It's also very arguable whether Rotterdam should rate higher than Warszaw, which probably has the fastest growing skyline in EU and the fantastic Palace of Culture as opposed to no tall historic buildings in Rotterdam. Thirdly, to mention Brussels ( with no skyscrapers over 150m and no iconic skyscrapers whatsoever and leave out London with its 2 clusters ( Canary Wharf and the City ) and numerous landmark skyscrapers shows biasnes that borders on idiotic. And I mean that in a very caring way.

I don't think people really give the appropriate praise to London.
Their high-rises are very asthetic and tall to boot for Europe. Plus it's skyline is growing very rapidly. |

London gets the praise it deserves. It's skyline is good for Europe, but not one of the big skylines in the world. Currently, I wouldn't put London in my top 30. It will get a lot better over the next 10 years, so it's one to watch.

Actually...as ugly and low quality as it might be...I think Benidorm takes the cake as Europe's most impressing highrise/skyscraper skyline. By far!
It's unfair to not count it, just because it isn't a great city like London, Paris... |

for me, europe's best skyline:
1. Benidorm 2. Frankfurt 3. Paris 4. London 5. Moscow #2, #3 and #4 however could change places depending on which angle the skyline is seen! but generally, they in that order, in my opinion.

can`t you really see the difference in design between the highrises in Benidorm
and the skyscrapers in Frankfurt ? for one of the skyscraper in Frankfurt you can build a dozen of the cheap highrises in Benidorm. the beauty of a skyline is caused by the classiness of its buildings. same with Sao Paulo and New York. it is a different leaque. |

frankfurt's buildings are nice individually, so are buildings in london, paris and moscow, but we are talking about skyline, not individual buildings... skyline is actually best gauged in photos like the one below where architecture is "eliminated" and skyline is emphasized:
