays, interactive models and audio-visuals would be added attraction of the museum.

Its concepts are: (a) Pataliputra to Patna today, (b) three stars --Buddha, Mahavira and Ashoka and Patna Museum of Art.

The Pataliputra to Patna Today section will showcase the evolution of Pataliputra from the age of Buddha, Mahavira, Ashok, Magadh, Nalanda, Gupta, Sasaram and formation of Bihar till IIT-Patna. The museum will have a lobby, orientation theatre, educational centre, multi-purpose rental hall, shop, café, library, thematic permanent gallery and temporary exhibition gallery.

PATNA: A fortnight after the Bihar government made yet another statement that it's on the job to change the people's life for the better with its food and civil supplies minister Shyam Rajak inaugurating a '24X7 IVRS (Interactive Voice Response System) and SMS service' for booking LPG cylinders, homemakers in Patna are a harried lot.

Repeated calls to 155233 or 18002333555, the numbers provided by the Indian Oil Corporation (IOC) for the purpose, elicit no response. Worse, SMSes are replied back with fake delivery messages.

Charu Sinha of Boring Road is furious. "I received one SMS that confirmed the booking and another one confirming the delivery!" she said and added the fact is the refill eludes her even a fortnight after the booking.

Another Boring Road housewife had a "more horrible" tale to tell. Before the new service was launched on April 26, she made a telephonic call, as usual, to Safeway Gas Agency, on April 21 and was allotted a booking number -- 47. As the delivery did not happen till April 29, she thought of availing of the IVRS service. However, repeated calls went futile and it was only the day after -- on April 30 -- that she could finally order the refill through IVRS. An SMS later allotted the booking number -- 200511. Till May 11, the delivery had not been made though minister Rajak had promised the delivery within two days of the booking.

"They did come to deliver the cylinder on May 2 but we were not at home. I don't know whether this was in response to April 21 booking or April 30 booking. Since May 3, I have been repeatedly trying to reach Safeway. On May 5, they received my call and promised delivery within two days. Again on May 11, they promised to deliver the cylinder today. Till 6pm, they haven't," she said.

Nirmal Chaturvedi of Shri Krishna Nagar received an SMS falsely confirming delivery of the cylinder. "I tried to lodge a complaint at the toll-free number. I made several calls but was told the number is not reachable," he said.

A distributor had this to offer: "We dispatch cylinders according to the serial number in which it is booked. This could be the reason for delay in the delivery". The distributor, who preferred anonymity, failed to explain the fake delivery messages. "Only IOC can explain this," he added.

IOC's senior area manager R N Dutta, however, said they have received only 11 official complaints since the launch of the service and most of the complaints said the complainant could not "understand the system".

"Must be some network problem," he said when asked about the failure of the customers, who have "understood the system", to reach the number. "We do have few complaints regarding fake delivery," Dutta admitted and said such complaints can also be lodged on IOC website.

Quite a situation to be in. Try the number tirelessly to make the booking, and then lodge a complaint. Eat out till the complaint is looked into, the grievance redressed and the cylinder delivered.

Irony of ironies: only 37500 and odd of the city's 4.5 lakh LPG customers have registered themselves to avail of the new service. Even Dutta sounded they are underworked. "We had expected 8,929 orders but on an average only 1,794 orders are being received every day," he said.

Patna, May 10: Those of you who had to face roadblocks in your plans to learn European languages in the state capital need not worry any more.

No more do foreign language aspirants need to drop or compromise their plans. The city has new offers for you. Talk — The Academy of Language Know-how, a sister concern of German Language Centre at Sahdeo Mahto Marg, has short-term add-on courses on French, Spanish and Russian languages on offer. Aspirants can also go in for a short-term German course at this sister institute.

At a news meet to announce the new courses, Archana Rani, the director of German Language Centre, said: “Noticing the public demand for European languages, we have come up with short-term courses in French, Spanish, German and Russian. We couldn’t start courses in these languages at the German Language Centre, as it runs under the Max Mueller Bhavan. So we thought of starting a different organisation.”

The courses, Archana said, would expose students to the basic grammar of a language that would help them communicate.

“We follow a communicative approach and the classes would be based on interactions. The students will learn in groups of three to four, which would help them improve their communicative skills. Audio-visual aids will be an integral part of the course,” she added.

