Govt eyes to generate P50-B revenues from idle assets, says BCDA’s Casanova

Casanova, president and CEO of BCDA, said the agency will conduct an inventory of all land and other assets that are under its jurisdiction, including former military bases, underperforming airports, seaports and economic zones, and a mothballed renewable-energy power plant in Baguio City.

For Poro Point in La Union, Casanova said the BCDA will seek partners that will develop the area as a regional hub for tourism in tandem with Baguio City.

BCDA’s idle assets worth P10B

BCDA president Arnel Casanova told reporters during its year-end press conference.

“Next year we will validate all masterplans of our assets because we have to unlock the value of these properties and offer these assets to the private sector and to develop this in joint venture with the private sector or privatize these properties,” Casanova said.

These properties include Clark airport, some areas in Camp John Hay Special Economic Zones that are unutilized, the abandoned power plant in Camp John Hay, the promotion of Poro Point as a regional hub and the development of San Fernando airport as an alternative to the Loakan airport of Baguio.

BCDA is thinking of adopting a public-private partnership scheme for the Port Point airport.

“With a strong business process outsourcing in Baguio and in San Fernando in La Union, we need to provide with a better airport facility,” Casanova said.

According to Casanova, there has been no flight in Poro Point airport because the navigational facilities and terminal are not yet there.

“Zest Air used to fly there, so we need to have a more strategic approach,” he said.

BCDA expects to raise P45B from assets offering

In a briefing Tuesday, BCDA president and chief executive officer Arnel Paciano D. Casanova said about P35 billion of the projected proceeds would come from the sale of two major assets in the Fort Bonifacio complex—the 33.1-hectare Bonifacio South property and a 25-ha land, which is still contested. The remaining P10 billion represented the estimated initial amount BCDA expects to rake in from offering other idle assets to the private sector. This, Casanova said, could be higher.

Casanova said BCDA was set to revalidate next year the master plan for these assets to identify and “unlock the value” of all unused assets.

“All our economic zones are covered. We’re going to identify which of the areas are not generating the revenues that are we are expecting. We want to optimize the use of these assets and we will offer them to the private sector for development in partnership with the BCDA,” Casanova said. “The overall vision is to unlock the values of all these assets so that BCDA could really serve as a catalyst for development in every region,” he added.

Among the areas he identified to have idle assets were the Clark Ecozone, Poro Point, John Hay Special Economic Zone and the Bataan Technopark. The plan was to make these areas key growth centers in their respective regions.

La Union road to be widened

Eufranio Eriguel yesterday said President Aquino, through the Department of Public Works and Highways, has approved the widening of the national highway (Manila-North Road) covering the six towns in the province’s second district with a total cost of at least P350 million.

Eriguel said the bidding for the project is now ongoing and construction is expected to start in January.

With a stretch of at least 50 kilometers, the existing two-lane highway would be widened to become a four-lane road that would pass through the towns of Bauang, Caba, Aringay, Agoo, Sto. Tomas and Rosario.

I'm right. Philex Mining has indeed its own pier does not utilize the 3 piers of the seaport



the first photo you quoted therefore is the pier for Philex Mining You are right!

DAR infra projects boost La Union barangays

DAR Provincial Agrarian Reform Officer Ma. Anna Francisco said the infrastructure projects include the 5.4-kilometer Lacong-Lipay farm-to-market road and a potable water supply system, both in Lacong, San Gabriel, La Union.

Francisco stressed that with the completion of the P30-million Lacong-Lipay farm-to-market road project last May, agri-products from barangays Lacong, Lipay Proper and Lipay Sur are now being transported to the market in Bacnotan faster easier.

“These water systems help our farmers produce vegetables, especially during summer time when there is not much water in the pipelines. This will then add to their income, aside from planting rice and corn,” said Francisco.

The projects are funded by the Japan International Cooperation Agency and implemented under DAR’s Agrarian Reform Infrastructure Support Services.

On 20th year, BCDA zooms in on infrastructure

BCDA president Arnel Paciano Casanova said an efficient transportation backbone connecting all BCDA-run economic zones would help the agency develop underutilized assets in Clark and Bataan, as well as encourage the movement of people and goods, spurring economic growth.

BCDA turns 20 years old on March 13. Republic Act 7227, the law that created the agency, tasks BCDA to convert all former US military property into government economic centers, and finance major projects, including the Armed Forces of the Philippines’ modernization program.

The construction of roads connecting Metro Manila to the Clark and Subic freeports in Central Luzon, and the new highway linking these to La Union and Baguio by 2013, was the start of the process, Casanova said in a briefing here last month.

Solon assures Congress’ support for road networks in North PHL

“One matter that North Quad has been taking up relates to the infrastructure support program of the government particularly to support the development of the area, including the tourism sector,” Dalog stressed.

He reported that one infra project they are currently monitoring is the TPLEX or the Tarlac-Pangasinan- La Union expressway, which will connect the North Luzon Expressways from Tarlac City up Rosario, La Union right in the mouth of Kennon road under phase 1. The project’s phase II will extend the expressway farther north up to Bacnotan, La Union.

The project, if completed, will boost tourism promotion in the north Luzon area.

P6-M disaster-evacuation center to be constructed in La Union

This was led by La Union Provincial Governor Manuel C. Ortega, together with Vice. Gov. Aureo Augusto Q. Nisce, and members of the Sangguniang Panlalawigan and other government officials.

Victor Dacanay of the Provincial Information and Tourism Office said that funds for the two-storey building will be drawn from the P3-million prize the province received as national finalist in “Gawad Pamana ng Lahi”; and the rest from the province’s development funds for 2012.

The LUPDEC will serve as evacuation center and venue for the repacking and storage of relief goods.

The event was graced by Usec. Proceso T. Domingo from the Office of Civil Defense Special Concerns Office who represented National Disaster Preparedness and Risk Reduction Management Council of the Philippines (NDPRRMC) Executive Director Benito T. Ramos.

Usec. Domingo commended Governor Ortega and the province of La Union for being the first among the few provincial governors to seriously respond with concrete action to RA 10121, the law establishing the NDPRRMC and other subsidiary disaster preparedness and risk reduction management councils.
Director Julie Daquioag of the Department of Interior and Local Government- Regional Office 1 also said that the center is a manifestation that La Union is taking serious steps to climate change adaptation and disaster risk reduction activities. Revenues from privatization of military lots seen to double

STATE-RUN Bases and Conversion Development Authority (BCDA) expects to double its full-year revenues in 2012 as it prepares to sell off more military lots in prime areas, an official said late last week.
“At the minimum, we are expecting -- on a cash-flow basis -- revenues of around P4 billion, to be driven mostly by dispositions and asset sales. Last year, I think we already remitted around P2 billion to the government,” Arnel Paciano D. Casanova, BCDA president and chief executive officer, said in a chance interview.

Already, the BCDA has a drafted a list of its “crown jewels,” whose auctions will be prioritized this year.

“We really want to fast-track everything. We believe 2012 must be a breakout year,” Mr. Casanova added.

The priority list includes the development of the Poro Point Freeport Zone’s San Fernando International Seaport and San Fernando Airport, with the airport seen as an alternative to Baguio City’s small Loakan Airport.

“We want the bidding [for Poro Point] to happen this year. We will soon call a conference for interested parties,” Mr. Casanova said without elaborating.
