55 trains cancelled after 36-hour ‘rail roko' call in Telangana

All train services in the Telangana region are slated to come to a grinding halt from Saturday morning, signifying virtual stoppage of every form of mass transport in the region as the Telangana Joint Action Committee (T-JAC) ratcheted up its agitation demanding a separate State.

Anticipating obstruction of train movement by activists in response to the T-JAC's call for a 36-hour-long ‘rail roko' from 6 a.m. on Saturday till 6 p.m. on Sunday, the South Central Railway cancelled 55 express trains, diverted 55, partially cancelled 48, rescheduled eight and regulated two others besides stopping all local train services in the Twin Cities.

Many trains like Howrah-Hyderabad, Nanded-Bangalore, Chennai-Hyderabad express and Hyderabad-Trivandrum express trains have been short-terminated at various places.

As the strike will also impact long-distance trains in the North-South and East-West corridors, the railways have diverted them through routes on the Konkan Railway, the Wadi station in Maharashtra and Duvvada near Visakhapatnam on the East Coast Railway. Hundreds of personnel of Railway Police and the A. P. Special Battalion are being deployed to protect railway property.

As the general strike entered the 11 {+t} {+h} day on Friday, auto rickshaw driver unions also announced a two-day-long bandh till Sunday midnight. Buses of the A. P. State Road Transport Corporation (APSRTC) in the Twin Cities and the rest of the Telangana region are already off the road for the fifth day while schools and colleges remain closed.

As political parties in the region vie with one another to enforce the strike, supporters of the Telangana Rashtra Samithi (TRS) and Telugu Desam Party engaged in physical clashes at several places while Congress MPs attacked Chief Minister N. Kiran Kumar Reddy for allegedly sending ‘misleading reports' to the Centre about the ground reality.

NEW DELHI: Railways is finalising a draft legislation for a project that envisages running trains with the speed of 300 kms per hour on some selected routes across the country.

The Bill is likely to be introduced in the winter session of Parliament.

"We are in the process of setting up the National High Speed Rail Authority (NHSRA), an autonomous body, to implement and monitor the high speed train project in the country and for this a legislation is required to set up the Authority," said a senior Railway Ministry official.

According to the proposed NHSRA Bill, 2011, the nine- member Authority will have a chairman and eight members. There will be four full-time members including Member Project, Member Finance, Member Engineering and Member Planning.

"Stakeholders of the high speed rail corridor project will also have four representatives as part-time members in the NHRSA," the official said.

The NHSRA is being proposed to be set up on the lines of the National Highway Authority and it would be under the Railways Ministry.

The selection of chairman and members of the NHSRA would be done by the Public Enterprise Selection Board (PESB) with the approval of Appointment Committee of Cabinet.

The draft of the Bill is being sent to Law Ministry, Urban Development Ministry, Finance Ministry and Planning Commission for their views. "The final draft of the NHSRA would be sent to the Cabinet for its approval before introducing it in Parliament," said the official.

Railways have identified six routes to conduct feasibility study for running high speed trains. Currently railways is awarding contracts to global consultants for conducting feasibility studies of the proposed routes.

State governments and financial institutions are stakeholders of the high speed rail corridor project.

According to an estimate, it will cost about Rs 100 crore to construct one km dedicated high speed corridor. As per the preliminary report, ridership revenues would be able to cover the operating cost of the project.

Railways plan to make the high speed rail corridor into a catalyst for India's economic growth, a stimulus for the development of satellite towns and reduction of migration to cities.

"We have chosen three foreign consultants to carry out studies in three corridors out of the six identified routes for conducting pre-feasibility studies for developing high speed rail corridors," the official said.

UK-based consultant Mott McDonald has been engaged to conduct the pre-feasibility study of the longest Delhi-Agra- Lucknow-Varanasi-Patna (991 km) route, while Spanish consultant Eneco has been hired to carry out studies in the shortest Howrah-Haldia (135 km) route.

"French consultant Systra, which has done the studies for Pune-Mumbai-Ahmedabad (650 km) route, submitted the report to the Railway Ministry and the report is being examined now," he said.

