you can really see the difference between the territories. What used to be rank A territories, like Nabulus and Jericho are thriving while the others strugle to gain urbanism and progress, with Ramallah being an excaptional.

This would be a reason , also I heard PA still wait Israel to grant them a permission to construct a new Palestinian city near ramallah !!
