Bangalore Traffic | Policing and Management | BTRAC

Bangalore City has witnessed a phenomenal growth in vehicle population. As a result, many of the arterial roads and intersections are operating over the capacity (i.e., v/c is more than one) and average journey speeds on some of the roads in the Central Area are lesser than 15 kmph in the peak hours. Therefore, it has become necessary to plan for efficient traffic management in Bangalore.



In this regard, Bangalore City Traffic Police have envisaged the "Bangalore Traffic Improvement Project-B-TRAC 2010".

This 5-year programme will cost about Rs. 350 crores. For the financial year 2007-08, 2008-09 and 2009-10, the Government has released Rs. 44 crores, 35 crores and 40 crores respectively. In the year 2010-11, Rs. 5 crores is planned to be released. The implementation will be done by the Govt. owned Karnataka Road Development Corporation (KRDCL).

B-TRAC 2010 is the first of its kind project in the country to address the issues of traffic congestion, safety etc utilizing the latest traffic management technology and BTRAC 2010 is aimed at complementing the efforts being done by other agencies to upgrade the road infrastructure & efficient mass transportation system.


BTRAC 2010 - Strategy :-

  • Signals to be vehicle actuated, networked, adaptive and controlled/monitored by the Traffic Management Center (Area Traffic Control)

Enforcement Automation Centre (EAC)

Bangalore City traffic Police (BCTP) has implemented Enforcement Automation Centre (EAC) since 2001.

A new system of enforcement called Automated Enforcement has been introduced in Bangalore City.

• This involves the constabulary noting down the numbers of the offending vehicles and passing the information to the Automation Enforcement Center equipped with computers, software and vehicle database provided by the M.V Department.

• Based on this, computerized challans are generated U/s 133 of M.V. Act, which are sent by post to the offender.

Cops come calling home for violators

The next time Suresh Thamanna (name changed) zips through the City roads and breaks the law, he will remember the fateful day- January 24- and is sure to slow down at the next red signal.

He might have forgotten to pay the fine for the offence for which he was served a notice six months ago, but the traffic cops had not.

To his astonishment, the cops visited his house on Monday and simply immobilised his vehicle by putting wheel clamps for not heeding to pay the fine. At around 10.30 am, a knock at his home on the 17th Cross, Subramanyanagar, woke Thamanna from his slumber. Standing outside his door was the Assistant Sub-Inspector (ASI) from the Malleswaram traffic police station demanding the fine which he had to pay for the traffic violation.

Stunned by the intrusion into his home, the 28 year-old demanded to know why he was being pursued by the police for a simple traffic rule violation. In response, the ASI said: “It is not only you sir, we have a policy to approach every home that has a traffic violator and who has not heeded to the notices issued by the traffic police.”

With a Blackberry in his hand, the ASI issued a receipt on payment of the fine leaving the traffic violator wide-eyed. For Thamanna, the only consolation was the fact that apart from his vehicle even his neighbours were issued notices for non-payment of fines.

Sometime in August, Thamanna, who was crossing the Malleswaram 18th cross signal found himself on the pedestrian crossing, caught in no- man’s- land as the signal turned red. Unfortunately, apart from the pedestrians who found no space to walk, the traffic cameras had their eyes on his vehicle, KA-02-ME-2603.

Fifteen days later, Thamanna ignored a notice issued by the police for violating the traffic rules convincing himself that there was no wrong on his part and decided not to pay the fine of Rs 100. When Deccan Herald contacted the Additional Commissioner of Police (Traffic), Praveen Sood, he said the Bangalore traffic police was not targeting Thamanna alone but also those offenders who had multiple notices issued on their vehicles for violating the traffic law. “We started the exercise last year when it came to our notice that several traffic offenders with over 20 notices issued to them were evading the penalties,” Sood informed.

The Police later reduced the follow-up enquiries on payment of penalties to 10 notices. As of date, any traffic offender who has not paid his penalties towards the violations that are more than five in number they will be the top priority for the traffic police to identify their homes and knock on their doorsteps to collect the same.

“The reason for these personal follow-ups is to ensure that a warning is sent to those traffic law offenders that somebody is watching their actions,” informed Sood. The traffic police has earned Rs 3 crore in 2009-10 alone by way of penalties.

