Initiative to ease traffic congestion

The district administration on Monday said irrationally positioned bus stops were a major reason for traffic congestion and it would act in conjunction with the police, local bodies, the Public Works Department and the National Highways Authority to rectify the situation at the earliest.

As a first step, District Collector Dinesh Arora ordered that any new roadside construction, including bus stops and foot paths, should be sanctioned only after a scientific assessment of the rush hour traffic situation at the spot.

At a meeting of the Road Safety Authority on May 25, Superintendent of Police, Rural, P. Prakash said that unscientific positioning of bus stops was the main reason for the seemingly unending traffic snarls at Kallambalam, Attingal, Kazhakuttom, Balaramapuram, Neyyatinkara, and several other key junctions.

City Police Commissioner Manoj Abraham said haphazardly positioned bus stops impeded smooth traffic flow in the city.

For instance, there are more than 14 bus stops along the 8 km Ulloor-East Fort stretch alone, most commissioned without consulting the police and on a parochial basis. Most of the bus stops are near traffic signal lights, impeding traffic flow even at times when the signal is green.

IRC specifications

A traffic expert, quoting Indian Road Congress (IRC) specifications, said that the minimum distance between bus stops in urban areas should be at least 1.5 km.

On several congested roads, bus stops are located directly opposite to one another. Buses plying in opposite directions frequently stop at the same time on either side of the road, blocking traffic on the stretch for several minutes.

The IRC guidelines state that bus stops could be positioned opposite to one another only on wide roads divided by medians. Bus bays should be away from the road and nearer to waiting sheds.

Most bus stops in the city are located at key junctions. The IRC specifically states that bus stops have to be located at least 80 m away from junctions. There should be segregated bays and waiting sheds. However, these guidelines are observed more in the breach even on recently widened roads.

Laxity

Traffic enforcement in the district has apparently become lax over the years. Speeding of private transport buses, as part of the competition between bus operators to pick up the maximum number of rush hour commuters, is a major cause of accidents in the district. Private buses often stop suddenly on the middle of the road at will to admit or eject commuters, resulting in accidents.

Even at designated bus stops, most bus drivers rarely bother to pull their vehicle into the bus bay. The police rarely book motorists who violate road safety rules. Traffic enforcement is confined mainly to inspecting vehicle records at predictable times and on regular routes.

* 150 more low-floor Buses to hit Trivandrum as per govt.'s 100 day programme.
* Long Distance Buses will start going from/to Eanchakkal Bus Terminal asap. Wont wait for the terminal construction to get completed.
* Construction pace of Bus Terminals at Thampanoor, Kattakada & Nedumangad will be quickened.
* Women's Engg College to start in Parassala

5 new double-decker buses to begin service in T’puram

T'PURAM: State Transport Minister VS Sivakumar today said that five new double-decker buses would begin service in the capital city.

The Minister has given permission to extend double-decker bus service up to Sasthamangalam on the petition given by Sasthamangalam Ward Councillor Gopan.

Since VSS has assumed charge as the transport Minister, it will not be too high an expectation to push for the formation of a INTEGRATED TRANSPORT AUTHORITY for the city on the lines of TRIDA. This entity can bring about structural changes in the city transport sector by improving the functionality of KSRTC city services by bifurcating it from the long distance services thus allowing it to function in a optimal manner, bring about changes in relation to fare stages, route rationalisation, fleet utilisation, maintenance etc.

No new private bus service in city: Minister

THIRUVANANTHAPURAM: KSRTC buses will continue to rule the roads in the capital city. The State Government has no plans to allow any more private buses in the city, Transport Minister V S Sivakumar told the Assembly on Thursday. He was replying to a question by MLAs M Chandran, B D Devassy, V Sivankutty and R Selvaraj. The KSRTC is presently operating adequate services in the city, the minister said.

"The KSRTC has arranged its services in an adequate manner, without causing inconvenience to passengers. In the capital city alone, the KSRTC plies 522 schedules from the Thiruvananthapuram City, Pappanamcode, Peroorkada, Vikas Bhavan and Vellanad depots. In addition to this, 119 AC/non-AC services are operated under the JNNURM scheme. Besides, KSRTC operates several services from the 16 depots across the district to the capital city,’’ the minister said.

Earlier, ‘parallel services’ operated by private parties had given headaches to the KSRTC, but with the State Government putting its foot down hard on unauthorised services, the KSRTC has been able to reduce its losses, the minister said. During 2007, when the ‘parallel service’ menace was at its worst, the KSRTC recorded daily losses of up to Rs 35 lakh.

But now, with the entry of unauthorised services to the city controlled, the losses have come down to Rs 20- Rs 25 lakh. The minister said stringent measures are in place to check ‘parallel services.’ At present, KSRTC operates adequate services in the outskirts of the city. The Motor Vehicles Department is taking strong action against operators running parallel services, including the slapping of fines. 18 assistant motor vehicle inspectors have been posted at six points in the district to control parallel services, the minister said. It appears that Kerala will have to wait some more to travel on KSRTC buses using CNG as fuel.

Replying to a question, Sivakumar said that the plan was under consideration, but no talks were held with any agency abroad regarding this. At present, the transport utility spends Rs 560 crore on diesel. The advent of CNG will bring this down by Rs 252 crore, 45 percent. However, this can properly be assessed at the current prices when CNG is made available in Kerala by 2012-2013, he said.

What is happening to interstate bus services from Trivandrum?

kanyakumari district and Trivandrum district are well connected geographically, culturally and historically even though they are in different states.

People of Kanyakumari district depends on Trivandrum for various day-to-day needs. Most of the towns/villages in Northern Kanyakumari district are close to Trivandrum city than some of the farther parts of Trivandrum district itself.

Before 7-8 years, both kerala SRTC and TNSRTC used to know these facts thers used to be several Ordinary bus services from various places of Kanyakumari district to Trivandrum

We had both KSRTC and TNSTC buses in good frequency in following routes before 6-7 years

1. Trivandrum Thengapattinam - 49 kms
2. Trivandrum Kollemcode - 38 kms
3. Trivandrum Thirparappu - 57 kms
4. Trivandrum Kulasekharam - 51 kms
5. Trivandrum Vellarada (via Arumana Panahcamoodu) - Intrastate via TN
6. Trivandrum Colachel (Via Karungal) - 55 kms
7. Trivandrum Colachel (Via Monday Market) - 65 kms (FP Service)
8. Trivandrum Manavalkkurichi (via Mondaikadu) - 62 kms (FP Service)
9. Kovalam - Erayumanthurai - 30 kms (coastal route)
10. Kovalam - Kanyakumari (Via poovar oorambu)
and few more... which i may missed out.

Later all of these buses were converted to FP due to some interstate agreement. WE never understood the logic behind converting 40-50 km maximum distance buses to FP only because they are in different states. the result is rates are hiked to FP rates.

Subsequently most of the daily office-goers started going to Kaliyakkavilai/Parassala in intra-state TN Buses and taking ordinary services from kaliyakkavilai.

So collection went down immediatly. and it leads to cancellation of inter-state routes to interior Kanyakumari district.
It seemed like only to cancel these routes they converted all these services to FP's.

Now most of these routes are non-existent or 2-3 services of TNSTC are running in a day. KSRTC services are just stopped.

both TN Govt. Kerala Govt. should not try to break the travel links between Trivandrum and interior Kanyakumari district which was part of Trivandrum district before 1956.

How do you get from Kaliyikkavila to Beemapally via Vettukaud without a U-Turn @ Vettukaud? Are there multiple Vettukauds in the city?
