B'lore to generate 10% of country's nano

BANGALORE: India's Silicon Plateau Valley is going nano in a big way. At least 10% of the country's nano PhDs will come from Bangalore, estimates the department of science & technology (DST). By 2015, Bangalore is expected to have at least 25 of the 250 PhDs in nano sciences planned countrywide by DST over the next five years.

The DST under its Nano Science and Technology Initiative (NSTI) recently communicated to the Jawaharlal Nehru Centre for Advanced Scientific Research as well as Indian Institute of Science that nano sciences will have to get priority and assured financial support to the government and institutions.

The all-India plan envisages students in leading central and state universities and specialised research institutes. While it's not clear how many will graduate in a year, 50 per year is expected to be a good beginning. As nano sciences is an inter-disciplinary subject, students already enrolled in courses relating to or contributing to it could be considered to be part of this initiative.

Scientists are looking at a much higher number of nano scholars, around 500. Else, India will fall desperately short compared to the US, Japan and China. DST has planned 14 nano centres, including labs and institutes, across the country. If prospects of employment for graduates are good, enrolment is expected to go up sharply. The allotment of Rs 1,000 crore for nano sciences by the ministry of science and technology includes several scholarships for students as well as for new labs and centres.

According to one estimate, India will require at least 500 PhDs a year so that it can have 2,500 scholars in 2015. But that would be a tall order considering the rate of enrolment.

* While PhDs from IISc and JNCASR focus on electronics, those in NCBS focus on biology focus, with specialisation in medicine

Bosch to spend Euro 50 mn for higher education

Stuttgart, Germany-headquartered Bosch Group, a supplier of automotive components to original equipment manufacturers (OEMs), is expanding its higher education funding and launching a global initiative. The company is investing a total of euro 50 million to support universities and research projects in Germany, China, India and the US over the next 10 years. Of this, euro 22.8 million would be provided to India.

The initiative — the “Bosch InterCampus Programme” — aims to achieve lasting improvements in research conditions for undergraduates and scientists in the university sphere, thereby accelerating progress in the highly promising fields of the environment, energy, and mobility, the company said in a release.

Bosch is creating a campus for IT design, cyber-physical systems, mobility solutions and renewable energy in collaboration with India’s leading scientific institute. “With our funding for higher education in India, we are creating a perfect research and working environment for future IT specialists,” said Vijay Ratnaparkhe, managing director of Bosch Engineering and Business Solutions in India.

The rapid developments of the last few years in all key technology sectors are also placing enormous demands on business. “By funding science and research, we are investing not only in the future viability of our company but also in the future of a global society,” said Franz Fehrenbach, chairman of the Bosch board of management.

In the InterCampus programme, undergraduates and scientists will therefore research on electromobility, energy generation, energy efficiency, and reducing emissions from 2011 onward.

Bosch to invest 22.8 million euro in education sector in India

German auto component maker Bosch today said it will invest 22.8 million Euro (about Rs 150 crore) over the next 10 years to set up a research centre at Bangalore in association with the Indian Institute of Science.

The amount is under a programme to celebrate the firm's 125th anniversary and is a part of a total global investment of 50 million euro in the field of higher education in Germany, China, India and the US over the next 10 years.

"Some 22.8 million Euro, and therefore the lion's share of the total budget, is going to India. The 10-year development project aims to set up the independent 'Robert Bosch Center for Research in Cyber Physical Systems' at the Indian Institute of Science (IISc) in Bangalore," Robert Bosch said in a statement.

In collaboration with IISc, Bosch is creating a campus for IT design, cyber-physical systems that will help to save energy in buildings, mobility solutions and renewable energy.

Commenting on the development, Bosch Engineering and Business Solutions (India) Managing Director Vijay Ratnaparkhe said: "With our funding for higher education in India, we are creating a perfect research and working environment for future IT specialists".

The Center is expected to create an ecosystem of research and working environment for future engineers. It is planned to support the entire industry and all universities through contract research projects.

The German automotive group is expanding its higher education funding and launching a new global initiative -- Bosch InterCampus Program -- in which undergraduates and scientists will research into electro-mobility, energy generation, energy efficiency, and reducing emissions from 2011 onward.

"The company is investing a total of 50 million euro to provide support for universities and research projects in Germany, China, India, and the US over the next 10 years or so," the statement said.

Globally in 2011, Bosch will invest about four billion euro on research and development that will employ 34,500 researchers and developers. It will register 3,800 patents.

Pushed to the wall over engineering course fee for next year, the higher education department on Thursday came up with a new formula for BE seats under government quota in private colleges. After refusing to hike the fee from the current Rs 32,500, it has now agreed to raise it to Rs 35,000 in colleges within Bangalore city corporation limits. There are around 60 private colleges in Bangalore.