Bangalore police commissioner chosen for President medal for gallantry

Police Commissioner Shankar Mahadev Bidari, who has been chosen for President’s police medal for gallantry, today said it was a recognition for the Special Task Force of Karnataka.

“It is a matter a great satisfaction that I have been chosen for the gallantry award, along with two other colleagues of mine. It is recognition for the task force of Karnataka”, Mr. Bidari told PTI.

Mr. Bidari headed the STF constituted by the Karnataka government to nab the notorious sandalwood poacher-smuggler Veerappan from 1993-96.

He was instrumental in choking the food supplies to the Veerappan gang and also reducing the strength of the gang by cracking down on Veerappan’s sympathisers.

The others who have been chosen for President’s medal for meritorious and distinguished service from Karnataka are: Inspector General of Police KSRP, Ashit Mohan Prasad and Deputy Commissioner of Police Intelligence, V S D’Souza.

B''lore police bags gold award for B-trac project

Bangalore, Feb 7 (PTI) Bangalore city police has bagged the gold award for innovative use of technology ine-governance in the implementation of B-trac project, a top police official said today.

Announcing the award, which is given out by the union Administrative Reforms and Public Grievances department, City Police Commissioner Shankar Bidari said, "It is for the first time that a police force in the country has been awarded the Gold award for innovative use of technology for e-governance".


B-trac has been implemented in Bangalore city during the years 2008-2010 with about Rs 120 crore financial support from the Karnataka government.

Bidari said that with the implementation of B-trac scheme, "Bangalore city has earned the distinction of being the most modern technology-driven traffic management system in the country". It has also earned the distinction of being the first city in the country where "traffic enforcement is 100per cent technology-driven and paperless", he added.


By proper implementation of the B-trac project, excellent results have been achieved in traffic enforcement, traffic regulation and prevention of accidents, Bidari said.

Due to the addition of South-East division to Bangalore city in September 2007 and North-East division in May 2008,the area of the city has increased by 600 sq kms to 1,200 sq kms, he said.

During the past two years, the carriage way was taken away as a result of large scale developmental works such as metro, fly-overs, underpasses and over bridges. Inspite of these factors, the Bangalore city police have achieved unprecedented success in traffic enforcement by implementing the B-trac project, Bidari said.

The Commissioner said that despite the increase in thesize of the city and the amount of vehicles on the road --four million and counting, second only to New Delhi -- there has been a decrease in the number accidents and the number of deaths and injuries due to accidents.

The 6,483 road accidents recorded in 2010 was lower than the one recorded in 2007, when it was 8,426, he said. There has has also been a decrease in the number of deaths due to traffic accidents -- 858 in 2010 as compared to 981 in 2007.

He added the number of persons injured in traffic accidents has also come down from 6,591 in 2007 to 5,343 in 2010.

Bidari lauded the hard work put in by officers and men working in traffic branch in the past two and a half years.

"On account of their sustained efforts, Bangalore city now has the distinction of a minimum number of accidents per one lakh population or per sq.km area", he said.

The award will be presented to city police at Aurangabad on Feb 10, 2011 by the union government.

Now, HD cameras to prevent crime

BANGALORE: High definition cameras capable of taking multidimensional and multiangular photos even in darkness will be placed across the city at vantage points which will enable the police to track criminals.

"This proposal of the city police is likely to be given clearance and announced by Chief Minister B S Yeddyurappa in his budget speech which will take place on February 24," a top government official told Express here on Thursday.

The city police have identified about 2,500 to 3,000 vantage points where the these cameras are going to be fixed which, in turn, would be linked to the control room.

"These cameras are going to be inconspicuous. It is more or less like the cameras fixed on all signal lights, which is monitored in the Traffic Training Management Centre."

"Similarly, these proposed high resolution cameras are meant to track criminals involved in mugging, robbery, theft and dacoity. This arrangement will go a long way in strengthening the police in preventing and apprehending the culprits," home department sources explained.

Refusing to reveal the approximate expenditure involved in the process, an official said any amount is small when it comes to maintaining law and order and make the city crimefree.

"In fact this is the first phase towards making the city police go hitech. There are other aspects towards making police more effective, including procuring more vehicles and weapons. These also might figure in the budget speech," sources revealed.

When once this "eyes on the city's dot line" exercise become fruitful in Bangalore, the same could be extended to other corporation areas such as Belgaum, Mysore, Mangalore and Hubli Dharwad where the disturbing trends of dacoity, robbery, burglary and murder are increasing despite the geographical area being small when compared to Bangalore city.

