It will be linked with the MRT-3 train line and the Light Rail Transit (LRT) line 1 via a common station in North Avenue.
On Nov. 8, 2010, SMC acquired a 51-percent equity interest in Universal LRT, which holds the concession for MRT-7, a planned expansion of the metro rail system in Manila, home to more than 10 million people.
MRT 7 is one of the several rail extension projects for the existing metro rail system, which services Metro Manila.
SMC will have 25 years to operate the train line.
In the meantime, the conglomerate said the first phase of the Tarlac-Pangasinan-La Union Expressway (TPLEx) project, the stretch from Tarlac to Carmen, Pangasinan, was scheduled for completion by August 2012.
Revenue collection through toll will start immediately after the first phase is opened, “while the remainder of the expressway is projected to be completed by August 2014,” SMC said.
SMC currently holds a 25-percent stake in TPLEx concessionaire Private Infrastructure Development Corp. (PIDC), which is a joint venture between DM Consunji Inc. and DM Wenceslao & Associates Inc.
SMC has the right to increase its stake in the company through a P3.32-billion equity investment, which will help fund the project. This will increase SMC’s interest in the company to a controlling 51 percent.
The project cost for the development of TPLEx was estimated at P821.6 billion, which will be funded by a combination of debt (45.8 percent), equity (40.8 percent) and Philippine government subsidy (13.4 percent.)
The government subsidy will be available at the start of construction of Stage 3 of TPLEx, the section from Urdaneta to Rosario, Pangasinan.

Dagupan sidewalk recovery going on, says city engineer

City Engineer Virginia Rosario said work along M. H. del Pilar street is almost complete. Next in line is at Jovellanos street.

"Hindi lang mapaganda ang mga sidewalks natin kundi maging safe ang daanan ng mga pedestrians," she told the Pantongtongan Tayo radio program of the Philippine Information Agency over Radyo ng Bayan DZMQ on Tuesday.

Rosario noted that some road shoulders have already been encroached by private lot owners or occupied by ambulant vendors making it very difficult for pedestrians to pass through. "Sa mismong kalsada na nga sila dumadaan dahil wala na yong sidewalk," she said.

First recovered were the road shoulders of Rivera street. "Maganda yong sidewalk don kasi may design." All recovered sidewalks will have similar design, she bared.

After the inner streets, sidewalk recovery along the two major thoroughfares - A.B. Fernandez Avenue and Perez Boulevard - will follow, she said.

The other projects being undertaken by the city include the Gawad Kalinga housing project of the city in partnership with the Red Cross, and rehabilitation of drainage systems to mitigate flooding, she said. (ANL/DOS-PIA 1 Pangasinan)

Bonuan drainage project completed in December, says district engineer

DAGUPAN CITY, Sept. 21 (PIA) -- Finally, a drainage system that may end the perennial flooding problem in barangay Bonuan Gueset here is under way.

District Engineer Rodolfo Dion of the 2nd Pangasinan engineering district said the 2.5-kilometer-drainage system project costing P45 million is expected to be completed by December.


Part of the project is rehabilitation of the existing drainage system which proved ineffective because of the absence of an outlet. The system will now drain its waters at the Tanap river.

Other flood prone road sections here which have been assured of funding next year are those in barangays Lucao, Tapuac, Mayombo and Caranglaan, he bared during the Pantongtongan Tayo radio program of the Philippine Information Agency over Radyo ng Bayan DZMQ Tuesday.

A budget of P82 million was earmarked for the elevation of the road and rehabilitation of the drainage systems, with P42 million going to the Mayombo-Caranglaan road section, P20 for the Lucao section and P15 to the Tapuac stretch, he said.

He also said he will coordinate with fourth district Rep. Gina de Venecia for the possible funding of the asphalt overlay of the badly damaged city road in barangay Tebeng.

City Engineer Virginia Rosario has asked Dion to include the road in the list of projects by the engineering district next year. About P10 million is needed for it, she said. (ANL/DOS-PIA 1 Pangasinan)

Agno River Irrigation Project widens service areas in Pangasinan

DAGUPAN CITY, Sept. 22 (PIA) -- The construction of the Agno River Integrated Irrigation Project (ARIIP) firmed up to more than double the service areas of the National Irrigation Administration.