A consultant for study of Delhi-Chandigarh-Amritsar (450 km) route will be selected soon as the global bid is under finalisation.

While tenders for Hyderabad-Vijayawada-Chennai have been invited and are under evaluation, bids for Chennai-Bangalore- Ernakulum will be invited shortly.

During the Rail Budget 2010, then Railway Minister Mamata Banerjee announced construction of high speed passenger rail corridors. These projects will be executed through PPP mode.

SCR to introduce three New Trains announced in Railway Budget 2011

As announced in the Railway Budget 2011, South Central Railway will introduce the following new trains from the days as mentioned below :

1. Train No.12026/12025 Secunderabad - Pune – Secunderabad Shatabdi Express
(six days in a week – except o*n Tuesdays) will be introduced o*n 13th November, 2011 and will depart Secunderabad Railway Station at 14.40 Hrs. The timings of the train are as under:



The train consists of ten coaches - o*ne AC Executive Class, seven AC Chair Cars and two Power Generator Cars.

2. Train No.77678/77675 Miryalaguda - Kacheguda – Miryalaguda DEMU Passenger (six days a week) will be introduced o*n 14thNovember, 2011 from Miryalaguda.

3. Train No.77676/77677 Miryalaguda – Nadikudi- Miryalaguda DEMU Passenger (six days a week) will be introduced o*n 14thNovember, 2011 from Miryalaguda.

The inaugural service of the above mentioned two new trains (Sl.No.2 and 3) will commence at 10.00 hrs. o*n 14th November, 2011.

Slight change in some Train Schedules on account of Apron Work at Secunderabad Railway Station

On account of Apron Work at o*n Platform No.1 of Secunderabad Railway Station from 14thNovember till 3rd December, 2011 (20 days) there will be slight change in the schedules of some trains as mentioned below from 14th November till 3rd December, 2011 :

1.Train No.57488 Mahaboobnagar – Secunderabad Passenger will be terminated at Kacheguda.

2.Train No.57426 Dhone – Secunderabad Passenger which connects to Train No.57473 Secunderabad – Bodhan Passenger at Secunderabad will be diverted via Sitaphalmandi Chord Line to Bolarum and therefore will be partially cancelled between Kacheguda and Secunderabad.

3.Train No.57473 Secunderabad – Bodhan Passengerwill start from Bolarum and therefore will be partially cancelled between Secunderabad and Bolarum.

The much-awaited doubling of railway line between Hyderabad and Mahbubnagar has been hanging fire for more than two decades. The railway ministry’s apathy and lack of funds have led to the derailment of the doubling works.
In fact, the doubling work on the section was specifically mentioned in the last three years’ railway budgets. “Leave alone any track work, even survey works on this busy route have not taken place,” sources said. It was in 1990 that the government first mentioned about doubling of the route from Falaknuma to Mahbubnagar, covering a distance of 90 km.
Experts said the issue was relegated to mere election slogans for all the MPs contesting from Mahbubnagar. Nothing much was done in the last two decades, though the district was represented by minister of state for railways Mallikharjun in 1983 and senior politicians like D Vittal Rao, S Jaipal Reddy and K Chandrasekhar Rao.
“All the politiciansmake tall promises during elections, but there has been no progress in the doubling works,” a bank employee of Kondurg mandal rued. He alleged that present MP KCR had also assured during 2009 election campaign that the doubling works would be fast-tracked. “But even his promise has so far turned out to be hollow,” he complained.
This route has major traffic. Apart from superfasts such as Bangalore, Mysore, AP Sampark Kranthi, Chennai-Egmore and Rameshwaram trains, 40 express and passenger trains are also operated daily. Experts said not only would it reduce the travel time, but also the total distance to be covered. For instance, the distance for trains like Chennai and Charminar expresses would reduce by 80-90 km if they take Mahbubnagar-Dhone-Guntakal-Renigunta route, instead of the Vijayawada, Guntur sections.
Even the local railway officials are agitated over the delay in taking up the works. A station master on condition of anonymity said, once doubling is done, distance to Mysore, Tirupati, Chennai and destinations in Kerala would reduce considerably. Former MP Vittal Rao said a survey was carried out some time ago, but the work did not go any further. “After KCR became the MP, his first assurance to the people was that he would work towards the doubling of the railway line. What happened to his promise?” a resident of Mahbubnagar asked.

