Someone posted a rocket launch base that was taller than 100m once At that point we decided that any building taller than 100m that's NOT a skyscraper would be moved to the general urban developments section

The $3.2 billion hub will sit at the northeast corner of the WTC site at Church and Vesey Streets and is expected to form an underground connection between the World Financial Center and the Metropolitan Transportation Authority’s Fulton Street Transit Center.

How tall will this be in terms of absolute height? (like the height of the actual building + the height of the hill it's being built on.)

That depends on how high the terrain is compared to what:

1. Calea 13 Septembrie - only 1m above the roadway
2. Piața Constituției - 10m above
3. B-dul Națiunile Unite - 15m above

Update:

They'll start on the actual foundation soon. Some remains of old, demolished buildings have appeared while digging.