Before the construction of ARIIP, only 5,000 hectares out of the 12, 037 service areas of NIA were irrigated. Upon the facilities’ operation in 2009, the irrigated hectares increased to 7,500.


Engr. Frida Nidoy, chief of the Agno-Sinucalan River Irrigation System, said that in 2010, ARIIP was able to water 10,966 hectares which gave farmers some relief especially at the height of the dry season.

“Makikita talaga yung impact ng ARIIP kasi nadoble ang irrigated areas namin,” Nidoy said.

Nidoy said it took a while before NIA’s facilities were rehabilitated due to lack of funds. With the release of fund for ARIIP other projects like the dredging of canals, widening of drainage canals and the repair and rehabilitation of deteriorated structures and facilities were undertaken.

Part of the ARIIP, she said, is the construction of the re-regulating pond which is due for completion on July 2012. Once the system is fully implemented, service areas could be expanded to 26,850 hectares.

Aside from that, the 85-hectare re-regulating pond will catch water “kaya may mapagkukunan kami ng tubig kahit dry season,” she added.

Nidoy said the Agno-Sinucalan River irrigation system is one of the biggest in Region I and the most viable.

The Agno River system covers districts 3, 4, 5 and 6 with the towns of Mapandan, Sta. Barbara, Malasiqui, Manaoag, Laoac, Villasis, Binalonan, Asingan and San Manuel while the Sinucalan River system covers some parts of the towns of Sta. New Marusay bridge to be built in Pangasinan town

CALASIAO, Pangasinan, Sept. 23 (PNA) - Pangasinan Third District Rep. Rachel Arenas has announced that a new bridge will be constructed along the Marusay River here just after the Poblacion to replace the old one in anticipation of a bigger volume of vehicular traffic passing the town.

Arenas said the new Marusay Bridge, costing P50 million, will be built by the Department of Public Works and Highways (DPWH), through the Third Engineering District.

However, the construction of the new bridge will entail a little sacrifice upon the people of Calasiao, especially the motorists, as they will have to make a detour in order to reach their destinations.


The new bridge will be longer than the old, thus it may encroach upon the area where "puto" vendors set up their stalls which may need to be relocated.

It was learned that the 3rd highway engineering district is set to build a bailey bridge for pedestrians so the public, especially pupils and students, will not be much inconvenienced by the construction of the project.

The construction of the new bridge will be a big boon to Calasiao where the Robinson’s Mall is possibly set to open by December this year. (PNA)

Task force created to ready Pangasinan for big projects

LINGAYEN, Pangasinan, Sept. 26 (PIA) -- A provincial task force has been created to coordinate efforts that will establish Pangasinan as a conducive and suitable location for industries and other viable investments.

In Executive Order No. 0075-2011, Gov. Amado T. Espino, Jr. created the Strategic Management Task Force to be responsible in the "efficient and effective implementation of development programs, objectives and priorities in the province of Pangasinan."

"It is the desire of the present provincial administration to pursue a development strategy with emphasis on investment promotion, employment generation, manpower development, tourism development, agriculture and fisheries, and the establishment of vital support infrastructures," the order stated.

The local government code mandates local government units to make full use of their resources through an organization responsible for the effective implementation of such programs, the order noted.

Named chair was Provincial Administrator Rafael F. Baraan with Board Member Ranjit R. Shahani as co-chair. The task force was authorized to call on government agencies for their technical support.

Shahani in a media forum last week said the task force would have as priority concerns the bid of the province to host the Palarong Pambansa next year and the possible implementation of big projects like the long-proposed Pangasinan-Nueva Vizcaya shortcut road utilizing the Valleverde trail and Phase 3 of the Agno River flood control project. The San Angel Dam in Rosales and Cabatuan Dam in Bugallon

A NEW dam called San Angel Small Reservoir Irrigation Project located in the eastern town of Rosales will be operational by November, providing irrigation to rice lands and a soon a fish farming facility.

