Bhubaneswar municipal commissioner Vishal Kumar Dev would work as "transaction advisor" for the civic body in providing energy efficient street lighting in the city. "IFC would not invest any money. It would arrange finance and select a skilled private party, which would convert the conventional street lights into light-emitting-diode (LED) lights. IFC would monitor the work," Dev said. Details of the responsibilities of IFC and BMC would be chalked out soon.

Once the environment-friendly LED system is introduced, the civic body expects that the energy expenses from street-lighting will go down by 40%. At present, the BMC is annually spending around Rs 5 crore for street lighting. Besides, the civic body spends around Rs 1 crore towards maintenance, sources said.

Everyday, the BMC receives flurry of complaints relating to poor street-lighting facility in different wards.

The Berhampur Municipal Corporation authorities said IFC would prepare a detailed project report to streamline the collection and disposal of solid waste in the town that generates nearly 180 ton garbage daily.

Fifteen out of the total 37 wards in Berhampur were outsourced to private organizations to carry out cleaning activities. "IFC would chalk out better strategy to keep the wards shipshape. It would take consultation fee from the government and arrange bidder and loan for the solid waste project," Bhima Manseth, municipal commissioner of Berhampur said.

Has the construction for niser and iit started? and what about the aiims construction, Is it going to be completed anytime soon?

NISER contract was given to L&T and will finish in 30 months. IIT also started yesterday and will finish in 2013-2014. AIIMS will finish I think by middle or end of 2012.

Bhubaneswar AIIMS to be operational from 2013

The All India Institute of Medical Sciences (AIIMS) Bhubaneswar branch will be operational by 2013.

It will start admitting students and attending patients from the same year. This was decided at a high level meeting under the chairmanship of Chief Minister Naveen Patnaik on Wednesday.

The construction work of the AIIMS will be over by September 2012.
Out of total requirement of 120 acres of land, the State Government has so far provided 91 acres of land. The Government has also taken steps to ensure water and electricity supply to the concerned area.

BHUBANESWAR: Allottees of a government housing project here on Sunday alleged that inordinate delay in completion of the venture had led to escalation of costs, which was beyond their means. The project is by the Central Government Employee Welfare Housing Organization (CGEWHO), an autonomous body under the ministry of housing and urban poverty alleviation (HUPA).

Goutam Das, a project monitoring committee member who represents the allottees, said the first phase of the project was supposed to be completed by May 2010. "But it is less than 50 per cent complete," he told reporters here.

CGEWHO had announced the Bhubaneswar project in January 2007. The project, whose implementation was split into two phases, was planned on a 10-acre land at Begunia-Barehi near CV Raman Engineering College on the city outskirts. In the first phase, 256 dwelling units in the categories of one, two, three and four bed room flats were offered.

Das said because of the delay, the cost rose by 25 per cent. If it is delayed by another year, it will shoot up further, he added.

M K Maity, public grievance officer of CGWHO, has communicated to the project monitoring committee that since the construction schedule could not be adhered and the delay was beyond the control of CGEWHO, all out efforts were being made to complete the project by October 31, 2011. "But the physical progress of work is so less that the project will miss the October 31 deadline as well," said Das.

Seeking a roll back of the escalated cost, Das said, "Many of the allottees are retired government servants with no income. They had booked the flats because of the promised cost in 2007. It is difficult for them to bear the revised cost due to the delay for no fault of theirs." Das said the retirees are desperate to move to the housing complex because they were staying in rented accommodation.

The project monitoring committee member said when the applicants were allotted houses in February, 2007, the cost of four-bedroom unit was Rs 17.76 lakh, three-bedroom Rs 15.75 lakh, two-bedroom Rs 12.70 lakh and one bedroom Rs 6.98 lakh. Till date, beneficiaries had paid four installments, about 65 to 70 per cent of the total cost. The allotees sought compensation of 15 per cent interest on investment beyond the scheduled date of completion.

CGEWHO's project in-charge in Bhubaneswar, Birender Birah, refused to comment on the issue