At a meeting of officials from the chief minister's office and the higher education department, minister V S Acharya proposed that BE fee for colleges in BBMP limits could be Rs 35,000, while last year's fee of Rs 32,000 would apply for the rest. No decision was taken as chief minister B S Yeddyurappa had left for Vaishnodevi. The decision is likely to be conveyed to private colleges on Friday. There is no change in the proposed seat-sharing ratio for next year __ 45% under government quota and remaining 55% for private colleges.

"The CET results will be announced on May 30 and I'm confident the fees and seat-sharing ratio will be finalized before that. For colleges which don't want to agree to this, we'll introduce a legislation that will force them to abide by the decision of the fee regulatory committee," Acharya said.

Until the engineering fee issue is sorted out, the consensual agreement for medical/dental colleges will not be signed. Medical/dental colleges have agreed to retain last year's fee structure for 2011-12.

India's 1st varsity on urban affairs in Bangalore

BANGALORE: The Indian Institute of Human Settlements (IIHS), the country's first university exclusively focused on urban affairs, would build its mother campus here at a cost of up to Rs 250 crore.

It would come up on 58 acres at Kengeri on the city outskirts with a built-up area of about five lakh square feet, at a cost of Rs 225 crore to Rs 250 crore, the first executive head of the new private university, Aromar Revi, said.

People behind the project said work on planning had started for the first phase of the campus, which is expected to set global standards for efficient, economic and sustainable design, operations and maintenance.

IIHS is the creation of a group of leading entrepreneurs, intellectuals and professionals including Nandan Nilekani, Shirish Patel , Rakesh Mohan, Deepak Parekh, Vijay Kelkar, Jamshyd Godrej , Deepak Satwalekar, Xerxes Desai, Nasser Munjee, Renana Jhabvala, Kishore Mariwala, Rahul Mehrotra, Pradeep Saxena and Revi.

A programme, designed primarily for working professionals, would begin here tomorrow.

"IIHS has initiated a process of faculty mobilisation for its Masters in Urban Practice (MUP) programme which is slated to commence in Bangalore in July 2012, following anticipated regulatory clearances from the Ministry of Human Resource Development", Revi said.

IIIT-B plans centre of excellence for fab R&D

To catalyse R&D in semiconductor as also chip development, International Institute of Information Technology Bangalore (IIIT-B), is setting up a state-of-the-art Centre of Excellence (CoE) for Embedded Systems.

The CoE, according to IIIT-B proposal submitted to State government, will see faculty, students and people from institutions and industry engage in world-class R&D in areas of ASIC (Application Specific Integrated Circuit) and FPGA (Field Programmable Gate Array) design, for developing applications in areas of biometric signal processing, image processing and recognition.

The plan is to develop two sets of labs under CoE for Embedded Systems. While C4I (Centre for Infotronics) will engage in applications of semiconductors in areas of computing, communication, command and control and information. The SEMICON Lab will address technology issues related to semiconductor design and analysis and manufacturing process.

Both C4I and SEMICON Lab will foster excellence nurturing talent and develop skilled manpower to meet industry requirements. C4I Lab will focus on embedded computing, wireless communication and control systems, SEMICON Lab will focus on VLSI/FPGA design, semiconductor manufacturing requirements in assembly, test, market and packaging.

While budget of Rs 12 crore has been earmarked for C4I Lab over three year period, it is Rs 10 crore for SEMICON Lab over the same period. A total of Rs 27 crore spend, including other infrastructures, is contemplated, the industry would chip in Rs 9.75 crore with State government contributing Rs 11.25 crore. The rest Rs 6 crore will be raised through fees.

CoE will also be involved in development of curriculum for education and training, besides creating virtual web labs for students and researchers from across the world for R&D purposes. IIIT-B sources said, these labs will help the country address its needs in electronics developing indigenous solutions. Furthermore, they said, with mobile technology expected to go 4G way in next few years, CoE and the two labs, could focus research on efficient use of handset applications, including security aspects, besides power consumptions by developing chips that save energy. Likewise, with intelligent buildings being norm for households and medical electronics developing in a big way, CoE labs, could produce R&D solutions addressing these key areas of country’s needs, they added.

Mohandas Pai will assist new Manipal universities

T V Mohandas Pai also has plans to join the boards of a few companies that are systemically important to the country and work on reforms in higher education.
Im not on the rolls of the Manipal Group and Im not taking up any full-time job, he said.The first university will come up in Jaipur.Admissions are on now and we will have our permanent campus ready in a year, said Ranjan Pai.
Another university will come up near the Bengaluru International Airport.The state government has just cleared the land parcel for it.The third university will be in east India,in Orissa,Bihar or West Bengal;the fourth will be either in Maharashtra or Gujarat;a fifth will come up in central India.All these campuses are planned to be up and running in the next 3 to 5 years.
Ranjan Pai said Mohandas Pai would be the key person in implementing this chain and would also be the mentor.He is already the MEMG adviser and will continue to hold that position.
Admissions to the universities would be through a common entrance test and meritorious students can choose from the bouquet of five universities.

