Airport City clears developers for landing their bids

The long haul towards Manchester’s giant Airport City project enjoyed a jet-propelled boost last week, as three milestones were reached.

The first substantial planning application for the £650m scheme was approved by Manchester City Council on 22 November. The World Logistics Hub will provide up to 1.4m sq ft of industrial space on a 91 acre site next to junction 6 of the M56.

The second was reached this week with the submission of a planning application for the office element to the north of the airport. Airport City North will cover 86 acres and provide 1.5m sq ft of offices, 650,000 sq ft of advanced manufacturing facilities and 2,400 hotel beds.

Last, and perhaps most importantly, the public procurement notices inviting development partners to bid for a stake in Airport City were due to be published this week. The search is being handled by CBRE from offices in the UK, Asia and US, marking the scale of the offer.

The procurement is for more than Airport City and includes two other projects in the wider enterprise zone area: Manchester MediPark — a 555,000 sq ft commercial biotech scheme — and the regeneration of Wythenshawe town centre.

The terms of the joint venture are not being set out prescriptively by CBRE, says Colin Thomasson, senior director of CBRE Manchester, who adds that interested parties, from regional developers to international funds, will be free to suggest different models.

That said, the airport does plan to be a trading developer throughout Airport City, selling plots as it completes new buildings, recycling profits into the next phases.



Manchester’s Airport City first phase: World Logistics Hub

John Atkins, Airport City director, says the first phase to be developed will be the World Logistics Hub to the south (above), and prelets are anticipated. Heads of terms are out with three prospective industrial tenants, who are looking for between 50,000 sq ft and 100,000 sq ft each.

Industrial quoting rents are expected to be around £7/sq ft.

The development partner is expected to be named in the first quarter of 2013.

This development just seems a PR exercise. Ironic it is being proposed at a time when MAG has been partly-privatised and are looking to buy Stansted. Nothing better than a big of false advertisement to boost value slightly.

Can always rely on js1000 to be positive and optimistic about a project. Most of your comments I usually agree with but I do feel (and hope im right) that this project will come to fruition. The fact that companies are already expressing an interest in potential office space must give you some idea that it will undoubtedly happen.

Airport City tender notice published

Manchester Airport has published the official invitation to tender marking the start of the formal process of procuring a development and investment partner for Airport City.

Bidders have until 21 January to submit their proposals. Colin Thomasson, senior director at CBRE, is advising the airport on the tender process and said he expected bidders from all over the world to compete for a stake in the £650m scheme.

The invitation to tender sets out three lots:

Lot 1 - Airport City North. A co-investment and development partner is sought for the initial phases of development on land controlled by the airport comprising 59 acres, which can accommodate 1m sq ft of office development, 382,639 sq ft of advanced manufacturing and 2,400 new hotel beds together with amenity and support services. The overall master plan for Airport City North comprises 86.5 acres immediately north of the airport terminals.

Lot 2 - Airport City South. A co-investment development partner is sought for this proposed development comprising of 79 acres of land to the south of the airport terminals immediately adjacent to J6 of the M56. When fully developed the site will comprise 1.4m sq ft of new logistics space in a range of large, medium and small logistics units which can be arranged flexibly.

Lot 3 - Airport City North and Airport City South. This lot is a combined project covering both of the opportunities detailed in Lots 1 and 2.

There are no prescribed financial terms set out in the tender brief, as the airport wants to leave the business model open to different suggestions from different parties.

Stephanie Mullenger, MAG's business development director, admitted they had to do "some seriously sexy marketing."

But she added that they were hopeful of bringing in the investment to get the Airport City plan off the ground.

"It will be like a city centre which has the fantastic connectivity of an international airport," she said.

Adding: "We're talking to a number of national and international businesses.

"Some are obviously airport-related, some are manufacturing, some are just big international companies. But there's a lot of interest already."

MAG has not yet been partly privatised it is contingent on the bid for Stansted being successful, which hopefully it will not.

Is that a metrolink track I spy just above the M56 spur to the extreme right of that image - presumably headed to anew HSR station at Davenport Green, ultimately serving the hospital and completing the loop.



Wonder if how many tracks this line would be. An obvious constraint would be the width of the prebuilt tunnel under the station building. But if HSR do go to Davenport Green I assume some sort of regular, high capacity and free shuttle service will be required with stops at T2 (which ultimately will be the highest capacity terminal at the airport) and the existing station as a minimum. But how to provide this without compromising the full Wythenshawe loop on Metrolink.

Here's hoping they don't abandon the full loop and use the reserved alignment for an exclusive HSR only shuttle service. Would be a tragic waste if the hospital, adjacent medi-park and neighbouring residents do not have full Metrolink access in the fullness of time, plus is the loop required to increase capacity/demand so that a proper 6 minute service can ultimately be introduced on the airport line.

New Manchester Airport business and leisure park expected to get go-ahead from Manchester city council

Plans for a mammoth new business and leisure park next to Manchester Airport are expected to be approved on Thursday.

Manchester city council’s planning committee is being recommended to approve the development, which forms part of the Airport City scheme.

Along with 1.2m sq ft of office space, there will be 500,000 sq ft of hotel and leisure space, including almost 1,300 new hotel bedrooms, and 530,000 sq ft of light industrial space. The development will be on the 62-acre Airport City North site off Ringway Road West, Outwood Lane West and the M56 spur road.