On the other hand, the Cabatuan Dam in Bugallon, a town in the western side of the province, is in dire need of repair after it was heavily damaged by the most recent typhoon this year affecting farmlands around the area.

The San Angel dam, built by the National Irrigation Administration, will provide irrigation to 161 hectares of rice land mostly located in barangays San Angel, Calanutan and San Antonio.

More than 115 farmers are expected to benefit from this reservoir with an incremental gross production value of palay estimated at 692 tons per year.

The impounded water could be used for fish culture within at least 5.40 hectares in two production seasons.

NIA information officer Adoracion Soriano said the major features of the project are the main dam, which is a modified homogenous earth dam, and its appurtenant structures such as the spillway and outlet works and the irrigation and drainage facilities for the service area.

The San Angel SRIP construction started in March 2010 and has a total project cost of P79.1 million.

CABATUAN DAM

Meanwhile, the Cabatuan Dam, one of the four dams providing irrigation to 200 hectares of farmlands, was heavily damaged by typhoon Falcon and ensuing flashfloods.

Engr. Sergio Martinez, chief of NIA’s San Fabian-Dumoloc River Irrigation System, said the dam needs to be repaired immediately to enable affected farmers in the area to harvest on schedule.

“Kapag hindi agad nabigyan ng pondo, hindi makapag-ani ang mga magsasaka,” he said.

Meanwhile, a temporary restoration procedure has been adopted for the construction of a provisional dam (by connecting lateral AB canal from Dumoloc to Cabatuan canal) by the Provincial Irrigation Management Office but Martinez said this will only be useful for the short term.

NIA has held talks with chief executives of the local government units of San Fabian, San Jacinto and Bugallon for possible additional funding for the restoration and repair of the dam.

ARIIP

In another development, Frida Nidoy, chief of the Agno-Sinocalan River Irrigation System, said the construction of the Agno River Integrated Irrigation Project (ARIIP) has more than doubled NIA’s service area.

Before the construction of ARIIP, only 5,000 hectares out of the 12, 037 service areas of NIA were irrigated.

The serviced area reached 10,966 hectares in 2010 with ARIIP.

Ramos road to Cagayan revived

Boundary Barangay Malico in San Nicolas with its Baguio-like weather may also be developed into a major tourism or vacation hub, Shahani said.


Under the public-private partnership program of the Aquino administration, he said Pangasinan could realize more major projects for agricultural development, eco-tourism and varied industries.

Sual town is putting up a seaport to complement a domestic airport in Alaminos City, which hosts the famous Hundred Islands. PIA

San Roque Dam managed better

LINGAYEN, Pangasinan — Governor Amado T. Espino Jr. assured Thursday the safety of his constituents residing in areas that serve as a catch basin of water released from San Roque Dam through more efficient management of spilling operations.

As such, water was released to its spillway at 12 noon Thursday to preempt any sudden release in water that caused flashflooding in low-lying areas in the past. Espino put to task the San Roque Power Corporation to have an efficient coordinating system with the provincial government to prevent sudden flooding that puts lives at risk. (Liezle Basa Iñigo)

Dagupan administrator advised planners to adapt developmental concerns for key projects

DAGUPAN CITY, Sept. 30 (PIA) -- City and municipal planners must first identify the weaknesses of their communities before they draw up plans for development.

City Administrator Vladimir T. Mata said all local government units (LGU) have their own weaknesses that, if not properly addressed before hand, may hinder or render ineffective any planned development program.

This developmental constraints are realities that must be considered before embarking on any program.

“Development programs must be anchored to these realities. ‘Yong mga planners at ang kanilang CPD [city development plans] hindi akma sa realidad, hindi naman naiku-consider ang environmental factors,” he said during the KBP Forum at the Philippine Information Agency on Thursday.

He identified low ground elevation and rising sea level due to global warming as among this city’s “developmental constrain”.

Local planners, he advised, must also draw up plans that jive with the national government programs.

Viaduct urged in Pangasinan

ROSALES, Pangasinan — Farmers and the Rural folks here have appealed to the provincial government to intervene and stop the ongoing quarrying and landfilling activities purportedly designed for an 8-kilometer section of the pro-posed Tarlac-Pangasinal-La Union Expressway citing anti-flood and environmental reasons.

