Because sometimes signposting is more about a political statement than about guiding traffic. You can compare it to maps prepared in many parts of the world that show borders that are, well, debatable. Or, to stay in the realm of signposting, to an E22 that runs through Holland via a detour to please the Northern provinces.

I wonder what's below the E42 plates though. Maybe an old number, as this section opened in 1980 and E42 was introduced here in 1983.

Italian and Swiss cities signed in France. They don't over-complicate it, every foreign city name is written in its French form (Turin).

It appears to match Walloon policy these days. Towns inside Wallonia and abroad are signposted by their endonym only (towns in Flanders remain a different story), thus Lüttich and Trčves are no longer appropriate. Signs throughout the German-speaking border region now mostly reflect this policy, but in many cases it was done using paint as in the picture. Odd as it may sound, therefore, this "some dude" may very well have been local government.

Really? I thought all this stuff was written (in excrutiating detail...) into national/Federal law, so Wallonia wouldn't be able to do what it wants.

Related: there were a couple of fascinating* articles in Le Soir of Brussels this weekend about language regulations in train stations and on trains. Looks as if they're only available to subscribers, though. (I subscribe, because I'm weird that way.)

Those federal language laws contain a fair level of detail, but they are not exhaustive. They contain principles about references from Flanders to Walloon towns and vice versa (i.e. the principle that the exonym is used on those signs), but not inasmuch about the level of bilinguism in Flemish and Walloon municipalities that have a degree of bilinguism (called language facilities) and not at all about references to towns abroad.

So that is where you see the differences. Wallonia refers to Aachen, Saarbrücken and Trier without any French exonym; Flanders refers to Rijsel (Lille), Duinkerke (Dunkerque) and Parijs (Paris). In areas with language facilities, there is even a degree of inconsistency within Wallonia itself. In the area arond Mouscron, you will find signs with all the towns being signposted in French and Dutch. In the area around Malmédy, on the other hand, it is unilinguism all around (as evidenced by the painted signs that triggered this discussion). In Flemish areas with French language facilities, you will not find any French on directional signage. Or on other signage for that matter (as one can see here, where the left hand side of the road is within Brussels and the right hand side of the road is within a Flemish area with language facilities).

If that's Tervuren on the Flemish side of the road (as GMaps tells me it is), that's not a facilities area. Yes, it's weird that I know that.
