LAHORE: Punjab Chief Minister Chaudhry Pervaiz Elahi said that the 61km Lahore Ring Road Project would be completed by the end of 2007 but warned that Lahore’s traffic flow might be disrupted during the construction.

He was inaugurating the Lahore Ring Road (LRR) Interchange at Niazi Ckowk on Thursday. Elahi said 200,000 vehicles would pass through the signal free interchange and the Rs 1 billion project, the foundation stone of which was laid by General Pervez Musharraf, was completed in 13 months and created 50,000 jobs. The Faizabad interchange was completed in six years, he said.

Elahi said all parts of Punjab were being developed under the Pakistan Muslim League government, creating thousands of job opportunities. He said 250,000 jobs were created because of the LRR project. The chief minister said that Pakistan People’s Party (PPP) was working against poor people’s interests in government as well as in opposition. He said the PPP purchased expensive electricity from international companies when it was ruling and was conspiring to make Punjab barren by opposing the Kalabagh Dam now.

PML govt carrying out record uplift projects

LAHORE- Chief Minister Ch Pervaiz Elahi has said that government of Pakistan Muslim League was carrying out record development projects across the province, especially in the provincial metropolis to provide best travelling facilities to the people.
He said this while inaugurating the Niazi Chowk Interchange here on Thursday. The Chief Minister said that through these development projects, hundreds of job opportunities would be generated for the people. He said that as many as 0.25 million job opportunities would be made available to the people by construction of Lahore Ring Road alone.
Punjab Minister for Law Muhammad Basharat Raja, Minister for Special Education Qudsiya Lodhi, Minister for Communication and Works Chaudhry Zaheeruddin, Minister for Information Technology Abdul Aleem Khan, District Nazim Mian Amir Mahmood, Punjab Chief Secretary Salman Siddique, Secretary Housing, Secretary Information, and officials f City District Government attended the inaugural ceremony.
Pervaiz Elahi said that Niazi Chowk Interchange project has been completed in record time of 13 months at a cost of Rs. 94 million, while the Islamabad Interchange took six years to complete. He said that 125,000 bags of cement, 9,000 trucks of crush, 125,000 trucks of soil, 56,000 tonnes Asphalt, 1,737 tonnes of steel and 3.3m bricks had been used to operationalise Niazi Chowk.
From now on 250,000 vehicles would be passing through this interchange daily while previously some 125,000 vehicles passed through this crossing, he added. Pervaiz Elahi said that the Ring Road Project would be completed in August 2007, and vehicles would be running at the speed of 100 km per hour.
The CM said that with the completion of Ring Road project, the distance from Defence to the City would be completed in 12 minutes. Out of total 61 Kilometre length of the Ring Road, 61 kilometres have already been completed, he further said.
Later, while talking to newsmen, the Chief Minister that the PPP has been reduced to a regional party after opposing vital projects initiated by the government. He said that the Kalabagh Dam would not only benefit Punjab but the entire country. He said that the PPP had been exploiting the poor through its slogan of Roti, Kapra Aur Makaan but now it would not be able to do so as the masses have now seen its true face.
Pervaiz Elahi also decried the PPP for signing agreements with the IPPs to get electricity at exorbitant rates. He said that the government was undertaking several projects to provide electricity and potable water and the PPP in its opposition to these projects had made it clear that it did not want to see development. He said peasants were being deprived of bread and butter and the people of Punjab should take notice of it. He alleged that PPP wanted to see Punjab to turn into a barren land through its opposition to the Kalabagh Dam.
Responding to a question, he reiterated that next general elections could be held in 2008. The CM avoided comment on MMA’s opposition to the Marathon race, saying, it was not the right occasion to discuss such issues.

LAHORE: The Planning and Development Department has approved a project worth Rs 1.7 billion for the construction of an interchange at the intersection of the Canal Road and Ring Road in Harbanspura.

Planning and Development Department Chairman Salman Ghani told Daily Times on Thursday that the proposed interchange was part of the Lahore Ring Road Project. It would provide underpasses for the uninterrupted flow of traffic on Canal Road, an intersection and a flyover to accommodate traffic on Ring Road and overseeing the Harbanspura Railway Station, he said.

The interchange has been planned between sections 7 and 8 of the Ring Road, sources told Daily Times. An official handout by the chairman issued earlier had said that the Communication and Works Department would complete the project by June 2007.

Residents of Harbanspura and adjoining areas have accused the district government of changing the location of the Ring Road interchange under pressure from influential businessmen. The affected residents have formed a committee which claims to represent around 250,000 residents of around 50,000 houses who would have to be resettled for the interchange project.

The committee claimed that the government had earlier planned the interchange near the Lahore Medical College to link Mughalpura, the Grand Trunk (GT) Road and the Allama Iqbal International Airport. The construction in that area required the purchase of land by the district government around GT Road for the construction of entry and exit roads, it said. It said that the land was owned by a few influential businessmen developing a housing society in the area, who had pressured the authorities into shifting the interchange project to Harbanspura. The committee said that the Lahore district government had proposed compensation packages of around Rs 400,000 per kanal for the displaced residents of Harbanspura, while the official rate of land was Rs 5 million per kanal.

The Planning and Development chairman said that dealing with the reservations of the Joint Action Committee’s was the task of the Punjab Communication and Works Department.

LAHORE: Provincial Communication and Works (C&W) Minister Chaudhry Zaheeruddin Khan has directed the C&W secretary to speed up work on Lahore Ring Road and to complete the Niazi Chowk to Gulshan-e-Ravi portion by June 30.

He was inspecting the project with C&W Secretary Ahmed Yar Khan, C&W Additional Secretary (Technical) Masood Ahmed and north and south chief engineers.

According to a statement on Tuesday, the minister directed the C&W secretary that the Saggian Interchange should be completed by June 30. He said that the delay was caused by WAPDA, which did not remove the electric poles from the road although the C&W Department had paid it. Officers and contractors who used substandard material would be punished, he said.

The minister was told that the Planning and Development department had approved ten new projects for Lahore Ring Road and tenders had been called for them. The C&W secretary said the Ring Road would be completed on time.

LAHORE: The Punjab government has allocated Rs 24 billion for large development projects in the city for 2006-07 under the Annual Development Programme, including several phases of Lahore Ring Road (LRR), Lahore Rapid Mass Transit System (LRMTS), a 101-kilometre Lahore-Sialkot Motorway and construction of houses for senior officers at Government Officers Residences (GOR).

Although the provincial government has mentioned its targets and engineering plan for the LRR project (the acquisition of land, the construction of 61.5 kilometres of road and 14 interchanges), but did not specify allocations to each target.

Of the Rs 16.8 billion proposed expenditure on the 82-kilometre LRMTS, Rs 5.9 billion have been allocated for 2006-07. About 250,000 Lahoris would be facilitated by 56 proposed station of the transit system every day.

The feasibility study for the LRMTS has been completed and the provincial Planning and Development department will monitor the project, which originally belonged to the provincial transport department. Of the Rs 13 billion proposed expenditure for the Lahore-Sialkot motorway, Rs 4 billion will be allocated for the project under the ADP in 2007-08. Rs 3.2 billion have been sanctioned for public buildings and houses – Rs 700 million for houses and Rs 2.5 billion for offices, renovation and reconstruction.

Rs 41 million have been allocated for Governor’s Secretariat, Rs 1 million for the renovation of three guestrooms at Governor’s House, Rs 20 million for the construction of houses for grade 1 to grade 4 employees, dairy farms, medical centres, laundry, garages and stores at Governor’s House.

The Punjab government has allocated Rs 48.41 million to the construction of 120 flats for grade 16 and 17 officers in GOR IV, but no sum was allocated to the development of GOR-VI on Ferozpur Road. Rs 15 million were sanctioned for the construction of 13 new houses in GOR I for officers of grade 20 and above, Rs 20.28 million for the construction of Chief Justice’s Annexe and four suites for judges at 12-C, Aikman Road, GOR I. Rs 16.34 million have been allocated to the construction of 2 houses for grade 20 officers, 10 houses for grade 18 and 19 officers and 16 houses for grade 17 officers. Rs 18 million have been allocated to construction of houses for officers of grade 19 and above in GOR II.