The attention of Governor Amado T. Espino Jr., was called last week to stop the quarrying and land filling works. They said "what we need is a viaduct, not a dike road which would cause, not prevent flooding in our town during rainy days."

The farmers said,Gov. Espino had already directed his assistant former Mayor Ramon Morden to inspect the area.

At press time, the quarrying and land filling stopped, delighting the farmers, adding "we hope it will be permanent and give way to the construction of a viaduct which right-thinking engineers recommend." The landfilling was meant to build a dike-road as part of the ongoing construction of the Tarlac-Pangasinan-La Union Expressway.

This project ,the Northern Luzon Expressway (NLEX) would shorten travel time between the Northern provinces and Manila.

One of the good projects started by the past administration, the NLEX-TPLEX is being continued by the Aquino administration.

The higher authorities at the DPWH and DoTC in charge of the project were also informed on the concern of the farmers where more than l,000 residents signed the letter.

In their letter, the signatories "residing in l9 barangays of Rosales appeal to your good office to investigate and stop immediately the ongoing land filling activities by Nepomoceno Trucking Company."

The letter added that the land filling is "with the knowledge of local officials ... in clear violation of what the residents have proposed, which is a viaduct for the TPLEX."

The complainants said Governor Espino was angry at the reported land filling activities and ordered his staff to stop it.

Part of the quarrying, the letter said, has reached foot of Balungao mountain near a National Park and "very near a live volcano, which could erupt once disturbed. This is serious and frightening".

The landfilling already covered a sizable portion of the proposed 8-kilometer section of the TPLEX in Rosales," the letter added.

Residents here are constantly besieged by fears of floods because of their harrowing experience during the last flood brought by Typhoon Pepeng. The floods reached the rooftops killing two people.

They also lamented that the contractors provided only three small culverst between l00 meters to serve as outlets "not enough to hold volumes of water."

They said it would normally three to five days for floodwaters to recede, adding the situation, if not checked, would be much worse during floods.

Did you know that...

On June 25, 1875, under a royal decree issued by King Alfonso XII of Spain, the required Inspector of Public Works of the Philippine Islands was requested to submit a railway system plan for Luzon. The plan, which was submitted five months later by Don Eduardo Lopez Navarro, was entitled Memoria Sobre el Plan General de Ferrocarriles en la Isla de Luzón, and was promptly approved. A concession for the construction of a railway line from Manila to Dagupan was granted to Don Edmundo Sykes of the Ferrocarril de Manila-Dagupan on June 1, 1887.

The Ferrocarril de Manila-Dagupan which constitutes much of the North Main Line today, began construction in July 1887 with the laying of the cornerstone for Tutuban station. The railway was 195 kilometers long at the time of its opening on November 24, 1892, running from Manila to Dagupan City in Pangasinan.

Among the infrastructure plan is the completion of the P7.8 billion Laguindingan airport which is expected to open in 2013; followed by the 3.2 billion Daraga Airport to open in 2014 and the P8 billion Bohol airport to open in 2016.

Speaking before the Makati Business Club (MBC), The Secretary said that the Aquino government will put 12.4 billion pesos for Clark International Airport to transform it as premier gateway of the country together with the construction of 108 billion Naia-Clark Express Rail Link dubbed as the New North Rail Project (Northrail) to be funded by Japan International Cooperation Agency (JICA). The High-speed NorthRail spans 100-kilometer from Centennial Terminal 2 to Clark International Airport in Pampanga, with a total travel time of 45 minutes.

Also on the pipeline is the construction of a new passenger terminal 2 at Mactan Cebu International Airport with a budget of P10.15 billion and the P1 billion new passenger terminal to be constructed in Tacloban airport.

DOTC has also set aside P2.07 billion for the rehabilitation of Naia terminals 1, 2 and 3 set for completion in 2014. Roxas said plans are under way to decongest NAIA through the reduction of corporate and air taxi flights by 50 percent of the current number of sorties during peak hours, construction of a rapid-exit taxiway to reduce runway occupancy time, and the transfer of noncommercial flights to Sangley Point.

