FLYOVER PLANNED TO BYPASS MANDYA ON MYSORE-B'LORE HIGHWAY

Mandya, July 4- In a bid to avoid congestion of vehicular traffic on the busy Mysore-Bangalore Highway, in the heart of the sugar town, the Mandya Urban Development Authority (MUDA) has now come out with a proposal to build a flyover in the town at an estimated cost of Rs. 150 crore, said MUDA Ch-airman Basave Gowda here on Monday.

In 2006-07, the Authority had planned to construct a bypass in Mandya to ease traffic congestion on the Mysore-Bangalore highway. The project entailed acquiring nearly 100 acres of land and the cost would have come up to nearly Rs. 75 crore.

"We don't want to acquire fertile land to construct the bypass. Hence, we have decided to construct a flyover without acquiring any land," he said.

Speaking to media, he said that the Authority had prepared a Detailed Project Report and the project will be implemented on a Public-Private Partnership basis and the same will be forwarded to the Dept. of Housing and Urban Development for approval.

the same MUDA(mandya) had planned to construct a flyover to bypass the railway line in pandavapura which is still lying half done after 10 years of starting construction.

How is MUDA connected to Pandavapura. MUDA is for city development right? Not for district development.

The projects are construction of a 144 km new rail line between Bagalkot and Kudchi in the northern region at a total cost of Rs.816 crore, gauge conversion of 60 km rail line between Kolar and Chikkaballapur in the southern region at Rs.68 crore and level crossing at Bidar in northern district for Rs.6 crore.
"The cabinet also cleared the Rs.35-crore incentive package to silk farmers to produce quality cocoons during this fiscal (2012-13)," Kageri said.
Among other decisions taken at the two-hour long cabinet meeting were development of 13 horticulture projects across the state under the public private partnership and implementation of the Rajiv Gandhi Rural Electrification Programme (secondphase) in Dakshina Kannada, Uttara Kannada and Udupi districts across the coastal region by the state-run Bescom and Mescom utilities.
The cabinet approved setting up of Dayanand Sagar private university in Bangalore, Devaraj Urs private university at Kodigenahalli in Tumkur district, about 70km from here, a veterinary science college at Puttur in Dakshina Kannada district and re-location of Rajiv Gandhi University of Health Sciences (RGUHS) to Ramanagara, about 40km from Bangalore.
"The cabinet has agreed to provide guarantee to Bruhat Bangalore Mahanagara Palike(BBMP) for borrowing Rs.1,000 crore loan from state-run and private banks to fund its various civic-cum-infrastructure projects in the state capital," Kageri added.

Mahadeshwara hill road to get facelift

He was speaking to media persons after attending a mass marriage ceremony at Mahadeshwara hill in Kollegal taluk on Sunday. He said despite getting ISO recognition, Mahadeshwara hill lacked in facilities for devotees visiting the shrine.

“Pilgrims are on the rise to Mahadeshwara hill over the years. They should get decent accommodation and drinking water facilities. Works in this respect are under progress.

Now, roads need attention. Rs 4.5 crore has been sanctioned to repair the Kollegal-Mahadeshwara hill road. The officials have been asked to prepare a project report for the road connecting Mahadeshwara hill with Palar in Tamil Nadu,” he said.

Pointing out that Chamarajanagar city was lagging behind in development despite being made the district headquarters 16 years ago, Somanna said a special package would be announced shortly.

“Residential quarters for government employees; a ring road to connect outskirts, newer areas; development of a new model residential areas and housing for slum-dwellers to make the city slum-free would be part of the package,” he said.

Speaking about drought relief works, the minister said discussions have been held with officials to understand the problem and review progress of relief works. “Severe drinking water problem has been reported from Hanur region in Kollegal taluk.

“Officials have been asked to supply water in tankers and also explore possibilities to supply water through pipelines from borewells. Directions have been issued to see to it that people do not face drinking water problem,” he said.

When his attention was drawn towards the problem faced by labourers under Mahatma Gandhi National Rural Employment Guarantee Scheme, he said alternative means would be explored to make payment to the beneficiaries.

He said the deputy commissioner would be asked to mobilise available funds to make payment at the earliest.

MLAs R Narendra and G N Nanjundaswamy, president of Dr B R Ambedkar Development Corporation and others were present on the occasion.

ರಾಜ್ಯ ಸರ್ಕಾರದಿಂದ ವಿವಿಧ ಇಲಾಖೆಗಳಿಗೆ, ಇಲಾಖೆಗಳಿಂದ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಪತ್ರ ವ್ಯವಹಾರಗಳು ನಡೆದವೇ ಹೊರತೂ, ಕಾರ್ಯ ರೂಪಕ್ಕೆ ಬರಲಿಲ್ಲ.

ಮುಡಾ ಅಧ್ಯಕ್ಷರಾಗಿರುವ ಬಸವೇಗೌಡ ಅವರು, ಬೈ ಪಾಸ್ ಬೇಡ, ಫ್ಲೈ ಓವರ್ ನಿರ್ಮಾಣ ಮಾಡೋಣ ಎಂಬ ವಿಚಾರವನ್ನು ಹರಿ ಬಿಟ್ಟಿದ್ದಾರೆ.