SCR to instal baggage scanners soon

After much delay, South Central Railway (SCR) authorities have initiated steps for installation of baggage scanners, under vehicle scanners and other equipment at Secunderabad and Hyderabad railway stations to beef up security at the stations.

As part of the Integrated Security System project, Railway Board has already sanctioned over Rs. 6 crore to SCR for installation of baggage scanners, CCTV cameras and other equipment at important stations in the State.

Authorities have already installed 46 CCTV cameras at Secunderabad station and another 50 are being planned exclusively for the station. Under the project, it was proposed to install three baggage scanners at Secunderabad and two each at Hyderabad and Tirupati railway stations. Installation works were to be completed by September but due to technical reasons, the project got delayed. Efforts were being put to complete the installation works by December 31, said Secunderabad Divisional Railway Manager Sanjeev Roy.

While, two baggage scanners would be installed at the main entrance, the other one would be at the Bhoiguda side of Secunderabad station. Apart from baggage scanners, SCR authorities are planning to install under vehicle scanners as well.

These vehicle scanners would be installed on the way leading to the main portico on the Secunderabad station premises.

Similar plans

Similar plans are being made for Hyderabad railway station as well. Besides these scanners, authorities are procuring one mobile baggage scanner to scan passengers' luggage randomly.

An exclusive bomb detection squad with a team of 10 persons is also being planned. This team would be supplied with 28 security equipments like bomb blankets, metal detectors etc and special training was being provided for these persons, informed Mr. Roy.

“It is a first of its kind security project in railways across the country and the SCR is the first to initiate installation works. In fact, other railways are yet to float tenders for the project,” explains Mr. Roy.

Politicians have totally mismanaged the issues of Telangana. If proper attention has been given to the issues of Telangana when the agitation started in 60s things wouldn't have come this far. Blame it on Politicians and their narrow-mindedness and their selfishness which unfortunately may eventually divide the AP state.

Railway coach factory fails to see light of the day

The proposal has been hanging fire for over two decades

More than two decades have lapsed since the foundation stone for the Railway Coach Factory (Chintakani Concrete Sleeper Factory) was laid at Chintakani, but the much-touted project remains only on paper. The foundation stone was laid by the then Union Minister of State for Railways, Madhavrao Scindia, in the presence of the then Union Minister for Industries Jalagam Vengala Rao in 1989. The plaque carries the names of the dignitaries.

The project was earlier proposed at Chintakani with the main objective of creating employment avenues. Successive governments have not taken any steps to launch the project much to the disappointment of the people of the mandal.

Assembly Deputy Speaker and Madhira MLA Mallu Bhatti Vikramarka, in a memorandum to Chief Minister N. Kiran Kumar Reddy, has urged the latter to pursue the matter with the Centre.

Land acquired

A survey was also conducted for acquisition of some lands near the railway station at the time of the foundation-laying ceremony, recalled Lachaiah, an elderly person of the village. “But nothing has materialised so far,” he said, disappointment writ large on his face.

“Our persistent pleas to the officials concerned on the “Concrete Sleepers Factory” in the past evoked cryptic replies from the officials, said another villager. Some of them even hinted that the project was shifted to some other State due to lack of proper follow-up action, he lamented. “We earnestly hope that the State government would act on the memorandum submitted by Mr. Vikramarka and take up the issue with the Central government for speedy establishment of the factory,” said former sarpanch M. Bhaskar.

New trains announced in last budget yet to chug off

People's representatives exert pressure on the Railway Board to get the due

The Railway Timetable Committee is scheduled to meet next month but the trains announced, and some of the works sanctioned in the last budget, are yet to materialise. The new trains can be commissioned only when a provision is made for the same in the timetable.

None of the new trains originating from Visakhapatnam, that were announced in the 2011-12 budget, Visakhapatnam-Secunderabad tri-weekly A/C Duranto Express, Visakhapatnam – Koraput Intercity Express, Visakhapatnam – Digha Weekly Express and Visakhapatnam – Howrah Weekly Express, have been introduced so far.

