Advanced drone project gets Rs.1,540 cr funding

Quote:
The Cabinet Committee on Security (CCS) cleared a Rs.1,540 crore proposal from the Aeronautical Development Establishment (ADE), the Bangalore-based defence laboratory, to design and develop an advanced version of its Rustom-1 Unmanned Aerial Vehicle (UAV)—which will significantly enhance the capability of the country’s Armed Forces.

ADE director P.S. Krishnan said the lab received the approval around 10 days ago. Of the Rs.1,540 crore, Rs.1,156 crore will be used to develop 15 UAVs, while Rs.384 crore will go towards setting up a dedicated aeronautical test range (ATR) at Chitradurga, 200km from Bangalore.

The first UAV, named Rustom-H, is to take to the skies within three years and users can evaluate it after five-and-a-half years. The Rustom-1 has an operating altitude of 22,000 ft and an endurance of 12-15 hours, while the Rustom-H will have 30,000 ft of operating altitude and endurance of 24 hours. It is a medium altitude long endurance (MALE) UAV meant for surveillance of hostile areas, tracking targets and will replace the Israeli Heron UAV currently in service with the Indian Army. It can also carry loads of up to 350kg—long range electro-optics, synthetic aperture radar, maritime patrol radar, electronic and communication intelligence payload, radar warning receiver and a traffic collision avoidance system. And it will have the so-called automatic take-off and landing, or ATOL, capability.

“This UAV will bring in the new technology of de-icing to India, for which we are in talks with firms in Germany, Europe and Israel,” Krishnan said. He declined to reveal the name of the firms. De-icing is technology used to melt the ice that settles on the wings of a UAV when flying at high altitude. De-icing distorts the aerodynamics of the flying body and thus makes it unstable.

The laboratory is looking for partners to help it develop the vehicle and six firms including Tata Advanced Systems Ltd, Larsen and Toubro Ltd, Godrej Precision Systems, and the Hindustan Aeronautics Ltd-Bharat Electronics Ltd consortium will be asked to submit proposals.

The project has its challenges. The UAV will have to share civilian airspace and will require certification from the Directorate General of Civil Aviation, apart from a certification from the Centre for Military Airworthiness and Certification, another defence lab. “The ATOL feature, certification requirements, developing indigenous payload and de-icing are challenges to this project,” Krishnan admitted.

“Making the UAV will help India build indigenous capability and also help the nation to move up the value chain from low-end technology to high-end technology,” said Dhiraj Mathur, executive director of PricewaterhouseCoopers, India.

IISc in world list of 100 most reputed

Quote:
The Indian Institute of Science (IISc) Bangalore has emerged the only Indian academic institution figuring in the world’s 100 most reputed universities, according to the Times Higher Education (THE) Rankings released on Friday. The first-ever reputation-based THE rankings has predictably found Harvard at the top, followed by Massachusetts Institute of Technology (MIT), University of Cambridge and the University of California Berkeley. Two Chinese universities — Tsinghua University (35) and Peking University (43) — also figure on the list.

The rankings are most significant for India because though the IISc is the country’s only institution in the list, it’s far better than performance-based rankings of Indian institutions in recent years. “This offers us a ray of hope because it suggests while the IISc and other top institutions need to improve performance, marketing that performance may be taken care of already,” a Indian education policy maker said.

The status of the original IT hubs

A look at how Whitefield and Electronics City have developed over the years and the basic differences between the two

The second edition of the IT/ITeS Growth Corridor Series Report by Vestian Global indicates that Whitefield and Electronics City micro-markets is witnessing a lower growth rate due to the emerging alternate IT/ITeS corridors in ORR and Bangalore North

After the IT/ITeS Growth Corridor Series Report, Vestian Global Workplace Services (a subsidiary of the Chicago-headquartered Vestian Group) has released the second edition of the report which focuses on Whitefield and Electronics City.

Bangalore's growth story as the Silicon Valley of India is synonymous with the emergence of Electronics City and Whitefield as IT hubs in Bangalore. Though contemporary, the two micro-markets are well differentiated in development ownership, type of occupiers, development characteristics and social & business infrastructure. Promotion of both the areas was a key initiative undertaken by the Government of Karnataka in transforming Bangalore into an IT hub.

Over the last decade, Whitefield has developed into a self-sustaining area with residential projects, modern retail malls, hotels and other social infrastructure. Development of the International Technology Park Bangalore (ITPB) also placed Whitefield on the global map. Further, growth in Whitefield was enhanced due to its connectivity with the central city through Old Madras Road and Old Airport Road.

