They're building only one tower (phase I) at the moment. From the images that we have and satellite imagery on terra server that seems to be the case.

Even LERA has been contracted to look after the structural design of just one tower.

If you are talking about the first picture, then its transmission lines and they have to be overhead.

No render has been released. I'm not sure if one ever will be as the tower may already be closed to if not already topped out.