Rs 183.5 million have been sanctioned for underground electrification of GOR I, Rs 122.74 million for the construction of CID complex, Rs 31 million for a new scheme for Chief Minister’s secretariat at 8, Club Road, GOR I, and Rs 200 million for the construction of Minister’s Block at the old labour department civil secretariat. Rs 150 million will be spent on the extension of the Punjab Assembly building, Rs 5 million on the construction of a VIP hanger at the Lahore Airport, Rs 9 million for addition/ alternation of offices at civil secretariat and Rs 5.49 million for the construction of an extension to MPAs’ Hostel.

According to the proposed plan, the following phases of LRR will be constructed: Niazi Chowk to Saggian Bridge (2.7 Km), Niazi Chowk to Mahmood Booti (8.7 km), interchange on Saggian Bridge (1.3 km), Saggian Chowk to Gulshan-e-Ravi (1.5 km), Barki Road intersection to Ghazi Road intersection (2.90 km), interchange on Airport Access Road (1.3 Km), Harbanspura canal crossing to Airport Access Road (1.70km), interchange on Harbanspura canal crossing (1.5km), interchange on GT Road (1.5km), interchange on Ghazi Road (1.2km), Lakhudair to GT Road intersection (2.7km), Mahmood Booti to Lakhudair (2km), Ghazi Road intersection to Bedian Road intersection (2km), Interchange at Bedian Road (1.3km), Bedian Road intersection to Khaira Distributary (2km), interchange on Khaira Distributary (2km), Khaira Distributary to Ferozpur Road (2km) and interchange on Ferozpur Road (0.5km). Of the Rs 16.8 billion proposed expenditure on the 82-kilometre LRMTS, Rs 5.9 billion have been allocated for 2006-07. About 250,000 Lahoris would be facilitated by 56 proposed station of the transit system every day. The feasibility study for the LRMTS has been completed and the provincial Planning and Development department will monitor the project, which originally belonged to the provincial transport department. Of the Rs 13 billion proposed expenditure for the Lahore-Sialkot motorway, Rs 4 billion will be allocated for the project under the ADP in 2007-08. Rs 3.2 billion have been sanctioned for public buildings and houses – Rs 700 million for houses and Rs 2.5 billion for offices, renovation and reconstruction. Rs 41 million have been allocated for Governor’s Secretariat, Rs 1 million for the renovation of three guestrooms at Governor’s House, Rs 20 million for the construction of houses for grade 1 to grade 4 employees, dairy farms, medical centres, laundry, garages and stores at Governor’s House. The Punjab government has allocated Rs 48.41 million to the construction of 120 flats for grade 16 and 17 officers in GOR IV, but no sum was allocated to the development of GOR-VI on Ferozpur Road. Rs 15 million were sanctioned for the construction of 13 new houses in GOR I for officers of grade 20 and above, Rs 20.28 million for the construction of Chief Justice’s Annexe and four suites for judges at 12-C, Aikman Road, GOR I. Rs 16.34 million have been allocated to the construction of 2 houses for grade 20 officers, 10 houses for grade 18 and 19 officers and 16 houses for grade 17 officers. Rs 18 million have been allocated to construction of houses for officers of grade 19 and above in GOR II. Rs 183.5 million have been sanctioned for underground electrification of GOR I, Rs 122.74 million for the construction of CID complex, Rs 31 million for a new scheme for Chief Minister’s secretariat at 8, Club Road, GOR I, and Rs 200 million for the construction of Minister’s Block at the old labour department civil secretariat. Rs 150 million will be spent on the extension of the Punjab Assembly building, Rs 5 million on the construction of a VIP hanger at the Lahore Airport, Rs 9 million for addition/ alternation of offices at civil secretariat and Rs 5.49 million for the construction of an extension to MPAs’ Hostel.