Economic hub

In comparison, Electronics City still continues to remain an economic hub. Surrounded by green zone (protected land) and industrial area, this micro-market has limited land availability for development of sustainable support infrastructure. The area has seen good progress on the business infrastructure front, but lacks in social infrastructure. The former has 65 per cent of the space occupied by Indian origin companies and 39 per cent of the companies operating in non-IT/ITeS sector, whereas the latter is dominated by MNCs operating in IT & ITeS sectors. Further, public transportation facility in Whitefield is better than in Electronics City in terms of frequency and connectivity. On the infrastructure front, both can learn from their global counterparts.

Whitefield has almost three times the non-captive IT operational space compared to Electronics City. However, under captive office space category, Electronics City leads with 14 million sq. ft. compared to 7.9 million sq. ft. of Whitefield.

Whitefield has three operational IT/ITeS non-captive SEZs whereas Electronic City has only captive SEZs. In Whitefield, another 2.2 million sq. ft is under construction and 17.1 million sq. ft is planned in SEZ category. However the planned space quantum could drop, subject to re-consideration of developers over the notified SEZ parks, reason being the shift in the occupier's preference to ORR and Bangalore North. In comparison, Electronics City region has only one planned IT/ITeS SEZ.

Overall, growth rates in these micro-markets are slowing down on account of rise of alternative micro-markets (ORR and Bangalore North). Nevertheless, cost benefits, existing tenancy profile and proximity to talent pool are still strong enough to support the annual absorption at current levels at least in the short term.

IT Appellate Tribunal branch in Bangalore?

Staff Reporter

The tribunal is in Delhi and it is difficult for individuals to pursue their case there

BANGALORE: The State Government and IT organisations are making efforts to ensure that the southern regional branch of the IT Appellate Tribunal which is located in Delhi is set up in Bangalore.

This was disclosed by Principal Secretary of IT and BT M.N. Vidya Shankar to presspersons here on Tuesday.

Mr. Vidya Shankar said that in case a person or organisation lost money due to cyber crime, he/it would have to file a case before the cyber crime court.

Apart from this, the individual or organisation could seek return of money lost in the transaction by filing a case before the tribunal.

He said that since the tribunal is located in Delhi, it becomes difficult for individuals to go there and pursue their case.

Efforts are being made to ensure that a branch of the tribunal could be set up in Bangalore.

He said that discussions are in an advanced stage and the branch, if it materialises, would be headed by a retired High Court judge.

Director of Cyber Law College Na. Vijay Shankar said that Principal Secretaries of Information Technology in each stage are designated as first courts of appeal in IT cases.

They have been vested with the powers of a civil judge. Their rulings can be appealed against only in the IT Appellate Tribunal.

He said the tribunal orders can be questioned only in the High Courts.

Cyber laboratory

The State's first cyber laboratory which will help disseminate information on cyber laws, cyber attacks and spread awareness of information technology will come up in Mangalore in a month's time.

Mr. Vidya Shankar said that Mangalore had been chosen for locating the laboratory as it is the third largest IT hub in Karnataka. Besides, it had a large pool of educated people and it had high literacy rate.

The laboratory would be operated by KEONICS and the State has incurred an expenditure of Rs. 25 lakh on it. Among other things, it would have a multi-media presentation kit which would help people educate themselves about advancements in IT and allied fields.

After Mangalore, KEONICS plans to set up two other laboratories. While one would be in north Karnataka, the other would be near Bangalore. The aim of such laboratories would be to increase the awareness of people about IT.

NDS to invest $400 mn in R&D in India

Quote:
NDS, a leading provider of technology solutions for the digital pay television industry, has firmed up plans to invest $ 400 million for research and development work in India.

Jayant Changrani, country head, NDS India said, "India is set to overtake US as the largest direct-to-home (DTH) market in the world this year. Besides, with the government taking initiatives to digitize the analogue cable base over the next few years, the potential for us is huge." According to industry estimates, India will have 40 million DTH subscribers and around five million digital cable subscribers by the end of 2011. This would still leave a base of 80 million analogue households for digital TV service providers to tap into.

Taking the cue, the UK-based firm has hired 1,600 people at the R&D centre in Bangalore. The centre here has been made the R&D headquarters for the company and the team has been mandated to develop software solutions for markets globally. India and China together constitute a quarter of revenues for NDS , Changrani informed. With business in India posting strong double-digit growth numbers NDS expects India to become the revenue grosser by 2015.

With telecom operators rolling out 3G services, the company is also seeing increasing opportunities in offering technology for monetizing content across multiple platforms. "While digital tv would continue to bring in the major proportion of our revenues, there would be an increasing number of connected devices at home, be it laptops, androids, tablets. We are looking at technologies which can deliver content across screens through a secure media gateway", Changrani said. To this end, the company has developed solutions which would enable DTH and digital cable operators to showcase the same content on television as well as tablets.