Top-notch driver-training schools coming soon

BANGALORE: Those in search of professional driving skills may soon find them in State Government-run training schools.

The Government has given in-principle approval to establish one school each in Bangalore and Dharwad, and they are likely to kick-off by next March.

The Transport Department has identified about 10 acres of land near Yelahanka in Bangalore and eight acres of land in Rayapura in Dharwad to set up these schools. The driver-training schools will be established with budgetary support and could cost about Rs. 10 to Rs. 12 crore each, said Principal Secretary to Government (Transport Department) M.K. Shankaralinge Gowda.

He said there was no full-fledged driver-training school in the State either in the private or government sector. Those operated by private players do not have sophisticated facilities, he said. There are about 450 driver-training schools operated privately across the State.

The proposal has been approved by Chief Secretary S.V. Ranganath and is likely to be cleared during the next Cabinet meeting. Thereafter, the work on construction of the facilities will begin and the work should be completed within 10 months, Mr. Gowda told The Hindu.

Facilities


These schools, Mr. Gowda said, will have all the necessary facilities to impart driver training, right from light motor vehicle (car) to heavy passenger and goods vehicles.

They will have hostel facilities, classrooms, simulators, qualified teachers, practical testing facility and other gadgets. They will also have sophisticated and computerised tracks for test driving.

The schools will be of much benefit to those aspiring to learn driving as a skill, as the trainees will be offered comprehensive training. They will also be trained to undertake minor repairs of vehicles during emergencies. Such training will be of much use, particularly when the vehicle breaks down in deserted places.

Recruitment point


The State Road Transport Corporations (RTCs), which at present hold driver recruitment tests on their own, could utilise the facilities in these schools. The schools could even serve as a recruitment point for the corporations, Mr. Gowda said.

PPP model


While the Government will provide the necessary infrastructure to establish these schools, the training part will be looked after by private agencies, Mr. Gowda said.

Technology puts the brakes on bad drivers

BANGALORE: The number of persons passing the driving licence (DL) test at the Jnanabharathi Regional Transport Office (RTO) has plummeted since September 2010.

The decline in numbers, estimated to be more than 50 per cent, began with the launch of the country's first computerised driving test track.

While 2,905 got their DLs during September 2009, only 1,760 made the grade a year later. The numbers further dipped to 1,527 in October 2010 and 1,329 in November as against 3,074 and 3,243 during the corresponding months in 2009.

The computerised driving test track, funded by the Union Ministry of Road Transport and Highways, was inaugurated by Chief Minister B.S. Yeddyurappa on September 23, 2010. Till then, the RTO had been issuing an average of about 2,500 licences every month.


Rigorous procedure

Syed Shafi Ahmed, Regional Transport Officer, Jnanabharathi, told The Hindu that the rigorous test procedure at the track, located at Mallathalli, is weeding out bad drivers seeking DLs. The facility has two tracks — one each for two-wheelers and four-wheelers — and is equipped with electronic sensor technology.

While those seeking a two-wheeler licence are put through the paces on a zigzag track, car drivers have to drive up a gradient without allowing the vehicle to roll back, move on an 8-shaped track, parallel park, reverse and park and then pass through an S-shaped stretch.

If the driver touches any of the poles on either side of the track, sensors alert the computer system where it will be recorded and proportionate marks deducted. All these movements are recorded through closed circuit television cameras and are displayed on the screen inside the waiting hall, Mr. Ahmed said.

Quality drivers


The then Transport Commissioner Bhaskar Rao, who introduced this concept, said that the track aided the department's mission to have quality drivers on the roads.

Nearly 14,000 aspirants had appeared for tests between September 2010 and March 2011 and the failure rate is about 20 per cent, he said.

As the bar has been raised here, many driving schools in Jnanabharathi RTO limits have upgraded their training to impart necessary driving skills, he added.

Traffic cops hit the wall [Facebook]

You can not only raise your concerns, but also avail of information on various issues, upload photos and videos of any violations or irregularities you come across and even participate in debates with senior police officials.

The 10-day-old account has over 350 friends. Numerous debates on various issues have taking place and people are uploading photos of traffic violations across the city. For instance, Deepak Vijayvergiy tagged a photo of a BMTC bus parked in the middle of the road with the caption: "Please have a look at this pic, taken near the BEL bus stop, instead of having such a good bus-bay and sheltered bus-stop, buses are stopping in the middle of the road".