ಬೈ ಪಾಸ್ ನಿರ್ಮಿಸಿದರೆ, ರೈತರ 171 ಎಕರೆ ಭೂಮಿಯನ್ನು ವಶಪಡಿಸಿಕೊಳ್ಳಬೇಕಾಗುತ್ತದೆ. ರೈತರೂ ಭೂಮಿಯನ್ನು ನೀಡಲು ಸಿದ್ಧರಿಲ್ಲ. ಜತೆಗೆ ವಶ ಪಡಿಸಿಕೊಂಡ ಭೂಮಿಗೂ ಸೇರಿ, ಬೈ ಪಾಸ್ ನಿರ್ಮಾಣಕ್ಕೆ 600 ಕೋಟಿ ರೂಪಾಯಿ ಯವರೆಗೂ ಖರ್ಚಾಗುತ್ತದೆ. ಅದರ ಬದಲಾಗಿ, ಫ್ಲೈ ಓವರ್ ಅನ್ನು ಕೇವಲ 150 ಕೋಟಿ ರೂಪಾಯಿಗಳಲ್ಲಿ ನಿರ್ಮಾಣ ಮಾಡಬಹುದು.

ಹೊಸದಾಗಿ ಭೂಮಿ ಬೇಕಾಗುವುದಿಲ್ಲ. ಸುತ್ತು ಬಳಸಿಯೂ ಹೋಗಬೇಕಾಗುವುದಿಲ್ಲ ಎನ್ನುವುದು ಬಸವೇಗೌಡ ಅವರ ವಾದ.

ಆದರೆ, ಇನ್ನೊಂದೆಡೆ ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯ ಅಶ್ವಥ ನಾರಾಯಣ್ ಹಾಗೂ ಶಾಸಕ ಎಂ. ಶ್ರೀನಿವಾಸ್ ಅವರು, ಫ್ಲೈ ಓವರ್ ಬೇಡ. ಬೈ ಪಾಸ್ ರಸ್ತೆಯನ್ನೇ ನಿರ್ಮಾಣ ಮಾಡಬೇಕು ಎಂಬ ವಾದ ಮಂಡಿಸುತ್ತಾರೆ.

ಫ್ಲೈ ಓವರ್ ಮಾಡುವುದರಿಂದ ಇಕ್ಕಟ್ಟಾ ಗುತ್ತದೆ. ಸಂಚಾರ ಒತ್ತಡ ನಿವಾರಣೆಗೆ ಶಾಶ್ವತ ಪರಿಹಾರ ಕಂಡಕೊಂಡಂತಾಗುತ್ತದೆ. ಎಲ್ಲಕ್ಕಿಂತ ಹೆಚ್ಚಾಗಿ, ಮಂಡ್ಯ ನಗರದ ಅಭಿವೃದ್ಧಿ ಯಾಗುತ್ತದೆ. ಇದರಿಂದ ಕೈಗಾರಿಕೆಗಳು ಈ ಕಡೆಗೆ ಆಗಮಿಸುತ್ತವೆ ಎಂಬುದು ಅವರ ವಿಚಾರ.

ಮೈಸೂರು-ಬೆಂಗಳೂರು ರಸ್ತೆಯಲ್ಲಿ ವಾಹನಗಳ ಸಂಚಾರ ಒತ್ತಡ ದಿನದಿಂದ ದಿನಕ್ಕೆ ಹೆಚ್ಚಾಗುತ್ತಿದೆ. ಅದನ್ನು ನಿವಾರಿಸಿಕೊಳ್ಳಲು ಪರಿಹಾರವೊಂದನ್ನು ಕಂಡುಕೊಳ್ಳಬೇಕಾಗಿದೆ. ಇಲ್ಲದಿದ್ದರೆ ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಸಮಸ್ಯೆ ತೀವ್ರತೆ ಮತ್ತಷ್ಟು ಹೆಚ್ಚಲಿದೆ

ಬೈ ಪಾಸ್ ಅಥವಾ ಫ್ಲೈ ಓವರ್; ಯಾವುದು ಸೂಕ್ತ ಎಂಬ ಬಗ್ಗೆ ತಾಂತ್ರಿಕ ಪರಿಣಿತರಿಂದ ವರದಿ ತರಿಸಿಕೊಳ್ಳಲಿ. ಈ ಕುರಿತು ಚರ್ಚೆಗಳು ನಡೆಯಲಿ. ಆದರೆ ಪರ್ಯಾಯ ವ್ಯವಸ್ಥೆಯನ್ನು ಮಾಡಲೇಬೇಕು ಎನ್ನುತ್ತಾರೆ ಎಂ. ಬೋರೇಗೌಡ.
ರಾಜ್ಯ ಸರ್ಕಾರದ ಮೇಲೆ ಒತ್ತಡ ತಂದು, ಸಂಚಾರ ಒತ್ತಡ ನಿವಾರಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಜನಪ್ರತಿನಿಧಿಗಳು ಕಾರ್ಯ ಪ್ರವೃತ್ತರಾಗುವರೇ ಕಾದು ನೋಡಬೇಕು.
