And some not-so-good news from the construction site: Polimex-Mostostal, general contractor of International Convention Center was fired today by investor (Katowice City Hall) due to inacceptable delay (over half a year).

The estimated cost of the construction work is PLN 280 million excluding VAT. The previous bid entered by Polimex-Mostostal in 2011 was worth gross PLN 252,68 million and was chosen from amongst twelve bids.

In fact, the new prime contractor will be obliged to erect almost whole building as the ICC is now only 6% done in spite Polimex-Mostostal has been conducting the contracted works for 11 months.

Only then the City Hall can select a consortium that meets the requirements and has offered the lowest price” – explained Jakub Jarząbek, press spokesman of the Katowice City Hall.

A chosen prime contractor will have 16 months to deliver the 37 900 sq. meters building as of the date the contract is signed. According to the preliminary schedule, the construction work will be re-launched in the second quarter of 2013 and to be completed in the third quarter of 2014. International Convention Center is one of the most important undertakings for Katowice.

For example, we have several fire protection systems to be mounted inside. Moreover, the auditorium hall will be covered by wooden panels – to start the works we have to provide an exact temperature and humidity” – said Grzegorz Tymich, contract director at Budimex, a prime contractor on the new Silesian Museum.

Luckily, the remaining spaces are not so difficult to be fitted-out and need plastering or glazing works. The bright interiors has to make the underground space more friendly for visitors. To make a public circulation easier, ramps, lifts and moving stairs were mounted in the building.

Opening of the new Silesian Museum is expected in September 2013. The whole complex, including two refurbished former coal mine facilities, will cover a usable area of 24 747 sq. meters.

“The new seat of the Silesian Museum will be ready to use this autumn, what I declare with my sole responsibility. It will depend on the Marshal Office of the Silesian Voivodeship [the investor] to choose and announce the opening date” – commented Leszek Jodliński, director of the Silesian Museum.

The steel structures of all glass boxes are finished and last glassy panels are to be laid. Installation, plastering and glazing works are underway at all levels of the underground and administration buildings. Two post-mine brick facilities also see the last outfitting. The auditorium hall is already equipped with almost 400 chairs. Walls, floor and ceiling cladding made of wooden panels is also done. “We need some time to check installations and its functioning in the building. Everything has to be correct to provide suitable requirements for storage and presentation of exhibits” – said Grzegorz Tymich, contract director at Budimex.

At the same time, the former Electricians Workshop situated north-west from the new venue is now being adapted to house an electrical distribution center. Previously it was planned to refurbish only two of all former “Katowice” coal mine buildings. The Workshop will be the third one. “This is our new investment beyond the frame of the major project. We have raised funds from an alternative source of financing to cover costs of the adaptation works” – Leszek Jodliński explained.

There will also be a chance to refurbish another two coal mine’s buildings as the Museum will probably save from PLN 30 to 50 million during the investment process. “We make efforts to use the money for the revitalization of the two facilities located north and bordering our new venue. However, it depends on the European Commission which decides about the funds admission. If the decision is positive, we will be able to move all departments and offices from the present seat on Korfantego Av. to the new location. This would enable us to establish the whole Museum in one place within this stage of the investment” – the director said.

The remaining post industrial buildings, being currently out of use and situated to the north, will be adapted to cultural purposes in the second stage of the project. The Silesian Museum will apply for the financial help of the European Union for the years 2014-2020 to conduct the investment.

However, the decision of NAC does not mean the consortium’s bid is rejected” – said Małgorzata Stręciwilk, press spokesman of the National Appeal Chamber. According to the bidding procedures, an awarding entity can request bidders for completion of documents and clarifications.

The appeal was also made by the the consortium of Hochtief and Elektrobudowa - the companies protested against the decision of the tender committee which had declined the consortium’s offer (the bid price was the second lowest). The wnp.pl portal informed today that the appeal was rejected by the National Appeal Chamber.

The cost estimate of investor amounts to PLN 344 million (280 million excluding VAT) to build the ICC. The consortium of NDI, which proposed the lowest price, wants to finish the construction works on the venue for PLN 249,4 (net PLN 202,7 million). The highest price was offered by the consortium of Strabag and Helit + Werner Budowlana – PLN 320 million (net PLN 260,1 million). The bidding price offered by Warbud and Merkury Engineering reaches PLN 280,2 million (net PLN 227,8 million).

A concert of Orchestra’s musicians welcomed guests that had gathered in the great concert hall of Polish National Radio Symphony Orchestra’s new seat on Friday, 12th of April. The event was held to commemorate a topping-out of the building.

The topping-out ceremony refers to the completion of the building’s structure including external walls and a roof. “The construction work was started about eleven months ago. Today we celebrate the delivery of building’s shell due to the high organizational proficiency and I am hope the venue will be opened on time” – commented Piotr Uszok, Katowice mayor.

According to the contract signed between the City Hall and Warbud, the works have to be completed in the last quarter of 2013. Then, the great concert hall will be prepared by acousticians from Nagata Acoustics what can take another few months. The grand opening is expected to be held in autumn 2014.

„Acousticians work is a process – it will be finished, if we hear that everything sounds perfectly. We need to have a keen eye for quality and for everything we do. Every detail has a fundamental meaning for the concert hall and the sound. We can not afford to compromise” – said Tomasz Konior, head designer of the building.

Currently, Warbud conducts installation, outfitting and technical equipment works. Elevation laying works will be commenced next week. The facade will be covered by 410 000 clinker bricks.
