Estrella-Irrigation gives the farmers reason to plant

SAN NICOLAS-Irrigation projects meant to carry water from the re-regulating pond at the San Roque Dam are now in full blast to meet the government’s rice self sufficiency program.
It was during last year’s budget hearing when Abono Party-list Rep. Robert Raymund M. Estrella Jr. and chairman Rosendo So lobbied for the national government to fund irrigation projects in eastern Pangasinan to take advantage of the water that will be impounded by the re-regulating pond.
Estrella said the bottomline of providing irrigation projects is to give reason for farmers to plant.
“Binibigyan natin ng reason ang magsasaka na magtanim…Magtatanim sila dahil kikita sila,” Estrella said. “Para ano pa na magtanim sila kung hindi naman sila kikita?”
“Kapag may kita ang farmers…may pambili sila ng pang-araw araw na pangangailangan, may pera sila para sa pag-aaral ng mga anak nila.” Estrella said. “
Estrella said the government should take advantage of the resources available in the province.
“Unlike other provinces, the province of Pangasinan is blessed with a good source of water for irrigation purposes -he San Roque Dam.” Estrella said. “The water will be there and we need new irrigation canals where the water will flow to the farms.”
“As of now we are only utilizing 30 percent of the water from the San Roque Dam,” Estrella said. “May 70 percent na idle water, gagamitin natin ang tubig na nito para sa irrigation.
Pangasinan Federation of Irrigators Association President Oftociano Manalo said he worked with presidents of different irrigators associations to petition the government through the Abono Party-list to make representations with them during the budget hearing.
“Kasama ako noon na nagsubmit ng petition at nagsalita sa budget hearing for funding ng irrigation projects sa eastern Pangasinan,” Manalo said. “Around 4,500 hectares ang bagong mapapatubigan, ibig sabihin niyan ay additional palay production para sa mga magsasaka ng Pangasinan.”
Estrella said that he conceptualized the project with consultation from NIA Agno River Integrated Irrigation Project Office.
NIA ARIIP Project Manager Reynaldo Mencias said that the irrigation projects complementing the re-regulating pond are meant to increase yield in palay and cropping intensity.
Mencias said crop intensity is when the farmers in the newly irrigated areas will have additional cropping seasons resulting to increased incomes due to the introduction of year round water supply to their farms.
“The water from the re-regulating pond will be channeled through the new irrigation systems and this means that the farmers can plant palay for at most 3 cropping seasons,” Mencias said. “If the farmers had one cropping season only, now they can go for 3 cropping seasons.”

Dagupan draws up action plan for Sinocalan river system rehab

In a statement released by the City Information Office, the multi-sectoral board has formed two ad hoc committees that would devise rules and establish the regulations and plan for the project in a meeting last June 6 at the City Mayor’s Office conference room.

Among the issues the board aims to resolve are disposal of garbage in rivers, river bank encroachment, relocation of settlers along the riverbanks, open defecation, effluence of septic tanks, seepage of untreated wastewater from households, commercial establishments and piggeries and siltation.

City Agriculturist Emma Molina, one of the city’s representatives in the board, said the governing rules will be expressed in the action plan to address the concerns in revitalizing the river area.

Representing the action plan panel was city health officer Leonard Carbonell while executive secretary to the Mayor Albertini De Guzman served as the city’s representative in the governing rules committee.

Also present during the conference were Department of Natural Resources-Environmental Management Board (DENR-EMB) Region I director Joel Salvador and representatives from concerned local and national government and non-government agencies and the academe.

The CIO report added that the teams will present the plan on June 14 in preparation for the executive committee meeting on June 15.

The local WQMA was instituted by DENR to focus interventions on specific water quality issues of the Sinocalan river system that snakes through the municipalities of Binalonan, Sta. DPWH assures Novo Vizcayanos of road projects' completion by 2016

BAYOMBONG, Nueva Vizcaya, June 20 (PNA) – National and secondary road projects in this province are set to be completed by 2016, said Department of Public Works and Highways(DPWH) officers here Wednesday.