On the fee structure, Archana said: “The month-long courses will cost Rs 3,750 for 40 classes. Apart from teaching French, Spanish, German and Russian, there will also be a course in spoken English. The duration of this course will be one-and-a-half months and would cost Rs 6,600 for 90 days.”

Archana added: “Today, command in only one language is not enough. A person should learn different languages if he/she wants to explore new job prospects. Knowing different languages insures against self-imposed limitations.”

She also said: “Grasp on multiple languages also makes resumes look better from those of others. For instance, if a person, who works in a multi-national company, knows languages other than English and Hindi, he/she would be noticed in the organisation in the event of opportunities outside the country. For students who plan to pursue education in a foreign school, college or university, knowing the local language is essential. Learning the language of a particular country ensures access to materials and enables one to communicate with fellow students and researchers in the field.”

Faculty members at Talk — The Academy of Language Know-how include Victoria, a Russian, Hansa, who would teach German, Ravi Bhushan, who would teach Spanish, and Jyotsna Ranjan to teach French.

Archana said she finds Bihar a better option for students who want to venture into foreign languages. “We have around 350 students at the German Language Centre. It is telling on the aspirations of the residents here who want to learn multiple languages.

PATNA: Chief minister Nitish Kumar on Saturday inaugurated the Nalanda Indoor Shooting Range at his native village Kalyanbigha in Nalanda district. He also distributed prizes among the trainee boys and girls and watched shooting practice by them.

Nitish visited Kalyanbigha to mark the death anniversary of his wife Manju Devi, and garlanded the busts of his father, mother and wife at Kaviraj Ramlakhan Singh memorial park. The family members who paid tributes included his elder brother Satish Kumar, sister Usha Devi, son Nishant Kumar, nephew Sunil Kumar and others. Among those present on the occasion were RCP Singh, MP, Rajib Ranjan, MLA, and Sanjay Kumar Singh and Sanjay Jha, both MLCs.

Earlier, the CM paid tributes to his wife on her fifth death anniversary at Manju Sinha memorial park in Kankarbagh and garlanded her bust.

CM to flag off new city buses today

PATNA: A new dimension will be added to the city transport on Sunday when CM Nitish Kumar will flag off the much-awaited city buses at 4pm from Samwad Bhawan (CM secretariat).

In the first phase, as many as 70 non-AC, 32-seater buses will be running on the city roads. After a fortnight, eight air-conditioned buses will join the fleet.

These city buses will have ultra-modern safety and passenger comfort features, such as Global Positioning System (GPS), emergency alarm button, emergency window, inbuilt fire extinguisher, electronic ticketing machine, music system etc.

The minimum fare of non-AC buses will be Rs 3 and the maximum Rs 10. This would increase by Re 1 after every two stoppages. Travellers of AC buses will have to pay the double fare.

These city buses in seven different colours will operate on seven routes from 5am to 11pm. Route one will have 12 red buses that would leave from Gandhi Maidan for Khagaul via Patna junction, R-block, Harding Road, Chitkohra and Phulwarisharif. On route two, 18 blue buses will start from Gandhi Maidan for Danapur via Frazer Road, Patna junction, GPO, R-block, Income-Tax roundabout, Bailey Road and Saguna Mor.

While 12 green buses would be running on route three between Gandhi Maidan and Danapur via Rajapur, Kurji and Digha, four yellow buses will operate on route four from Gandhi Maidan to Gai Ghat via PMCH and Tripolia Hospital.

Six orange buses will run on route five – ring service from Mithapur Bus stand — via New Bypass, Pahari Mor, Agam Kuan, Kumhrar Park, Bahadurpur, Rajendra Nagar terminal and Chiraiyatand.

The ring service from Gandhi Maidan (route 6) will ply via Rajapur, Kurji, St. Michael's High School, Alpana Cinema Mor, IAS colony, Ashiana Mor, Bailey Road, Income-Tax roundabout and Patna junction, and will have as many as six purple buses. As many as 12 sky blue buses will be operating on route seven, which is Gandhi Maidan to Gandhi Maidan ring service via Rajapur, Kurji, IIT, Patliputra roundabout, A N College, Boring Road crossing, Bailey Road, Income-Tax roundabout and Patna junction.

The upcoming eight air-conditioned buses would be running on route one and seven after every one hour and one-and-a-half hour respectively (four buses on each route). Besides, 15 pink ladies special buses will operate on all the routes after every one hour. These will operate as family buses, with males accompanying women being allowed to travel on them.