Airports earmarked for massive upgrades are Kalibo International Airport with P3 billion budget for new passenger terminal building and airside facilities upgrade, P4.2 billion for Puerto Princesa Airport development project, and various airport upgrades nationwide with an P8 billion price tag. They include the airports of Laoag, Catarman, Ormoc, San Vicente, San Jose, Masbate, Borongan, Maasin, Butuan, Dipolog, Ozamiz, Pagadian, Cotabato, Davao, Zamboanga and Tawi-Tawi.

Meanwhile, five (5) new airports are going to be build in Pangasinan, Catarman, Negros Oriental, Bukidnon, and Sultan Kudarat.
Alaminos airport is already under construction earthworks in full swing, could it be another airport?

New anti-flood projects up

DAGUPAN CITY — Several projects were lined-up by Pangasinan 4th District Rep. Gina de Venecia for the public after two typhoons that hit this city.

Expected for the first quarter of 2012 will be the construction and rehabilitation of the drainage system in Arellano Bani which is usually submerged in flood water during heavy rains; the cementing of the road shoulder from Dawel area to the Tanap bridge; drainage construction in Mayombo district from the junction in Perez Boulevard until Villaflor hospital; drainage rehabilitation of a section of Barangay Tapuac from Trauma hospital to Amado Street; and the Lucao-De Venecia highway. Manay Gina bares plans for P’sinan 4th district

After gracing the opening of the recently concluded Dagupan City 2nd Children’s Congress and Fair initiated by Vice Mayor Belen Fernandez and the Sangguniang Panlungsod (SP), Pangasinan 4th District Representative Georgina “Manay Gina” de Venecia disclosed to teachers, students and legislators present in the event all her ongoing and future projects for the district.

In her speech, De Venecia mentioned the progress of House Bill 2142 entitled “An Act Upgrading the Minimum Salary Grade of Public School Teachers from Salary Grade 11 to 15” that she and her colleagues are pushing forward.

“Kahit po very limited ang pondo ng ating gobyerno, talagang kinakatok ko po lahat ng pintuan ng gobyerno para matulungan po ang ating distrito,” de Venecia said.

Also, with the construction of six new classrooms at East Central Integrated School, de Venecia said that eight classrooms will likewise be built, this time at Judge Jose de Venecia Senior Memorial National High School (JJDVSMNHS).

Alongside her school projects, the wife of former Speaker Jose de Venecia Jr. has also announced that the construction of drainage systems at Dagupan City National High School, Barangays Bolosan, Bacayao Norte, Mamalingling, Herrero-Perez, Tambac, Tapuac and Malued will soon begin, adding that the ongoing P45-million road and drainage system construction at Bonuan Gueset will be finished by December.

The classroom construction and drainage system projects, according to de Venecia, were made possible with the aid of Fernandez and the SP.

Prior to these projects, the Fernandez and De Venecia had already agreed to allocate an amount from De Venecia’s Priority Development Assistance Fund (PDAF) to cover the cost of rehabilitating a road in Pantal Centro which serves as the main road to Pantal Elementary School, through an SP resolution.

Last July, Fernandez and De Venecia had also distributed checks to four associations in the province for their livelihood programs. Each association receive P500,000.

On the other hand, in line with the celebration of the Breast Cancer Awareness Month, de Venecia expressed her plan of adopting a national health agenda for breast cancer. She added planning talks with the Department of Health (DOH) on the subsidization of chemotherapy costs for cancer patients.

De Venecia also disclosed that the government will soon release an additional P10-milliion fund for the construction of the dormitory of the first drug rehabilitation center in Regions 1, 2, 3 and the Cordillera Region.

The Congresswoman also said that her House Bill 3840, which aims to increase the bed capacity of Region 1 Medical Center (R1MC), authorize the increase of its medical personnel and upgrade its services and facilities and professional health care, is already underway. De Venecia added that with the passage of the bill, R1MC will be the largest hospital north of Manila.

