London's really come up in the last few years, as has Moscow. I don't think I can put Frankfurt in the #1 spot any more.

2. Moscow
3. Frankfurt
4. Paris
5. Warsaw
6. Rotterdam
7. Istanbul

I don't really understand why Rotterdam is 6th, The Istanbul skyline is much more impressive.

Rotterdam is denser and the buildings have more quality. Istanbul is on its way, but it isn't there yet.

no offense, but i don't see them(w&r) as competitors to istanbul. when you remove the scattered parts of skyline, it still looks bigger, more massive and more vivid in terms of design.

Istanbul is relatively massive and impressive but I rate it very low at the quality of the architecture, bellow London, Rotterdam, Paris, Moscow and Frankfurt. If there is such a building spree, I don't understand why not commission some of the best architects around to do daring, visually stricking stuff.