Centre considering UAS biofuel model for national-level adoption

What has attracted the Union Government is the minimal overhead charges for the procurement of biofuel seeds under the university's bio-fuel model.

BANGALORE: The Union Government is examining the bio-fuel model developed by the University of Agricultural Sciences-Bangalore for replication at the national level during the 12 {+t} {+h} plan period.

Two members of the Planning Commission of India visited the university as well as the villages where the bio-fuel programmes are being implemented by the university to examine whether it is possible to replicate such a model at the national level. They are expected to soon make a decision on whether to accept this model which has a systematic seed procurement process based on co-operative principles.

What has attracted the Union Government is the minimal overhead charges for the procurement of biofuel seeds under the university's bio-fuel model which is said to be just around 5 per cent as against the 30 per cent charges of models in other parts of the country. In this model, farmers get more as the expenses saved in terms of procurement are being passed on to them.

UAS-B Vice-Chancellor K. Narayana Gowda told The Hindu that under this model, the village-level milk producers' co-operative societies of Karnataka Milk Federation are being asked to procure bio-fuel seeds.

“We have chosen milk societies mainly because they have well established infrastructure such as buildings, manpower and machinery required for weighing seeds at the village-level besides having specialisation in procurement and co-operative activity,” he said.

The societies get remuneration for helping with seed procurement.

This additional activity will not affect the primary work of milk procurement as seed procurement is taken up by the societies after 10 a.m. when they are done with their milk-related work.

Normally, procurement of seeds would be taken up for about three days a week.

“As we are only sharing the society's infrastructure, the cost of procurement of seeds has come down,” Dr. Narayana Gowda said.

The societies will maintain accounts of farmers supplying seeds. The societies will make payments to them once a week.

“Maintaining accounts and making regular payments for bio-fuel seed collection have given some kind of economic security to farmers.

“It will also help put an end to the menace of middlemen procuring seeds at throwaway prices from farmers,” he said.

The university launched its bio-fuel model in Hadonahalli village of Doddaballapur taluk under the bio-resources complex project of the Union Biotechnology Department in 2005.

The university has identified over 100 species of plants naturally growing across the State with oil-yielding potential that could be used for bio-fuel extraction such as Pongamia, Neem, Jatropa, Simaoruba, Hippe , Nagasampige , Surahonne , Amoora and Sagade.

Lava Mobiles opens R&D center to develop Android devices

Quote:
After Karbonn, Lava Mobiles is planning to go big on Android smartphones. Company has recently opened an R&D center in Bangalore to develop Android smartphones.

The Bangalore center currently has a 15 member team dedicated to Android platform and app development. The team is being overseen by Arvind Jha, who joined Lava Mobiles team last year and is currently looking after device, apps and VAS ecosystemdevelopment [according to his LinkedIn profile].

Company wants to expand the team to 100 members. This seems a serious initiative from Lava’s point, and considering Google’s help to these companies to bring budget Android devices, we might see the results soon.

We hope that Lava does not work the Micromax way and bring a repackaged Chinese OEM device in India.
After Nokia, Motorola, Samsung, LG, Ericsson, Kyocera Mobile R&D centers, Now it's indian firms karbonn ,Lava ...

Nano air vehicles for disaster management being developed in Bangalore

Quote:
A powerful tsunami has crippled a nuclear plant which is spewing radiation, and a team of scientists and rescue workers have been trying to figure out a way to put an end to it in Japan. It could happen anywhere, anytime.

City-based scientists are developing mini, micro and nano air vehicles to help rescuers effectively plan and carry out contingency measures in case such a situation occur.

Scientists involved in the design and development of these vehicles, part of the Rs100 crore national programme for micro air vehicles (NP-MICAV), said that the vehicles could be deployed for various disaster management missions, including in cases of explosion or toxic gases spewing from a NBC weapon or a nuclear/industrial plant.

“If radiation is spewing from a nuclear plant, these micro and mini air vehicles can be pressed in to service. These vehicles can easily crisscross the inaccessible areas, and capture images or videos and rely them to central control system,” Lt Gen (Retd) VJ Sundaram, advisor, micro and nano systems of the national design and research forum, said.

While the mini air vehicles will be 1500mm, the micro air vehicles and nano air vehicles will be 300 mm and 25 mm in size, respectively. This apart they will be in three categories: fixed, rotary and flapping wing.

Lt Gen (Retd) Sundaram added that a demonstration had already been conducted for the national disaster management authority near Kolar the previous year.

“These vehicles can be used in cases of fire, flood, explosions, earthquakes, crowd monitoring, etc. It is up to the disaster management authorities to procure them,” he added. The air vehicles being developed can also be used by the defence and security forces for surveillance during low intensity conflicts