Pedestrian lanes in Dagupan to get a face-lift

The sangguniang panlungsod on Monday approved Resolution No. R-4826 requesting Mayor Benjamin S. Lim to direct the city engineering office to “repaint the existing pedestrian lanes and to install advisory signage for anti-jaywalking in strategic areas in the city.”

Ang kahilingan ay itinala sa isang resolusyong pinagtibay ng may 300 negosyanteng lumahok sa dalawang araw 20th North Luzon Area Business Conference na isinagawa sa St. Agatha Resort and Country Club sa lungsod na ito na natapos noong Biyernes, Agosto 12.

Kabilang sa mga proyektong tinukoy sa resolusuon ay ang Diosdado Macapagal International Airport (DMIA) sa Clark Freeport, Proyektong North Railways, rehabilitasyon ng Macarthur Highway, konstruksyon ng Central Luzon Link Expressway (CLLEx), Sual Seaport at Alaminos International Airport.

Kaugnay nito, sinabi ng Bulacan Chamber of Commerce and Industry (BCCI) na naging matagumpay ang kumperensya dahil sa aktibong pakikilahok ng mga negosyante na bumuo ng balanseng resolusyon.

Konstruksyon ng Lingayen Gulf Coastal Highway, pagpapalawak ng North Rail Project hanggang Pangasinan, pagtatapos ng Tarlac-Pangasinan-La Union Expressway (TPLEX), konstruksyon ng tunnel road o mono trail na mag-uugnay sa Gitnang Luzon at Cagayan Valley, at konstruksyon ng dagdag na dam sa Magat River na tutugon sa pangangailangan sa irigasyon.

Ayon sa mga negosyante, kapag natapos ang mga nasabing proyektong pang imprastraktura, higit na kaunlaran ang makakamit ng mga pamayanan sa rehiyon ng Ilocos, Cordillera, Cagayan Valley at Gitnang Luzon.

Binanggit din nila na ilan sa mga nasabing proyekto ay matagal na dapat natapos at napakinabangan, tulad ng DMIA at NorthRail project.

Kaugnay nito, sinabi nina Felicito Payumo ng Bases Conversion Development Authority (BCDA), at Ramoncito Fernandez ng Metro Pacific Tollways Corporation (MPTC) na ang pagkakaantala sa NorthRail na nagpapabagal sa kaunlaran ng DMIA at Gitnang Luzon.

Sinabi nila na hangga’t hindi natatapos ang NorthRail, hindi matutupad ang buong potensyal ng DMIA dahil wala pa ring pasilidad ng transportasyon na mag-uugnay sa nasabing airport at sa Kalakhang Maynila sa loob ng isang oras.

Bukod dito, sinabi nila na dapat desisyunan ng gobyerno kung gagawing high speed o commuter train service ang NorthRail.

Nilinaw ni Fernandez na kung magiging high speed ang NorthRail matitiyak na makakarating sa Maynila ang mga pasahero mula sa Clark sa loob ng isang oras.

Ang pagkakaroon ng isang pasilidad sa transportasyon na titiyak sa isang oras na biyahe sa pagitan ng Kalakhang Maynila at DMIA ay isa sa mga hinihiling ng mga malalaking kumpanya ng eroplano bago nila ilipat sa DMIA ang kanilang operasyon.

Bilang tagapamahala naman sa 20th North Luzon Area Business Conference, sinabi ng BCCI na naging matagumpay ito.

Ayon kay Mara Bautista ng BCCI, ang tagumpay ng anumang business conference ay masusukat sa mga gresolusyon ipinasa ng mga lumahok.

Sinabi niya na naging balanse ang pagbuo ng mga resolusyon dahil sa aktibong pakikilahok ng mga dumalo.

Lahat ay nagparticipate, kaya hindi lang concern ng Bulacan o certain areas ang nabigyang pansin, kundi concern ng bawat lugar na sakop ng North Luzon na lumahok,” ani Bautista.

Iginiit pa niya na ang mga kumperensiya na katulad ng NLABC ay nagsisilbing tinig ng mga negosyante.

“Hindi isang social club o social gathering ang NLABC, it’s the place where businessmen voice out their concern,” ani Bautista.
