I am not sure about the 23,529 figure because today only I noticed an adv in the newspaper for some apts in South City for sale with prices ranging between Rs 32K - 55K (fully furnished) /-

There seems to be a Mistake in your understanding. I'll clarify it.
In Atmosphere, The Property was outright sold @ Rs 23,529 per sq ft rate. It means that assuming the apartment was 6000 sq ft (minimum 6000 - 8,500 sq ft apartments) it cost Rs 14,11,74000 (14.1 crore)
In South City, what you saw was actually Rent per month from Rs 32,000 to 55000 for a fully furnished apartment, which I'm guessing will be around 1200 sq ft size.
In South city the current real estate rate for outright sale is around Rs 8000 per sq ft so for outright sale the same 1200 sq ft apartment would cost Rs 96 lakhs.
The costliest rates in the city is prevalent in Alipore, Ballygunge, Camac St, Loudon St areas in the vicinity of 18,000 - 20,000 per sq ft. Atmosphere has toppled that.
