It's black and fades to a light grey. Not sure how good that will look.

The horse sculptures "the kelpies" are going to be there until April 22. I need to check them out, they look beautiful

It's hard to know what to make of it at this point because of how dusty it is. Looks like it'll be plenty reflective though.

I have to believe it was mostly a money issue.

I know only enough to be dangerous regarding financing major real estate projects like this. But the tower was funded through an all-equity deal with JP Morgan. As a purely speculative project (no tenants pre-leased) I gotta believe Hines/Pacolet Milliken/JPM weren't willing to go much larger. Reportedly the deal was around $350 million.
