Bangalore: Auto permits in city tobe limited to 1.25 lakh

Even though the Karnataka High Court recently upheld the State Government's decision to add 40,000 autorickshaws in the city, the Transport Department will not permit more than 1.25 lakh autorickshaws in all, the maximum cap fixed by the Government.

According to a rough estimate by the Transport Department, about 1.15 lakh permits have been issued in the city. In that event, only 10,000 new permits could be issued as per the government order.

However, the figure on the exact number of permits is yet to be arrived at.

The Department has started compiling the “back data entry” with regard to registration and permit details of autorickshaws in different RTOs from July 11 and the exercise is expected to be completed in a month. “Only after this process is completed, we can arrive at the exact numbers of permits in the city,” Transport Commissioner T. Sham Bhat told The Hindu.

After the High Court observed several irregularities in issue of permits, including issue of multiple permits, and pulled up the department, the Transport Department decided to computerise the process of autorickshaw registration and issue of permits. According to initial estimates, there are 1.15 lakh permits in the city. The department claimed that this could also be due to manual upkeep of records where details of a vehicle were not deleted in one regional transport office after the vehicle's transfer to another RTO.

Bangalore Urban Regional Transport Authority Chairman and Bangalore Urban Deputy Commissioner M.K. Aiyappa told The Hindu that the 10 RTOs in the city have started issuing permits after the High Court order. The RTA had already authorised these offices to issue permits, he said.

SPEED GOVERNORS MANDATORY FOR NEW TRANSPORT VEHICLES

With the State Government making fitting of speed governors mandatory in all types of transport vehicles registered from today as per the Supreme Court order, the two city Regional Transport Offices (RTOs) saw a spate of vehicle registrations on Monday.

Though the Supreme Court order is valid from yesterday, the order has been made effective from today in State as yesterday was a holiday for Rajyotsava.

As per the order all stage carriers, maxi cabs, lorries, contract carriers with a seating capacity of more than 7+1, school buses, private transport vehicles excluding three-wheeler goods vehicles, omni buses and tourist vehicles should compulsorily fit speed governors. A time limit till June 1, 2012 has been given for old vehicles. While seeking a Fitness Certificate for such vehicles, speed governors become an essential inclusion, said Siddappa Kallera, RTO (West) speaking to SOM today.

Outside Vehicles: Kallera said all the above specified vehicles entering the State from outside should have speed governors as per the Supreme Court order, with effect from June 1 next.

Registration galore: Possibly to circumvent the SC order coupled with holidays last week, several new vehicle owners thronged the RTOs in the city for registering their vehicles on Monday. On normal days, 8 to 10 vehicles get registered while over 40 vehicles obtained the registrations on Monday at the RTO (West) and 10 at RTO (East). A similar situation was seen at the RTOs in K.R.Nagar and Hunsur, said Kallera.

Transporters' grouse: A few transporters alleged that the rule has been made applicable only in Karnataka while the neighbouring States have not imposed it yet. They opined that a maximum speed of 60 kmph was an impractical proposition especially when other excluded categories of vehicles would be racing merrily on the road inviting accidents. They contended that bad condition of roads, unscientific road humps and laxity in imposition of traffic rules were contributing to accidents.

very good move by GOK......I think for small vehichles speed controller shouldnt be applicable........