PATNA: The city's historic Gandhi Maidan, a popular place for hanging out in the evenings, is in for a complete makeover, with total proposes budget notified at 8.5 crore rupees. With a number of seating benches, automatic sprinklers and separate play zone for children - city's Gandhi Maidan is likely to get a major facelift.

A proposal to the effect is all set to get the government approval within a week and the work would begin by May end, said Sudhir Kumar, MD state's Building construction corporation limited adding "The project envisages complete landscaping of the city's green lung. We plan to finish the whole project within 15 months."

At present heaps of ground has been dumped all over this 62 acre area. Explaining this, the official said, "levelling and gradation of the whole ground s to be done as soon as we get government nod. In this coming rainy season, fresh carpet of grass will also grow automatically on the ground." In the middle of the maidan, there will be a raised platform with sitting planks for the public.

The outer boundary wall will have on it grillwork painted with matt-finish black paint while exposed brick work will add grace to the outer wall. The inner part of the boundary wall will have planters with stepped flower pots.

For the fitness freaks some iron equipment and bars will be added for their benefit.

Lighted pavements and tiled walkways with clean pavers will be a welcome change for the evening walkers. The internal pathways will have white chequered polka tiles. At regular intervals on the flanks will be paver blocks (layered pedestal) with grass and golden duranta hedge growing in the gaps.

A 4-ft-wide pedestrian walkway will be done up outside the ground as well. The pathway will have raised planters in granite.

The area between the pathway and the outer boundary wall will be used for seating plazas and play zones for children. The kids zone will be segregated from the general public area, the official informed TOI.

Automatic sprinklers will be provided to water the ground at regular intervals.

Nitish holds meet on new industrial policy

PATNA: While the government is in the mode of preparation of its new industrial incentive (promotion) policy (NIIP, 2011), CM Nitish Kumar, in its context, said on Friday that it would help in inviting private investment in the state.

The CM, who held a highlevel review meeting as a prelude to the preparation of the NIIP, added that there was sufficient scope for the establishment of industrial units in the state. Nitish, in the same vein, directed the officials concerned to maintain complete transparency while preparing the NIIP. Those who took part in the meet included deputy CM Sushil Kumar Modi and industries minister Renu Kumari.

Officials present at the meet included chief secretary Anup Mukherjee, development commissioner K C Saha, agriculture production commissioner Ashok Kumar Sinha, principal secretary, home and registration departments, Amir Subhani, IT secretary Arun Kumar Singh, industries department principal secretary C K Mishra and BSEB chairman PK Rai, among others.

Steps to ease traffic snarls on Gandhi setu

PATNA: The closure of Rajendra bridge at Mokama, about 100-km from here, for heavy vehicles to facilitate the bridge's repair work has led to severe traffic jam on Mahatma Gandhi Setu that connects north Bihar with the state capital, as vehicles coming from Assam, Jharkhand and north Bihar are being routed through it. In order to regulate and streamline the traffic, Patna police have introduced some diversions for the traffic both for entry and exit from the city.

Traffic coming from Biharsharif and intending to reach state capital (zero mile) will now have to take an alternate route via Jehanabad and Masaurhi. The heavy traffic going from Parsa to Nawada would be taking the route via Masaurhi-Jehanabad and Biharsharif. Besides, heavy traffic coming from Fatuha (Maharani Chowk) will take the route of Patna-Gaya highway via Gaurichauk to reach Patna.

"The bridge is lifeline and by introducing these diversions we are making efforts to reduce heavy traffic coming on Gandhi Setu," said Patna SSP Alok Kumar, adding "To deal with traffic jam, the foremost need is to keep the traffic moving as this will not only ease the pressure but also give the travellers a psychological relief. Though they would be covering a larger distance, at least they will reach their destination without facing heavy traffic." "The setu is not able to manage the heavy traffic," the SSP explained, as "its one lane is already closed and thus it is causing heavy congestion". The breakdown of heavy vehicles is also one of the reasons for huge traffic jam for hours, he said.

Condoms at petrol pumps, stores now

PATNA: Now, condoms will be available at petrol pumps and general stores. The State Health Society (SHS), Bihar on Thursday launched Mid Media Activity, a two-year programme to reduce fertility rate in the state and improve reproductive health outcomes through increased use of reversible birth spacing methods.