Bangalore gets ready for another revolution

Bangalore: After emerging as India's answer to US's Silicon Valley, Bangalore could well be the answer to France's Toulouse—well known for its aerospace industry. The IT capital of India will soon be giving wings to the dreams of our youth to make it big in aerospace engineering.

The state government has given a go ahead for setting up two top notch aerospace engineering colleges at the Aerospace Park being developed near Devanahalli. "We have allotted 15 acres of land for PES group and another 10 acres to JSS group of educational institutions to start engineering colleges at the Aerospace Park. The main focus of the colleges would be to produce aerospace engineers of high caliber to meet the needs of aerospace industries which desire to set up their units here," Principal Secretary of department of Industries and Commerce told DNA.

This is in addition to the proposal to set up an exclusive Aerospace University in Bangalore. A delegation from Wolver Hampton University in UK had held discussions with state representatives and also representatives of a few educational institutions in this regard during the recent Aero India show.

However, considering the legal hurdles over the entry of foreign universities, the state government is keen to set the ball rolling by clearing the proposals for setting up aerospace engineering colleges. With Hyderabad joining the aerospace race, the state government is no mood to waste any time.

The Aerospace Park project envisages setting up of institutions of excellence in aerospace engineering in Bangalore, as the focus is not just on manufacturing, but even on research and development front too.

Confirming the proposal, MR Doreswamy, founder chairman of PES group of institutions said, land had been allotted for PES to set up an engineering college at the Aerospace Park. He declined to divulge further details as to whether the proposed college would have tie-up with any premier aerospace industries or academic institutions abroad.

BANGALORE: A year may have passed since the foundation was laid for Visvesvaraya Institute of Advanced Technology (VIAT), a worldclass institute of Visvesvaraya Technological University (VTU) planned to be constructed on par with the IITs, but it still remains grounded.

The foundation stone for the institute was laid on February 24, 2010. The state government had provided 200 acres of land at Muddenahalli, the birth place of Sir M Visveswaraya. When contacted, H Maheshappa, Vice- Chancellor VTU, said that the land given to them needs much work. “The land lies in hilly region with rocks. We need to blast and make it plain, which will take at least six months, if any construction is to be made on it,” he said. Maheshappa, who took over as VC in July 2010 had in August last year told Express that the project was delayed due to transition between the V-Cs. Then, he said that he had just taken over as VC and will look into the matter. One year later, the V-C seems to have a different reason for the delay.

However, Maheshappa informed Express that they are planning to start new courses in PG under VIAT in their regional centres in Bangalore, Mysore, Belgaum and Gulbarga. He said that by end of September 2010, they will start MTech in Cyber Security, Computer Application, Geotech and Thermal Energy, among other courses. When questioned about faculty recruitment, he said that the recruitments will be made by then. “If we do not get experts, we will go for experts on deputation,” he added. The V-C averred that the syllabus for the courses is ready. “This year, we will start at least five MTech courses. Once the building is ready at Muddenahalli in Chikkaballapur, we will start more PG courses.

VIAT will be a researchoriented institute,” he said.

VIAT will also offer MTech in Forensic Science. For this, the V-C said, we will sign a Memorandum of Understanding with Rajiv Gandhi University of Health Sciences, so that their experts will teach students here on deputation.

The Indian Institute of Human Settlements (IIHS) is coming up with its first university at a 58-acre space near Kengeri in the city outskirts.

The institute said the varsity will be unique with the curriculum designed by eminent experts in urban planning to nurture talent in the field. “The building of the university and its courses will be different and based on real time learning; so the planning for the university needs a holistic approach. Until now, the project is estimated to cost about Rs400 crore and the building of the university campus about Rs350 crore,” said Aromar Revi, director, IIHS.

IIHS said it would rope in the best of academicians and professionals in urban planning and even government agencies as the faculty of its university. Massachusetts Institute of Technology, University College of London, African Centre for Cities are some of the institutions from where the faculty will be drawn to IIHS. These institutes would also fund IIHS’ university.

“Our faculty will comprise of men and women who have been in the profession of urban infrastructure building from India as well as from a host of countries to share the best practices and guide student teams on how to see the smallest of the situations as an opportunity of good and sustainable urban planning,” said Shirish Patel, member of prime minister’s core group of urban transportation, who is also a member of IIHS.