Some officials of the department are responding to people on a daily basis. Praveen Sood, additional commissioner of police (traffic), told TOI that tech-savvy people of Bangalore will find this initiative "interactive and useful".

He said: "Every person in the city has an opinion on how to solve traffic problems of the city, which usually get conveyed to us through calls, emails and even on the road. By letting them express these opinions in the public domain, we'll let them see the viewpoints of other people and also of the traffic police. We're sure it'll be helpful in avoiding many unwanted grievances against the police and making the relationship with citizens more transparent. We may even find some solutions."

Real-time updates

The recent unexpected showers were an opportunity for the department to use this interface. Traffic alerts on slow-moving traffic and blockades were updated on the wall and these were welcomed by its friends.

Police are looking at receiving traffic updates from users. "The advantage of social networking sites is that they're constantly updated and therefore transfer of information becomes faster. If our "friends" provide us live updates, it'll be a great value-add for us," said Praveen Sood.

See a problem? Upload a photo

The traffic police chief plans to answer some public grievances online. If a citizen wants to report traffic violations, she could use the account to tell the traffic police. "People can upload photos or videos of traffic violations, police harassment or others. We already have few such pictures uploaded on the wall. If the evidence provided by people comes under our jurisdiction, we'll definitely take action," said Sood.

Traffic police point out that barring the morning and evening peak hours, traffic movement is quite smooth. But sometimes, especially at night, vehicles are made to halt even when there is no traffic in the other lanes.

“During such times the software will sense the traffic volume through the real time videos and change the signal to green. This technology is developed by Trafficon of Belgium and Bharat Electronic Limited (BEL) will be the implementing agency. Once the pilot project is carried out on M G Road, which Trafficon is doing for free, we could think of extending the ATC system to other corridors having six or more junctions,” Mr Sood said.

good to see bangalore traffic police doing great job. Late night red signal makes any sincere guy to break signal which later becomes a habit I break signal only if im driving a two wheeler otherwise not, as it is difficult to take reverse in a car They have installed manual pedestrian crossing push button signal in electronic city instead of barricades - when u have to cross the road just push the button on signal pole. These machines were too sensitive as they were installed just six centimetres below the road. The machine would even stop work on asphalting,” he said.

HOW WILL IT HELP?
According to Sood, the cameras will turn the light to red from green if there is no continuous flow on the road. “Each traffic junction will have four cameras, fitted in all directions. Also, the software is designed to help in deciding on the next signal lights,” he said.
The pilot project will take off on six junctions at Queen’s, Anil Kumble, Cauvery Emporium, Webs, Mayo Hall and Trinity Circle junction. “Depending on the success, the project will be extended to other parts of the city. We are confident that virtual loop system will help in area traffic control,” Sood said.

Minister for Home and Transport, R. Ashok, wants to implement the hi-tech Intelligent Transportation System (ITS), on the lines of the one in Mysore, to beat the problem.

"The ITS is going to be a big hit in Bengaluru as it is going to reform the public mode of transportation," Mr Ashok said. "In Mysore, the project was taken up at a cost of Rs 21 crore and will be completed this month.

“Once the project is inaugurated, keeping in mind the response of the general public, we will introduce a similar kind of project for Bengaluru. I will hold talks with the agencies concerned."

The ITS provides dynamic information of bus routes. It encourages the use of this mode of public transportation by making it more efficient and thus attracting more commuters which in turn will reduce the use of personal vehicles. The project will also reduce heavy vehicular pollution as it eases congestion on city roads.

"Our priority is to enhance technology at all the bus stations by providing real time display boards showing the route of a bus, its arrival and departure time. In this way a large number of people will trust the public mode of transportation as they will know the exact time of the bus's arrival and departure," said Mr Ashok.

The world-over efficient, people-friendly public transport is being seen as the way to tackle traffic congestion in cities. The ITS will make the existing bus system safe and environmentally and commuter friendly.

The GPS/GPRS technology tracks and monitors the movement of buses in real time so that arrival and departure times at bus stops can be accurately known.

There can be effective diversion of traffic in case of an emergency and accidents can be better monitored. Daily, weekly, and monthly passes will be issued to commuters and a smart card facility could also be introduced.
