When the new terminal was designed did the designers make any provisions for future expansion, St Petersburg has a large population, this isn't a very big terminal for a city this size.

from 2013 article :

"Once the new terminal is open it will be able to welcome 18 million passengers compared to the 14 million it (airport) currently can now."

and

"The new terminal will unite the impressive new terminal building and the existing Pulkovo 1 airport, which is currently awaiting reconstruction."

It means that 2 terminals will be capable to wellcome 14+18 million=32 million passangers....But only 13 million passangers used St.Petersburg airport in 2014 - that means that today (after reconstruction of old terminal completed in February 2015), the whole airport (2 terminals) can provide services for 32 million people that is 2,5 times more then needed - airport works using just 40% of its capacity...

I don't agree with your assumption, my thoughts are the old international and old domestic combined could handle 14 million pax, the new terminal with the old domestic attached gives you 18 million (wikipedia states 17 million). I could not see what they have in use today being able to service 32 million people, the runway capacity is there but the number of gates and stands is lacking.

new terminal is much bigger then old one - why then old one had capacity of 14 million while 2 of those combined just 18 million?

On June 18, 2016, Air Serbia launched direct scheduled flights between Belgrade and Saint Petersburg (Russia). The route is served for the first time in the recent history of the Pulkovo Saint Petersburg Airport.

Hainan Airlines adds Boeing 787 Russia service in W17

Hainan Airlines in winter 2017/18 season plans to introduce Boeing 787 aircraft for its Russia service, including Moscow and St. Petersburg. Planned aircraft changes as follow.

Pulkovo Airport Welcomed its 15 Millionth Passenger in 2017



On November 30, Pulkovo Airport welcomed its 15 millionth passenger in 2017. The lucky winner of the honorary status was Anastasiya, who flew from St. Petersburg on Nordwind Airlines flight N4 532 to Mineralnye Vody.

This was a new record for Pulkovo: never before in its history had St. Petersburg airport handled so many passengers in a single calendar year.

To celebrate the long-awaited achievement, the airport managing company Northern Capital Gateway (NCG) prepared a pleasant surprise for all the travellers of N4 532 flights: serving refreshments and beverages and giving out Pulkovo souvenirs. Evgeniy Ilyin, Chief Commercial Officer of NCG, congratulated Anastasiya on behalf of the airport and presneted her with a certificate to the business lounge, Pukovo branded gifts and an exquisite tea set from the renowned St. Petersburg Imperial Porcelain Factory.

Nordwind Airlines launched direct flights from Pulkovo to Mineralnye Vody on November 2, 2017. The city in the Stavropol region of Russia became the carrier’s second route with scheduled service after Moscow from St. Petersburg airport. The number of passengers handled by Nordwind at Pulkovo airport exceeded 391,000 for the past 11 months of 2017, which represents a 92% growth year-on-year. In the winter 2017/2018 season, the airline performs charter flights from St. Petersrburg to Antalya, Dubai, Phuket, and other resort destinations.

Qatar Airways Launches Inaugural Flight to St. Petersburg




Qatar Airways’ first non-stop flight from Doha to St. Petersburg landed today at Pulkovo Airport, marking the airline’s second gateway in Russia. Qatar Airways flight QR279, operated by Boeing 787 Dreamliner, departed Hamad International Airport on Tuesday 19 December at 07:30, and arrived at Pulkovo Airport at 13:50.

On board the inaugural Qatar Airways flight to St. Petersburg, Qatar Airways Group Chief Executive, His Excellency Mr. Akbar Al Baker was joined by His Excellency Nurmakhmad Kholov, The Russian Federation’s Ambassador to the State of Qatar. The VIP delegation was greeted upon arrival by Mr. Vladimir Yakushev, Pulkovo Airport Chief Executive Officer, His Excellency Fahad bin Mohammed al-Attiyah, Qatar’s Ambassador to the Russian Federation, and Mr. Alexander Golovin, the chairman of the Transport Committee of Saint Petersburg.

H.E. Mr. Akbar Al Baker said: “I am delighted to touch down today on board our first commercial flight to St. Petersburg. Following the great success of our Moscow route, we are extremely happy to extend our reach into Russia. By launching this new route, we are committing to further supporting the Russian market, and providing inbound and outbound passengers a seamless journey through the skies.”

St. Petersburg, Russia’s second largest city after Moscow, is considered an important Russian port on the Baltic Sea. The culturally diverse city is filled with historical architectural gems, including the Winter Palace and the Kazan Cathedral.

Mr. Vladimir Yakushev, Pulkovo Airport Chief Executive Officer, said: “The launch of Qatar Airways service from Doha to Pulkovo St. Petersburg Airport represents new extraordinary possibilities for the city’s business and leisure travel market. With the exquisite product offered by the airline, St. Petersburg will receive a boost of both inbound and outbound tourism once connected to Qatar Airways’ worldwide route network via one of the most vibrant global air hubs, Hamad International Airport, in Doha.”

Qatar Airways will operate its daily St. Petersburg service with an Airbus A320 aircraft, which features 12 flatbed seats in Business Class and 120 seats in Economy Class. Passengers will be able to enjoy the airline’s superior entertainment system offering passengers a wide variety of entertainment options.

With more than 10 tonnes of belly hold cargo capacity per week to and from St. Petersburg on board the A320 aircraft, which serves this new route, Qatar Airways Cargo is delighted to be further expanding its import and export services in Russia. The launch of service to St. Petersburg has increased the overall belly hold cargo capacity to and from Russia, with more than 30 tonnes being transported each way per week.