Engr. Perfecto Urban, chief of the planning division of the DPWH’s 2nd engineering district said their office has been instructed to ensure that all secondary national roads must be finished by 2016 while all arterial roads in Nueva Vizcaya should be completed by 2014.

“This is the instruction of President Benigno Simeon Aquino III so that by the end of his term, all major national roads in the country will be used by various sectors,” Urban said.

He added that by 2013, more than 175 million will be released to their office to carry out necessary works for the completion of major national roads in Nueva Vizcaya.

“This amount will be released solely to our district but another fund will also be released to our DPWH first engineering district,” Urban stressed.

Urban said this year, their engineering district is presently working on the Nueva Vizcaya – Pangasinan Road Project and the construction of three major bridges in Kasibu town, particularly in barangay Papaya with two bridges and in barangay Antutot.

He added they have just completed road rehabilitation projects in Bambang town and the P50-million Bambang-kasibu widening/flood control projects, among others.

The following projects are also being undertaken such as the road rehabilitations in Diadi town, barangay Bascaran in Solano town, widening of the Solano national highway, asphalt overlay of the national road in barangay Vista Hills in Bayombong town and in Bagabag town, among others.

“Rest assured that these projects will be completed as scheduled by our President so that our constituents will benefit fully from these projects,” Urban said. (PNA)

Shahani sees big ticket projects for Pangasinan

The long-planned shortcut road from Pangasinan to Nueva Vizcaya may yet be realized with the participation of the private sector in the implementation of major infrastructure projects.

Sixth district Board Member Ranjit Shahani said the Valleverde trail passing through the boundary towns of San Nicolas in Pangasinan to Sta. Fe in Nueva Vizcaya may be fully developed into a national road and connect it to the highways in the two provinces.

Built as a toll road like the expressways, the private investor would recover its money in due time, he said.

Under construction now is the Tarlac-Pangasinan-La Union expressway (TPLEX) which will connect with the Subic-Clark-Tarlac expressway (SCTEX).

Shahani said the proposed Pangasinan-Nueva Vizcaya toll road that will connect with the TPLEX will have a huge impact in the development of eastern Pangasinan. He said he was confident the province may yet have two more cities with Rosales and Tayug as likely candidates as a result of booming business in the area.


The two towns are already the business centers in the eastern corridor.

Boundary barangay Malico in San Nicolas with its Baguio-like weather may also be developed into a major tourism or vacation area, he said.

Under the public-private partnership program of the Aquino administration, he said the province can realize more major projects with the eastern front for agricultural development, the central portion for eco-tourism and the west for light industries and tourism.

Under construction in Sual town is a seaport, while a domestic airport is rising in Alaminos City which hosts the famous Hundred Islands. (ANL/DOS-PIA 1 Pangasinan)

Pagador said with the assistance of engineers from the Local Water Utilities Administration (LWUA), the water district has located at least two possible places in the upland areas of Alaminos which can be developed into rain water collection sites.
The collected water during the rainy months could augment the existing deep well sources during summer and the rain-less months of the year to serve the need of the water district’s more than 12,000 concessionaires.

The Regional Development Council–National Economic Development Authority (RDC-NEDA) said the project, implemented by the National Irrigation Administration (NIA), was financed at a total cost of P11.25 billion sourced out from the country’s loan from China Import and Export Bank.

The project involved the construction of giant re-regulating pond to where water from the San Roque Multi-Purpose dam will be impounded, irrigation and drainage facilities and appurtenant structures of the Agno River Irrigation System (ARIS) and the Agno Dipalo River Irrigation System (ADRIS).

When completed, the re-regulating pond will store water being discharged by the SRMP when it is generating some 400 megawatts of electric power for the Luzon Grid.
Part of the total cost of the project financed the acquisition of row-of-way (ROW) for the irrigation canals and the organization and training of members of the 125 Farmers Irrigators Associations (FIAs) in 17 towns in eastern and central Pangasinan as well as in northern Tarlac and north-western Nueva Ecija.