The programme, which has been launched in assistance with Population Services International (PSI) with support from the David and Lucile Packard Foundation, will cover over 900 villages and 45 towns, addressing issues related to family planning and healthy timing and spacing of pregnancies. The 10 selected districts are Patna, East Champaran, West Champaran, Bhagalpur, Begusarai, Banka, Munger, Khagaria, Samastipur and Lakhisarai.

Launching the programme, executive director, SHS, Sanjay Kumar said, "The programme includes integrated communication (mass media and mid media) along with social marketing of products like condoms and oral contraceptive pills," adding the age group of the primary target group for the project is 21-34 years among males and 15-29 years among females.

Kumar said in Bihar, 12% of births take place within 18 months of previous baby's birth, 29% within 24 months and 63% within three years. At current level, a women in Bihar will have four children during her lifetime, compared to less than three in the country. Further, contraceptive use in Bihar is 34%, lower than all other states except Nagaland and Meghalaya, he said, adding 23% married women have an unmet need for family planning.

The SHS director said, "Under the programme, we are working on modalities to make condoms available through social marketing at petrol pumps and general stores to encourage the use of condoms." As of now, condoms are available at primary health centres (PHCs) and health sub-centres.

Kumar said the mid mass media campaign will comprise trained troupes who will perform street theatres in rural areas. Four trained street theatre teams would be deployed to cover all the 10 districts, he who will perform four shows in a day. The duration of the show will be 35-40 minutes and altogether 800 such shows would be staged, he said.

The civic body's NOC has not reached the administration, sources said and added all other government agencies have, however, given their goahead. The 1,000-seat multiplex would screen 20 movies every day in different shows. Ticket prices would range from Rs 80 to Rs 200 for each viewer.

Ticket prices would also vary for morning and evening shows and for weekend and weekday shows. Besides at the counters at the multiplex, tickets can be booked online at the Cinepolis website — in advance and right before the cinema starts, depending on the availability of seats. The Mexico-based multiplex chain, Cinepolis, has brought its first multiplex in Bihar to Patna in collaboration with P&M Infrastructures.

City's Regent Cinema has also started booking tickets online. "The online booking is a boon for those who do not have time to visit the cinema hall once for advance booking of ticket and then to watch the show," Regent proprietor Suman Sinha said and added the patrons with the internet facility at their disposal would no longer have to return disappointed because of the house being full.

I went to the P&M mall a few days back. It was actually a decent mall, but far too crowded. Sorry for the quality of pics was in a hurry and twas using my mobile.

There are roughly 15 more malls in Patna under construction or approved, according to locals. plus another mall is supposed to open by the end of this year however that one is heavily delayed. The quality of 'highways' in Patna was surprisingly good with some good looking junctions/flyovers. Sorry no pics. I was severely dissapointed by the airport however. There's alot of hotels opening up aswell took a pic of one, Gargee grand.

They are also planning on moving the airport to Bihta, some 30km away. The road connecting it to Patna is currently UC and almost finished.

I'm not sure, but im guessing it hasnt been approved yet. there are actually two locations under consideration. I dont know about the second location. Bihta is a rapidly developing place with new IIT etc opening there.

Bihta cleared for new airport in Patna

Subject to clearance from the defence ministry, the Jayaprakash Narayan International (JPNI) Airport is headed further west - towards Bihta. The Airports Authority of India (AAI) has agreed to the shift, given the severe constraints in runway expansion here. Talking to newspersons after a
marathon meeting with Chief Minister Nitish Kumar in Patna on Thursday, AAI chairman VP Agarwal said the authority would explore option of constructing a civil enclave at Bihta.

"Since the Bihta airport, which comes under the IAF, has a runway length of 8,200 feet and is less utilised, we will prefer shifting the existing airport there, subject to defence clearance. Acquiring merely 500-800 acres on the western end of Bihta airport will enable us have a runway length of 9,000 feet, which is conducive for wide-bodied aircraft and enable operation of international flights," he said.

Agarwal lamented that with the Secretariat tower on one end and the railway cabin on the other, nothing much could be done for the development of the existing airport.

Asked about the option to build a new airport around Punpun, Agarwal said: "It can be considered for future." The Chief Minister had asked the AAI for a feasibility study of Punpun area, which was a low-lying one.

The AAI Chiarman said he had fruitful talks with the CM on expansion of the Gaya airport. "The State Government has acquired 100 acres land for expansion of the runway of the Gaya airport. This will enable us to expand the existing runway length from 7,500 feet to 9,000 feet, which will benefit international flights.