“India will see eight urban transformations in the coming 20 years and we are not prepared. We do not have skilled professionals to plan cities and town which will have 70 million population, facilities and liveable conditions. This is where our students will play a key role to bridge the gap between the urban bodies, government and private, agencies and civil society to help inclusive growth,” said Revi.

IIHS also announced the commencement of its Masters programme in Urban Process (MUP). The programme, which begins from January 2012, is open for students and professionals from every field. The fee of the two-year programme is yet to be announced.

“The idea behind having students from every background, from engineering to social science to public health, is to create a system of learning where knowledge on various subjects cab be shared and utilised to make urban processes and systems work better,” said Revi.

The course is structured in three layers — in the first, students will study contemporary India, second they will study settlements and environments and third will engage them to practise their learning on the field. Students will be able to get hands-on experience during the course with government and private stakeholders dealing with urbanisation of places.

IIHS is also starting a seven-day short-term course on “Re-Imagining the World Class City” made open for students from all undergraduate programmes and professionals. The course fee is Rs15,000 and officials from the state government have shown interest to take up these courses in urban planning.

Chief of the UID programme Nandan Nilekani is one of the directors of IIHS along with Shirish Patel, Aromar Revi, Rakesh Mohan, Deepak Parekh, Kishore Mariwala and others.

Bangalore University is going digital to ensure that results are fair and evaluators are accountable for their work. Beginning this year, all evaulation work for the university’s undergraduate courses will be digital.

About 45,000 answer-scripts of Bachelor of Computer Applications (BCA) were taken up under a digital evaluation system at Maharani Lakshmi Ammanni College on a trial basis. The answer scripts were of exams conducted in April/May 2011. About 50% of the answer scripts were evaluated last week.

The varsity is now planning to implement the system in a full-fledged manner for all its undergraduate courses from the October/November (2011) examinations.
“Manual evaluation is not just time consuming, it also has scopes for errors. An evaluator going about his job manually may overlook or miss an answer sheet.

There have been instances of wrong marks being awarded due to incorrect totalling. Digitalisation will eliminate all such errors,” varsity vice-chancellor N Prabhu Dev told mediapersons in Bangalore on Tuesday.

According to Prabhu Dev, the digitalisation of evaluation will also not leave room for any kind of malpractice.

“If any mistake is committed by evaluators, colleges or the university, the final sufferers will be students. To avoid all this, we have decided to adopt the digital evaluation system,” he said.

Currently, BU employs about 2,000 teachers for evaluation work. The digitalisation of evaluation will, however, not reduce the required manpower. The evaluation target of 36 answerscripts a day also remains.

The university will soon train its faculty in the digital evaluation system at a new computer lab that will be opened at Central College campus.

Under the current system, BU provides results within 25 days of the completion of examinations. After the digital evaluation system is implemented in a full-fledged manner, it will be able to declare results within 10-15 days of the completion of exams.

“We are also thinking of posting answer scripts online in the future, so that evaluators can access them by sitting at home and evaluate,” said Prabhu Dev.

More private medical colleges?

Bangalore: On the sidelines of the inaugural session where CET toppers were felicitated, Minister for Medical Education S.A. Ramdas said three new private medical colleges are likely to come up in Bangalore.

The State Government has completed all paperwork, and it is hoped that the Medical Council of India will give approval for the setting up of the three private medical colleges. Once the clearances arrive, seats will be offered under the government quota, Mr. Ramdas said.

Bangalore can fix your heart, sans surgery

Cardiac specialists at Bangalore-based Narayana Hrudayalaya, on June 27, will for the first time in India perform a minimally invasive Transcatheter Aortic Valve Implantation (TAVI) – a procedure to replace (or even repair) the aortic valve that connects the heart to the aorta, the largest artery in the human body.

Dr Sanjay Mehrotra, senior consultant cardiologist, Narayana Hrudayalaya, told DNA that the catheter carrying the replacing valve will be inserted through a tiny incision made on the chest closest to the damaged valve for replacement or repair. Once that is done the catheter is withdrawn and the tiny wound covered.

“Unlike open heart surgery, this entire procedure can be done under local anaesthesia. It will take around an hour-and-a-half to complete the procedure and the patient can be discharged within two-three days,” said Mehrotra.

Presently, the procedure requires an open heart surgery, in which the chest is opened up from two inches below the Adam’s Apple till the navel.

The standard procedure costs anywhere between ¤1.40 lakh and ¤2.25 lakh, besides a much longer post-operative hospital admission for the patient.

“Doctors from India had earlier been exposed to this procedure. But since this is the first time that TAVI will be performed in India, experts from UK will be helping us in the procedure,” Dr Mehrotra said.