RDC-NEDA said as of May this year, the project was already 83.03 percent complete.
When fully operational, it will enable farmers in Pangasinan to plant rice three times a year, instead of only once, boosting rice harvests in the province that is already considered third largest in the whole country. (PNA)

P4.527-B NIA pond in Pangasinan nears finish

SAN MANUEL, Pangasinan—The standoff in the Panatag Shoal of the Kalayaan Group of Islands, a maritime territory claimed by both China and the Philippines, is not in any way affecting the completion of the 85-hectare irrigation reservoir of the 560-megawatt multipurpose San Roque power dam here. The reservoir costs P4.527 billion.

Already 95-percent complete, preparations are underway for the inauguration of the facility being built mainly from a $89.1-million soft loan with China Export-Import Bank.

The Chinese contractor, China Camce Engineering Ltd., which won the bidding at a contract price of $93.8 million, is now rushing up the installation of the electrical and mechanical systems for the giant pond’s valve gates and spillways, Reynaldo Mencias, project manager of the Agno River Integrated Irrigation Program (ARIIP), told the BusinessMirror. ARIIP is an adjunct agency of the Department of Agriculture.

“Except for the twin vital systems, the design of which was recently revised to conform with the volume of water intake and release, all major infrastructure works have been completed,” Mencias said.

The re-regulating pond that is expected to fully irrigate 34,450 hectares of farmlands on opposite banks of the Agno River covered under ARIIP will be commissioned in December 2012 in time for the second cropping season, Mencias said.

Once operational, the pond will increase crop yield and cropping intensity by 150 percent, according to a study by ARIIP.

The contractor started works on the project in early 2010 and latest reports said $80.02 million has been spent in finishing the sprawling pond structure, upstream Ogle weir, dam intakes, spillway and operation house buildings on both banks of the river.

Using the national government’s counterpart fund of P6.698 billion, ARIIP is rushing up the rehabilitation of 67.06 kilometers of existing main irrigation canals, along with 327.85 kilometers of lateral canals.

Some 280 kilometers of farm-to-market roads are also in simultaneous rehabilitation works in anticipation of the increased farming activities within ARIIP’s service area covering 28,207 farm families in 18 towns of Pangasinan.

At a total cost of P11.2 billion, ARIIP as an irrigation component of the San Roque multipurpose dam, started in November 2006. The project is expected to go on full-swing services on or before December 2013 with the completion of rehabilitation works on all of ARIIP’s facilities.

“As a reservoir, the re-regulating pond augments the dam’s flood prevention component as it will store 5 million cubic meters of water siphoned from the main dam structure,” Mencias said, adding the stored volume of water will be released for irrigation via the pond’s sluice way at an average of 300 cu. meter per second.

With the reservoir, the provincial government intends to siphon water from the facility to solve a water crisis now gripping households in 20 coastal towns of the province.

Provincial Administrator Rafael Baraan said a memorandum of agreement signed recently with the National Irrigation Administration (NIA) will allow the flow of at least 5 cu. cm. of water from the reservoir to the Pangasinan Bulk Water Supply Project which the provincial government has committed to build.

Under the scheme, the siphoned water will be rationed out to houses in towns and cities whose deep wells are now fast drying up and severely affected by salt-water intrusion.

On top of everything, Mencias said the reservoir will be a stable source of water needed in palay production, vegetable growing and root-crop farming.

Meanwhile, the perennial knee-deep water that haunts motorist who pass at the junction of the old De Venecia Highway that connects to Lingayen, Calasiao, and this city will be a thing of the past soon. Eng. Rodolfo Dion, chief of the 2nd Engineering Office, said the DPWH has allocated P38 million for the elevation of the section that will start this November. One lane of the highway is submerged in water during heavy rains.. The highway, according to Dion, was constructed in 1992 and was meant to mitigate traffic congestion in the main thoroughfares of this city. The national government gave the fund for its construction through former Speaker Jose de Venecia in 1992 or two years after the Intensity 7.7 earthquake. Dion said with the massive P200 million funds from Rep. de Venecia, 90 percent of the new road and drainage system in Brgy. Mayombo here has been accomplished. He said the dreaded traffic bottlenecks infront of the Villaflor hospital and the perennial flood are things of the past now