This is not all, only two of the six other trains passing through Waltair Division, announced in the last budget, have been launched recently.

The Duronto AC Express is scheduled to run thrice a week. The train requires special coaches and they are said to be under construction. The rake would be maintained by the South Central Railway. “We haven't received any information so far but in all probability it would be introduced by the end of the current financial year,” Divisional Railway Manager N. Kashinath told The Hindu on Thursday when asked about the status of the pending works.

Escalators

On the proposal for installation of escalators at Visakhapatnam Railway Station, he said that two escalators have been sanctioned but the purchase order was yet to be released.

Coach indication boards have been installed on platform 1 at Duvvada Railway Station as most of the trains going towards Vijayawada are taken on this platform. Construction of Platform 4 has already been taken up but it couldn't be completed due to funds constraint.

“Three of the 12 trains that were being diverted via Duvvada Station were being re-routed through Visakhapatnam during the last few months.

Proposals have been sent to the Railway Board for bringing the nine other trains to Visakhapatnam and the issue was under the consideration of the board,” Mr. Kashinath said.

“The works that were already sanctioned like laying of approach road, development of circulating area and construction of waiting halls for upper class and sleeper class on the Gnanapuram side, were pending due to paucity of funds,” he added.

One can only hope our people's representatives exert pressure on the Railway Board to ensure that Visakhapatnam and Waltair Division get their due.

SCR Extends Hyderabad-Ajmer Weekly Special Train

In order to clear extra rush of passengers, South Central Railway will extend Train No.07106/07105 Hyderabad-Ajmer-Hyderabad Weekly Special Train to run till
1st January, 2012 as per the following schedule:-

1.Train No. 07106Hyderabad-Ajmer Weekly Special train will depart Hyderabad at 21.35 hrs, arrive/depart Secunderabad at 22.00/22.05 hrs, Malkajgiri at 22.15/22.17 hrs o*n Fridays i.e o*n 9th, 16th, 23rd, 30thDecember,2011and arrive Ajmer at 14 30 hrs o*n the second day (Sunday).

2.In the return direction, Train No. 07105 Ajmer-Hyderabad Weekly special train will depart Ajmerat22.45 hrs o*n Sundays ie., o*n11th , 18th, 25th December, 2011 and 1stJanuary 2012., arrive/depart Malkajgiri at 12.30/12.32 hrs, Secunderabad at 13.00/1310 hrs and arrive Hyderabad at 14 00 hrs o*n the second day (Tuesday).

Enroute, these special trains will also stop atKamareddi, Nizamabad, Basar, Dharmabad, Mudkhed, Nanded, Purna, Parbhani, Jalna, Aurangabad, Manmad, Bhusaval, Khadwa, Itarsi, Bhopal, Sehore, Shujalpur, Berchha, Ujjain, Nagda, Kota, Bundi, Mandalgarh, Chitorgarh, Bhilwara, Bijaynagar, and Nasirabad, in both the directions.

These trains will have18 coaches viz. o*ne AC II Tier, Two AC III Tier, seven Sleeper class and sixGeneral SecondClass and Two Second Class Luggage Cum Break VanCoaches

No problem in providing slots for goods train b/w Hyderabad & N Del

The Government today said there is no difficulty in providing slots for goods trains between Hyderabad and New Delhi. Minister of State for Railways Bharatsing Solanki in a written reply in the Rajya Sabha said, keeping in view the high capacity utilisation on the route between Delhi and Chennai via Andhra Pradesh, works on third line and fourth line on critical sections of the route have been sanctioned and the work is in various stage of progress. Capacity enhancement on this route is being progressively developed for a long-term solution and a Preliminary Engineering cum Traffic Survey (PETS) has been awarded for future Dedicated Freight Corridor (DFC) on the North-South route (Delhi- Chennai) via Andhra Pradesh

SCR specials

The South Central Railway (SCR) will run special trains from various destinations in its jurisdiction to Kollam for the convenience of Ayyappa devotees going to Sabarimalai, between December 7 and January 17, 2012. Reservations for these specials will commence on December 5.
