In terms of aerodynamic efficiency, is the 748I (with the longer 'hump') or the 748F more efficient?

There has been some discussion elsewhere with respect to the ATDB listing Transaero as having 8 747-8i frames on order. Perhaps the firming of the 2011 MoUs happened at the end of the year, and the additional order is what is referenced in this article?

I had read that UN was looking to expand further, I just didn't think it would be something announced as early as February of 2014.

They now have 1 firm order for 4 747-8Is which was signed last month. They might have bought options for 4 more when they firmed up their 1st order. By the article you referenced they are looking into placing more orders, but that it will only be decided later this 1st quarter. Then the database entry might be a bit premature. Or they thought that the firming up was another order, then it was also premature but mostly double.

It's best to keep to Boeings order list. There are no undisclosed orders for the 747-8, so any order that is not listed there is not yet certain.

But as the 1st order was firmed up very long after the original announcement we could see the same pattern for a follow up article. We'll know soon enough when Transaero makes another statement on their fleet renewal.

British Airways World Cargo (IAG Cargo) will return their 3 747-8Fs to Atlas Air as they are exiting dedicated cargo services.

I've read on Boeing's website that they are done with the PIP for the engines that will add another percent to the total efficiency. It also stated that the tail fuel tank has already been activated, in which case, will add the range.

The existing changes to date were summed up quite nicely in this blog post. Additionally, there is the ongoing work under Project Ozark that should be adding on a bit more in terms of improved efficiency.
