This is just politics as usual, unfortunately. All they have done is put a couple of amendments within a bill that is in the House. The senate would have to make similar amendments to add it to their version, or otherwise both bodies would need to agree to include them directly in the bill. At the end, the President could still veto it, since the senate does not have the 67% majority to override him anyway.

So, chances are this will simply be used for leverage for some other compromise or tradeoff, and not really impact Boeing and Airbus in terms of their potential sales. It may make the firming of those items take longer, however. I think both companies knew that this may be a bumpy road on the way to any potential firm orders.

Tomorrow we will see the firming up of the Air Bridge Cargo / Volga-Dnepr 747-8F order.

There won't be any further news about the Iran Air order. That's too political and US politics don't care about any airshow.

Volga-Dnepr Group was the first to order the Boeing 747-8 Freighter in Russia and took delivery of its first 747-8 Freighter in 2012. The newly-ordered aircraft will support Volga-Dnepr's long-term strategy to grow AirBridgeCargo's fleet and replace current 747-400s. They will be acquired through a mix of direct purchases and leasing over the next six years.

The newly-delivered 747-8 Freighter on display in the Cargo Village at Farnborough will be operated by CargoLogicAir, the new British cargo airline and partner of Volga-Dnepr Group.

The new 747-8 Freighter gives cargo operators the lowest operating costs and best economics of any large freighter airplane while providing enhanced environmental performance. It is optimized to provide greater revenue cargo-carrying capability than the 747-400, offering 16 percent more cargo volume while keeping its unique nose door.

Volga-Dnepr Group is the world leader in the unique, oversize and heavy cargo market and has represented the Russian airfreight industry in the international market since 1990. I'm just guessing, but it could mean that Volga/AirBridgeCargo already owns/leases 4 747-8Fs that are not part of today's announcement, and that they firmed a previous agreement for 20 aircraft.

The 747 production tables show that Volga/ABC has 8 747-8F and that they will be receiving their 9th this month (the one in CargoLogicAir livery in the picture above).

Meaning that today's announcement for 20 aircraft actually means 15 747-8Fs that have not been completed (or 2 1/2 years of production at the 0.5 aircraft/month production rate scheduled after Sep 2016).

It's pretty simple. Volga Dnepr initially ordered 20 Boeing 747-8 freighter aircraft, of which 4 have been delivered so far... you know you're right. If there are indeed 4 that have been delivered so far, then it cannot be operating 8 B747-8F aircraft unless the other four have been leased from another airline or a lessor. And that firm order means the airline has signed on to acquire the rest of its orders (plus any options exercised).

They already leased these 4 747-8s from Boeing Capital Corp, these were all part of the MoU for this order that was announced as last year Paris Air Show It's possible that with this firm deal they will now fully buy them together with the 16 now firm orders.

Volga-Dnepr had originally ordered 5 frames, with the last one delivered at the end of 2013. These were direct purchases. They ordered 1 more in 2014 that was leased through Boeing Capital, making it 6 total. Last year, they ordered and took delivery of 2 more via lease, which were suspected to be the first two of the 20 frame MoU from PAS. That brings their fleet up to 8 747-8Fs total.

Earlier this year, there was an order for 2 more, that Volga confirmed about a month or so ago that was from them. Even though they were listed as unidentified, along with 2 other frames, it would seem that those 2 plus the 2 from 2015 are the 4 that have been firmed, previously. The phrasing in the press release appears to be incorrect, to my eye. It should read that 4 of which have already been ordered, 3 of which have been delivered.

EDIT: I just realized they could potentially be counting the 2014 frame (LN 1505) as part of the PAS MoU, even though that order happened well before it. If that is the case, then it would indeed be 4 delivered and 5 firmed.

Boeing released an overview of all the orders and commitments at the Farnborough Airshow.

The ABC / Volga-Dnepr is of course also listed. But not as an Commitment or Order, but as an Agreement. Reading back the press release on the order it already mentions this. But it shows that it's not a standard firm order. It could be that all 20 are leased through Boeing Capital Corp, making it not a standard firm order, even though they might still appear as ABC orders on Boeing's order book. This could also explain the reason why it's possible that several have already been delivered in this agreement, maybe they now came to an agreement on the final lease prices.

Anyway, Boeing will deliver 20 747-8F to this airline and will get paid for it. At the end of the day it's a big step in keeping the 747 line open.
