On the Polish signs, you sometimes have the oval of the neighbouring country alone ("CZ"), and sometimes together with Poland's own oval ("PL" "CZ"). What is the regulation behind that? I don't know of other countries including their own decal in the signage.

As far as I know, the PL/CZ type of references are to towns (mostly tiny villages) in Poland that mark the border crossing into the other country signposted. A town with just one country reference behind it is a foreign town, situated in the country signposted.

Exactly. But in the above photos it is misused, because Bily Potok is a Czech village.

Answer is easy - Slovak road traffic signs planners

In my country, traffic signs don't have exact meanings. Drivers are supposed to guess what planners would have liked to say, and the one who is closer is rewarded with no fine or no accident respectively.

Seriously: this is probably the direction for freight customs for trucks from Slovakia, Czech republic and other countries from European Union.

One of the oldest I have managed to find. Apart from the crashed tram, you can see the sign directing towards Brno, Wien, Györ (original names). No ovals displayed yet. Note, that Brno was not neighbouring country destination that time :-) Photo made in seventies. The destinations were written in yellow and the background was blue (hoppa Ikea style ).
