yes, in makati, its never allowed, they should spray the wheels and wash it clean before they allow the heavy equipments to move around the city.
i think the cebu city mayor should look into this, especially that recent downpours has flooded the city, and it could get worse.
meaning, it should be strictly implemented and should not matter which developer is concerned.
also the already dilapidated city streets will get even worse, and its not going to look good to visitors, and the queen city of the south title of cebu will really get too unfit of this place.
