The ordinance still awaits the signature of Mayor Herbert Bautista, but the city administrator, Dr. Victor Endriga, said the mayor had always been a vocal supporter. “Perhaps after Holy Week he will sign it, definitely,” Endriga told the Inquirer.

The CBD’s master plan features five districts: The Triangle Exchange, the Emporium, the Downtown hub, the Residences and the Commons.

It will be bordered by a stretch Edsa from the MRT North Avenue station up to GMA-Kamuning station, portions of East Avenue, North Avenue and Elliptical Road.

The Triangle Exchange and Emporium districts will be allotted for commercial establishments such as retail and service shops, restaurants, banks—and even for radio and TV stations.

The Downtown hub will be for national or local institutions such as schools, medical centers, academic research or scientific centers, museums and religious structures.

The Residence district, as the name suggests, will be for individual or family dwellings for those who will be employed or practicing their professions in the CBD.

The Commons district will provide space for parks, open-air sports facilities, memorials or shrines, etc.

Neither pearl river delta or Greater Mumbai are as dense and have commuter patterns like the Kanto region...or even the NYC metro for that matter. These can not (and are not, by anybody except a few who put them in a separate category [where they belong]) be compared to metropolitan cities.

I even have 2 photo threads of my trips to China, and you can see me commuting between various cities..just have a look and you will see that the space between two cities in a "metro region" in China is not even close to what you see from travelling from Tokyo to Yokohama (endless dense city with no boundaries, fields etc). The entire Kanto plain is basically one continuous city...it is a plain afterall surrounded by mountains. The same can not be said yet for the chinese "mega" metros, not yet anyway. The infrastructure of the 9 pearl river delta cities isn't even close to being continuous yet, but I believe the government has plans to do so. Once that is accomplished we can revisit the topic.

Can you share some of those photos, but at least make it minimal... For now, I consider those as facts so long as they are contagious... Its considerable since transportation patterns in NICs and developing countries are not as convenient yet as developed countries...

as for even in tokyo 23 ward, I think CBD is not understood by skyscraper's pics
there is few apartment towers in CBD

and for example, I think Ueno and asakusa area are more bigger than shinjuku erea as CBD . however there is a few skysctapers. these are mostly 10~15 stories.