The north western boundary of the site is formed by Bailey Lane and Thorley Lane and borders Hilary Road, Gorston Walk and Felskirk Road.

The scheme will also involve a new spine road and a realigned Thorley Lane.

The site is part of a government-backed enterprise zone, which means it qualifies for special tax breaks.

Manchester Airport declined to comment on the plans ahead of Thursday’s meeting.

Unveiling the plan last year, airport bosses said it would create 11,400 jobs.

Manchester Airports Group director John Atkins, said: “Airport City will attract investment from international businesses and become a catalyst for the wider long-term regeneration of Wythenshawe, with the creation of thousands of new jobs.

“It brings a world-class commercial product that is sustainable and innovative to the UK for the first time – this presents Manchester with a unique opportunity to add to its offer as a major European business city and will enhance the airport’s reputation as an economic hub and a global gateway to the UK.

“The aim is to create a modern business destination that makes full use of infrastructure already in place and the majority of workers and visitors will not drive to Airport City – instead they will walk, cycle, take a tram, bus, train or a plane.

“We have been working on this project for six years, examining airport cities across the world and how Manchester can successfully apply the concept.

“The planning submission demonstrates the progress we have made in the past 12 months and is a major step forward towards starting work on site.”

TWO major Manchester planning applications are set for approval at the city council's planning meeting tomorrow.

They are Airport City North, a £650m development at Manchester Airport which promises to create 11,000 jobs, and an overhaul of Gateway House, the s-shaped building at Piccadilly Station.

The airport development covers 65 acres north of the airport terminals on either side of the M56 spur road, and the concept is for high-quality offices and an advanced manufacturing district with 530,000 sq ft of space.

At Gateway House, developer Realty Estates has struck a deal with a London-based apart-hotel operator to run the converted 1960s office block as a 182-bed aparthotel. The proposals include a 40,000 sq ft Grade A office building over eight floors.

An opponent of Airport City has written to the council questioning the democracy of the planning process. According to a report prepared ahead of the meeting they wrote: "There doesn't even seem to be any pretence that this is democratic. As with the World Logistics Hub, George Osborne publicly announced in January this year that it would happen, and Manchester City Council (owning 55% of Manchester airport) is both applicant and approver.

"Therefore it will be approved, completely regardless of public opinion. Having ignored a vast number of completely legitimate reasons for refusal in the case of the World Logistics Hub, including several very obvious breaches of the National Planning Policy Framework, it is difficult to see why this will be any different."

The main objector to Gateway house is an unnamed landowner whose plot is adjacent to the site between Store Street and Ducie Street. They say Realty's plan is a barrier to generating footfall north of the station. "An application which involves both sites would make a significant contribution to this major Gateway to Manchester," they said.

Developers say Airport City Manchester will create 11,400 jobs

Councillors in Manchester have approved plans for a £650m business park at Manchester Airport.

Almost 11,500 jobs could be created at Airport City Manchester, which will include offices, hotels and factories.

The development will be on 65 acres of scrub land near the M56 and Woodhouse Park in Wythenshawe.

Developer MAG hopes the scheme will attract inward investment to the Wythenshawe area.

Airport City North work to begin within weeks



Manchester City Council on Thursday approved the planning application for the northern element of the £650m Airport City, an ambitious mix of offices, hotels, retail and leisure.

Manchester Airports Group said it would start infrastructure work within weeks. There will be a new spine road linking to the motorway network. Initial construction and enabling works for the creation of the new road will commence in March 2013.

Airport City is the focal point of the Enterprise Zone for Greater Manchester, which surrounds the UK's third busiest airport, and includes areas around University Hospital South Manchester and Wythenshawe.

A new Metrolink extension through Wythenshawe is under construction and will link Airport City to Greater Manchester's successful tram network by 2016. A new landscaped 'green bridge' will connect the new development to the Airport and its public transport interchange.

John Atkins, Airport City director, said: "The planning approval is a major milestone, underlining the progress made in the last 12 months and enables us to progress to the delivery stage in 2013, driving forward opportunities to attract investment and create jobs."

A new 13-acre park surrounded by a district of new buildings will form the centrepiece of Airport City North. Buildings will be between three and eight storeys tall.

The outline planning application for Airport City (North) was submitted to Manchester City Council in November 2012, following extensive public consultations in the local area by M.A.G, the parent company of Manchester Airport.

The planning application was approved by the Planning and Highways Committee on 17 January 2013. The site is the northern component of Airport City, currently referred to as Airport City (North) and is also part of the Greater Manchester Enterprise Zone.

In November 2012, MAG was granted outline planning approval for the £100m World Logistics Hub development in the southern part of the Enterprise Zone.
Advisers to MAG on Airport City include 5plus Architects, Drivers Jonas Deloitte, Jones Lang LaSalle, Urban Strategies Inc, Planit IE, Aecom, Davis Langdon and CBRE.

Funnily enough I asked just this when I was dropped off at Jet Parks 1 on Sunday. Apparently the trees have been removed to make more parking spaces for the summertime, but in the longer term that land would form part of Airport City. Interesting times!
